In accordance with the requirements of the Paperwork Reduction Act (``PRA'') of 1995 (44 U.S.C. chapter 35), the Consumer Product Safety Commission (``Commission'' or ``CPSC'') announces that the Commission has submitted to the Office of Management and Budget (``OMB'') a request for extension of approval of a collection of information associated with the CPSC's Safety Standard for Portable Bed Rails (OMB No. 3041-0149). In the Federal Register of March 19, 2015 (80 FR 14367), the CPSC published a notice to announce the agency's intention to seek extension of approval of the collection of information. The Commission received no comments. Therefore, by publication of this notice, the Commission announces that CPSC has submitted to the OMB a request for extension of approval of that collection of information, without change.

The U.S. Consumer Product Safety Commission (Commission) will conduct a public hearing to receive views from all interested parties about the Commission's agenda and priorities for fiscal year 2016, which begins on October 1, 2015, and for fiscal year 2017, which begins on October 1, 2016. We invite members of the public to participate. Written comments and oral presentations concerning the Commission's agenda and priorities for fiscal years 2016 and 2017 will become part of the public record.

The U.S. Consumer Product Safety Commission (``CPSC,'' ``Commission,'' or ``we'') is announcing its intent to participate in the 2015 Healthy Aging Summit (``Summit''), sponsored by the Department of Health and Human Services, Office of Disease Prevention and Health Promotion (``HHS/ODPHP'') and the American College of Preventative Medicine (``ACPM''). The Summit will specifically highlight the science of healthy aging and preventive services and identify policy gaps that can be pursued to improve the quality of life for older adults. CPSC's focus in the Summit will be to solicit information on better ways that the CPSC and other stakeholders, including state and local governments and non-governmental organizations, can protect the senior population from consumer products that pose risks. The Summit will be held at the Omni Shoreham Hotel in Washington, DC, on July 27-28, 2015. We invite interested parties to participate in or attend the Summit. Interested parties are invited to submit written comments to the CPSC related to the Summit. The comments submitted in writing can be in lieu of, or in addition to, participating in person at the Summit.

In accordance with the Privacy Act of 1974, the Consumer Product Safety Commission (CPSC) announces a new Privacy Act system of records. The purpose of the new system of records, relating to mailing, contact, and other lists, is to assist in the dissemination of CPSC information and documents, including dissemination to those who request such materials or information; and to maintain lists of business or other contacts for future reference.

The Consumer Product Safety Commission (Commission or CPSC) published a notice of proposed rulemaking (NPR) in the Federal Register on November 19, 2014, concerning recreational off-highway vehicles (ROVs). The NPR invited the public to submit written comments by February 2, 2015. In response to two requests for an extension, the Commission extended the comment period to April 8, 2015. In response to two requests for an additional extension, the Commission is extending the comment period to June 19, 2015.

The Children's Gasoline Burn Prevention Act (CGBPA or the Act) adopted the child-resistance requirements for closures on portable gasoline containersfound in the 2005 version of the applicable ASTM rule, F2517-05as a consumer product safety rule. The 2005 ASTM standard was recently revised. Under the Act, the consumer product standard for portable gasoline containers will, by operation of law, incorporate the 2015 revisions to the child-resistance requirements unless the Commission finds that the revisions do not carry out the purposes of the CGBPA's requirements. The Commission has not found that the revisions fail to carry out the purposes of the CGBPA's requirements. As a result, the 2015 revisions to the child-resistance requirements will be automatically incorporated and apply as the statutorily-mandated standard for closures on portable gasoline containers. This direct final rule is to codify certain sections of the 2015 standard to eliminate potential confusion as to the applicable standard.

The Consumer Product Safety Commission (Commission or CPSC) published a notice of proposed rulemaking (NPR) in the Federal Register on December 30, 2014, proposing to prohibit children's toys and child care articles containing specified phthalates. The NPR invited the public to submit comments; the comment period as set in the NPR ends March 16, 2015. The Commission is extending the comment period until April 15, 2015.

