The National Aeronautics and Space Administration (NASA) is amending NASA regulations on release of information to news and information media. These amendments will establish NASA policy, responsibility, and procedure for providing information to news media on NASA activities.

Centennial Challenges 2007 Astronaut Glove Challenge
This notice is issued in accordance with 42 U.S.C. 2451 (314) (d). The 2007 Astronaut Glove Challenge registration is open for teams that wish to compete. The NASA Centennial Challenges Program is a program of prize contests to stimulate innovation and competition in space exploration and ongoing NASA mission areas. The 2007 Astronaut Glove Challenge is a prize contest designed to promote the development of glove joint technology, resulting in a highly dexterous and flexible glove that can be used by astronauts over long periods of time for space or planetary surface excursions. The 2007 Astronaut Glove Challenge is being administered for NASA by Volanz Aerospace/ Spaceflight America in a format that brings all competitors to a single location for a ``head to head'' competition. Privacy Act of 1974; Privacy Act System of Records
The National Aeronautics and Space Administration proposes to revise an existing system of records titled ''Security Records System'' (NASA 10SECR), last published on December 13, 1999, (64 FR 69556). This system of records is being revised to describe the additional types of information being collected by NASA required by Homeland Security Presidential Directive 12 (Policy for a Common Identification Standard for Federal Employees and Contractors) and FIPS 201 (Personal Identity Verification (PIV) of Federal Employees and Contractors). Additionally, this system of records is being revised to reflect that NASA now collects and maintains emergency contact information for employees and contractors in order for notification of an employee or contractor's next-of-kin in the event of a mishap involving the individual. The purposes of this system of records are to: 1. Document security violations and supervisory actions taken. 2. Ensure the safety and security of NASA facilities, systems, or information, and Agency occupants and users. 3. Notify an employee's next-of-kin or contractor in the event of a mishap involving the NASA or contractor employee. 4. Complete the NASA identity proofing and registration process. 5. Create data records in the Personal Identity Verification (PIV) Identity Management System (IDMS). 6. Issue PIV cards to verify that individuals entering Federal facilities, using Federal information resources, or accessing classified information are authorized to do so. 7. Track and control issued PIV cards.

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) have agreed on an interim rule amending the Federal Acquisition Regulation (FAR) to implement the Local Community Recovery Act of 2006. The Local Community Recovery Act of 2006 amended the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize set-asides for major disaster or emergency assistance acquisitions to businesses that reside or primarily do business in the geographic area affected by the disaster or emergency.

Security Requirements for Unclassified Information Technology (IT) Resources
NASA is proposing to amend the clause at NASA FAR Supplement (NFS) 1852.204-76, Security Requirements for Unclassified Information Technology Resources, to reflect the updated requirements of NASA Procedural Requirements (NPR) 2810, ``Security of Information Technology''. The NPR was recently revised to address increasing cyber threats and to ensure consistency with the Federal Information Security Management Act (FISMA), which requires agencies to protect information and information systems in a manner that is commensurate with the sensitivity of the information processed, transmitted, or stored.

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) are proposing to amend the Federal Acquisition Regulation (FAR) to update the required contract clauses that implement provisions of law or executive orders for acquisitions of commercial items.
National Environmental Policy Act; Crew Exploration Vehicle
Pursuant to the National Environmental Policy Act of 1969, as amended (NEPA) (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulations for Implementing the Procedural Provisions of NEPA (40 CFR parts 1500-1508), and NASA policy and procedures (14 CFR part 1216 subpart 1216.3), NASA has prepared and issued a Draft EA for the Development of the CEV. The Proposed Action is to develop a new human- rated space vehicle, the CEV, which would be the U.S. vehicle to transport humans to Low-Earth Orbit and to the International Space Station, Moon, Mars, and to destinations beyond. The Draft EA addresses the potential environmental impacts associated with the development of the CEV, including its design, component fabrication, and assembly. However, it does not cover flight testing and operation of the CEV, which will be the subject of future NEPA documentation. The only alternative to the Proposed Action discussed in detail is the No Action Alternative where NASA would not develop the CEV. The CEV would be able to transport up to six humans and cargo to space after the Space Shuttle is retired, which is currently scheduled to occur no later than 2010. First human flight involving the CEV is planned for no later than 2014 with initial access to Low-Earth Orbit and to the International Space Station. Human missions to the Moon are planned for no later than 2020 with missions to Mars and other destinations in the following decades. The CEV would likely be launched from NASA's Kennedy Space Center in Florida.

This system of records is being revised to allow additional information to be collected from people who participate in social, sports, wellness activities and other similar activities sponsored by the NASA Johnson Space Center (JSC) Exchange, to update the categories of individuals covered by the system, to update the categories of records in the system, and to update routine uses. The additional categories of individuals include spouses and dependents of current or past civil servants or contractor employees and others assigned to work at NASA. The additional categories of records in the system include personal body composition, fitness and exercise measures; medical history and physician releases as they pertain to exercise; facility usage records, membership and service accounts receivable and other pertinent information. The new routine uses allow for the development and implementation of programs for the health and welfare of the JSC workforce; statistical computations on work force health; maintenance of membership information; and providing patron usage information on employees of JSC contractors to their employer organizations.

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) have agreed on a final rule amending the Federal Acquisition Regulation (FAR) to implement earned value management system (EVMS) policy. FAR coverage is necessary to help standardize the use of EVMS across the Government. The final rule specifically impacts contracting officers, program managers, and offerors/contractors required to manage contracts by utilizing earned value management systems for major acquisitions.

Notice of Intent To Grant Partially Exclusive License
This notice is issued in accordance with 35 U.S.C. 209(c)(1) and 37 CFR 404.7(a)(1)(i). NASA hereby gives notice of its intent to grant a partially exclusive license in the United States to practice the inventions described and claimed in ``Ordered Biological Nanostructures Formed From Chaperonin Polypeptides,'' ARC-14744-1 and ``A Versatile Platform for Nanotechnology Based on Circular Permutations of Chaperonin Protein,'' ARC-14744-2, to Cambrios Technologies, having its principal place of business in Mountain View, California. The patent rights in this invention have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. The prospective partially-exclusive license will comply with the terms and conditions of 35 U.S.C. 209 and 37 CFR 404.7.

Federal Acquisition Regulation; FAR Case 2005-007, Central Contractor Registration-Taxpayer Identification Number (TIN) Validation
The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) have agreed on a final rule amending the Federal Acquisition Regulation (FAR) to include the process of validating a Central Contractor Registration (CCR) registrant's taxpayer identification number (TIN) with the Internal Revenue Service (IRS) to improve the quality of data in the Federal procurement system. Additionally, the amendment removes outdated language requiring modifications of contracts prior to December 31, 2003, regarding CCR.

The final rule adds language which addresses the allowability of depreciation costs of reacquired assets involved in a sale and leaseback arrangement.
