The General Services Administration (GSA) is issuing this advance notice of proposed rulemaking (ANPR) to seek public comments that can be used to assist in the implementation of Section 876 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019 for the Federal Supply Schedule (FSS) program. Section 876 amended the United States Code by providing an exception to the requirement to consider price as an evaluation factor for the award of certain indefinite-delivery, indefinite-quantity contracts and Federal Supply Schedule contracts.

This notice announces the availability of the Final Environmental Assessment (EA) for the proposed Appraisers Building and U.S. Custom House Limited Scope Repair & Alteration Project, San Francisco, California. The Final EA analyzes the potential environmental impacts resulting from proposed limited scope repairs and alterations associated with the Appraisers Building (630 Sansome Street) and U.S. Custom House (555 Battery Street). The proposed action would repair, modify, or replace certain building improvements and systems to improve certain building systems to current building code and safety standards, as well as to prolong their useful life. Based on its finding of no significant impacts, GSA has determined that an Environmental Impact Statement need not be prepared.

Notice of Availability and Announcement of Meeting for the Chet Holifield Federal Building Draft Environmental Impact Statement, Laguna Niguel, California
This notice announces the availability of the Draft Environmental Impact Statement (DEIS), which examines the potential impacts of a proposal by the General Services Administration (GSA) to address long-term housing for the tenants of the Chet Holifield Federal Building (CHFB). The building is owned and managed by GSA and is occupied by various federal agency tenants, with the United States Citizenship and Immigration Services (USCIS) serving as the largest tenant. The DEIS describes the reason the project is being proposed, the alternatives being considered, the potential impacts of each of the alternatives on the existing environment, and avoidance, minimization, and/or mitigation measures related to those alternatives. GSA is serving as the lead agency in this undertaking, and acting on behalf of its tenants at this facility.