It is the policy of the Commission to publish settlements which it provisionally accepts under the Consumer Product Safety Act in the Federal Register in accordance with the terms of 16 CFR 1118.20(e). Published below is a provisionally-accepted Settlement Agreement with General Electric Company, containing a civil penalty of $3,500,000, within twenty (20) days of service of the Commission's final Order accepting the Settlement Agreement.

The U.S. Consumer Product Safety Commission has determined preliminarily that there may be an unreasonable risk of injury and death associated with recreational off-highway vehicles (ROVs). To address these risks, the Commission proposes a rule that includes: lateral stability and vehicle handling requirements that specify a minimum level of rollover resistance for ROVs and require that ROVs exhibit sublimit understeer characteristics; occupant retention requirements that would limit the maximum speed of an ROV to no more than 15 miles per hour (mph), unless the seat belts of both the driver and front passengers, if any, are fastened, and would require ROVs to have a passive means, such as a barrier or structure, to limit further the ejection of a belted occupant in the event of a rollover; and information requirements.

It is the policy of the Commission to publish settlements which it provisionally accepts under the Consumer Product Safety Act in the Federal Register in accordance with the terms of 16 CFR 1118.20(e). Published below is a provisionally-accepted Settlement Agreement with One World Technologies, Inc., and Baja, Inc., containing a civil penalty of $4.3 million dollars ($4,300,000.00 U.S. dollars), within twenty (20) days of service of the Commission's final Order accepting the Settlement Agreement.\1\

The Consumer Product Safety Commission (CPSC, Commission, or we) is issuing a rule establishing requirements for magnet sets and individual magnets that are intended or marketed to be used with or as magnet sets. As defined in the rule, magnet sets are aggregations of separable magnetic objects that are marketed or commonly used as a manipulative or construction item for entertainment, such as puzzle working, sculpture building, mental stimulation, or stress relief. Under the rule, if a magnet set contains a magnet that fits within the CPSC's small parts cylinder, each magnet in the magnet set must have a flux index of 50 kG\2\ mm\2\ or less. An individual magnet that is marketed or intended for use as part of a magnet set also must meet these requirements. The flux index is determined by the method described in ASTM F963-11, Standard Consumer Safety Specification for Toy Safety.

In accordance with the requirements of the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. chapter 35), the Consumer Product Safety Commission (Commission or CPSC) announces that the Commission has submitted to the Office of Management and Budget (OMB) a request for extension of approval of a collection of information associated with CPSC-sponsored contests, challenges, and awards (OMB No. 3041-0151). In the Federal Register of May 6, 2014 (79 FR 25844), the CPSC published a notice to announce the agency's intention to seek extension of approval of the collection of information. We received one comment. The commenter states that contests should be targeted to specific consumer segments, eligibility requirements should be indicated in the rules, and that online communities geared toward problem solving should be engaged to provide solutions. The CPSC contests that are directed toward raising awareness are targeted at relevant populations. For example, the poster contest to raise awareness on carbon monoxide poisoning was directed towards children and their families. In addition, consistent with the commenter's recommendation, CPSC contest materials and the related rules have listed applicable eligibility requirements. Finally, online problem solving communities are not precluded from entering contests open to the general public. Thus, we believe that CPSC's contests are consistent with the commenter's objectives. Therefore, by publication of this notice, the Commission announces that CPSC has submitted to the OMB a request for extension of approval of that collection of information, without change.

The Danny Keysar Child Product Safety Notification Act, Section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA), requires the United States Consumer Product Safety Commission (Commission or CPSC) to promulgate consumer product safety standards for durable infant or toddler products. These standards are to be ``substantially the same as'' applicable voluntary standards or more stringent than the voluntary standard if the Commission concludes that more stringent requirements would further reduce the risk of injury associated with the product. The Commission is proposing a safety standard for sling carriers in response to the direction under Section 104(b) of the CPSIA.
