Estimated Number of Respondents: An estimated 19 firms that conduct performance tests and maintain records based on the test results to maintain UL certification and verify compliance with the rule. Estimated Time per Response: Based on staff’s review of industry sources, each respondent will spend an estimated 40 hours annually on the collection of information related to the rule. Total Estimated Annual Burden: 760 hours (19 firms × 40 hours). General Description of Collection: On December 22, 1992, the Commission issued rules prescribing requirements for a reasonable testing program to support certificates of compliance with the Safety Standard for Automatic Residential Garage Door Operators (57 FR 60449). These regulations also require manufacturers, importers, and private labelers of residential garage door operators to establish and maintain records to demonstrate compliance with the requirements for testing to support certification of compliance. 16 CFR part 1211, subparts B and C. DEFENSE NUCLEAR FACILITIES SAFETY BOARD Recommendation 2015–1 to the Secretary of Energy Sunshine Act Meetings Emergency Preparedness and Response at the Pantex Plant, Pursuant to 42 U.S.C. 2286a(b)(5) Atomic Energy Act of 1954, as Amended Dated: November 23, 2015 The Defense Nuclear Facilities Safety Board (Board) recommends that deficiencies identified with the implementation of existing requirements in Department of Energy (DOE) Order 151.1C, Comprehensive Emergency Management System, be corrected at the Pantex Plant to ensure adequate protection of workers and the public. During a series of interactions,1 we identified three areas of concern regarding the site’s emergency preparedness and response capability. Pantex Plant personnel took action in response to some of the concerns identified, but significant concerns still exist. We conclude that each area of concern by itself has the potential to threaten the adequate protection of the public health and safety in the event of an operational emergency. Those areas of concern are (1) inadequate drill and exercise programs, (2) no demonstrated capability to provide timely, accurate information to the public regarding offsite radiological consequences, and (3) inadequate technical planning bases and decision-making tools.
