NARA is issuing revisions to the General Records Schedule (GRS). The GRS provides mandatory disposition instructions for records common to several or all Federal agencies. Transmittal 33 includes only changes we have made to the GRS since we published Transmittal 32 in March 2022. Additional GRS schedules remain in effect that we are not issuing via this transmittal.

Federal Records Management: Managing Electronic Records, Including Electronic Messages
We are amending our regulations on creating and maintaining Federal records to explicitly include record-keeping requirements for electronic records. On January 1, 2021, the Federal Records Act was amended. It now requires the Archivist of the United States to promulgate regulations governing Federal agency preservation of electronic messages that are determined to be records. We are amending our regulations to define electronic messages and to expressly state records management requirements for electronic records, including electronic messages.

Classified National Security Information
We are revising our Classified National Security Information regulation to permit digital signatures that meet certain requirements on the Standard Form (SF) 312, which is the non-disclosure agreement required prior to accessing classified information. Due to agency needs during the COVID-19 pandemic and remote work situations, combined with developments in digital signatures since a regulatory prohibition on electronic signatures was implemented in 2010, it is both urgent and appropriate to make this administrative change at this time.
Privacy Act of 1974; System of Records
We propose revising Appendix A of our existing Privacy Act inventory of systems subject to the Privacy Act of 1974, which contains the common routine uses that apply to some or all of our systems of records. We propose to revise routine use H, which permits sharing information when there has been a data breach and it's necessary to respond to the breach. And we propose adding a new routine use for sharing information with other agencies that experience a data breach. Both of these changes are required by an OMB memorandum and these routine uses apply to all of our systems of records. Routine use H is already included in all of our SORNs, but we are now adding routine use I to them as well. In this notice, we publish the revised routine use H and the new routine use I for public notice and comment and add routine use I to all of our SORNs.

We propose to revise a system of records in our existing inventory of systems subject to the Privacy Act of 1974. The system is NARA 1, Researcher Application Files. We are adding a new purpose/ routine use to notify researchers who use our facilities if they might have been exposed to COVID-19 while at our facility, to allow for similar notifications in the event of future public health emergencies, and to allow notification of health departments for collaborative efforts to address exposure and meet reporting requirements. We propose to revise a system of records in our existing inventory of systems subject to the Privacy Act of 1974. The system is NARA 44, Reasonable Accommodation Request Records. We are revising it to make it more clear that the system includes records of requests for religious accommodations under Title VII of the Civil Rights Act of 1964. Our existing SORN permits religious accommodation requests; however, we want to modify our SORN to expressly authorize such requests for people who may submit religious accommodation requests related to COVID vaccination requirements.
