Federal Acquisition Regulation: Amendments to the FAR Buy American Act Requirements; Extension of Time for Comments
DoD, GSA, and NASA issued a proposed rule on July 30, 2021, amending the Federal Acquisition Regulation (FAR) to implement an Executive order (E.O.) addressing domestic preferences in Government procurement. The deadline for submitting comments is being extended from September 28, 2021 to October 28, 2021 to provide additional time for interested parties to provide comments on the FAR case.

Federal Travel Regulation (FTR); Relocation Allowances-Waiver of Certain Provisions of the FTR Chapter 302 for Official Relocation Travel to Locations in Mississippi, Louisiana, New York, and New Jersey Impacted by Hurricane Ida
GSA Bulletin FTR 22-02 informs Federal agencies that certain provisions of the FTR governing official relocation travel are temporarily waived for Mississippi, Louisiana, New York, and New Jersey locations impacted by Hurricane Ida. As a result of the storm damage caused by Hurricane Ida, agencies should consider delaying all non- essential relocations to the affected areas given the statutory 120-day maximum for Temporary Quarters Subsistence Expenses (TQSE). Due to the lasting effects of the storm damage to these affected areas, finding lodging facilities and/or adequate meals may be difficult, and distance involved may be great, resulting in increased cost for relocation per diem expenses.
Federal Travel Regulation; Rental Car Policy Updates and Clarifications
This proposed rule would clarify that agencies can reimburse rental car fees (up to a certain number of days) for Outside the Continental United States (OCONUS) relocations as a miscellaneous expense allowance to account for privately owned vehicle (POV) shipping delays at the employee's new official station. The proposed rule also updates rental car insurance policy to state that the Government will pay for both collision damage waiver(s) and theft insurance on rental car used OCONUS and also clarifies that rental cars may be used for the same purposes as a Government vehicle (other than a Government aircraft). Finally, the proposed rule substitutes the terms ``gas'' and ``gasoline'' with the term ``fuel'' where appropriate. The term ``fuel'' is broader as it still includes gasoline as a fuel source and also encompasses alternate vehicle energy sources, like electricity. A definition of the term ``Fuel'' is added to the FTR.
General Services Acquisition Regulation (GSAR); GSAR Case 2016-G511, Contract Requirements for GSA Information Systems
GSA is proposing to amend the General Services Administration Acquisition Regulation (GSAR) to streamline and update requirements for contracts that involve GSA information systems. The revision of GSA's cybersecurity and other information technology requirements will lead to the elimination of a duplicative and outdated provision and clause from the GSAR. The proposed rule will replace the outdated text with existing policies of the GSA Office of the Chief Information Officer (OCIO) and provide centralized guidance to ensure consistent application across the organization. The updated GSA policy will align cybersecurity requirements based on the items being procured by ensuring contract requirements are coordinated with GSA's Chief Information Security Officer.

Maximum Per Diem Reimbursement Rates for the Continental United States (CONUS)
The GSA FY 2022 per diem reimbursement rates review has resulted in meal allowance changes for certain locations within CONUS to provide for reimbursement of Federal employees' subsistence expenses while on official travel. The FY 2022 maximum lodging allowance rates will remain unchanged at the FY 2021 levels.
