Background
[Docket No. CPSC–2011–0081]
On October 2, 2015, the Federal
Aviation Administration (FAA) issued
Notice No. 15–10, Aviation
Maintenance Technician Schools (80 FR
59674) (October 2, 2015) (‘‘NPRM’’). The
comment period for the NPRM ends on
December 31, 2015.
By letter dated October 26, 2015, the
Petitioners jointly asked the FAA to
extend the NPRM’s comment period by
90 days. The Petitioners believe that,
with the additional time requested, the
aviation industry and its partners in
technical education will help the FAA
develop a rule that supports schools,
aids students at the beginning of a
rewarding career, and serves an
important growing industry.
The FAA recognizes the NPRM’s
contents are significant and complex
and that a ninety-day comment period
may not be sufficient. However, the
FAA believes that a 90 day extension,
for a total of 180 days, is excessive. We
have determined that an additional 30
days will be enough for potential
commenters to collect the cost and
operational data necessary to provide
meaningful comments to the NPRM (for
a total of 120 days from October 2,
2015). Absent unusual circumstances,
the FAA does not anticipate any further
extension of the comment period for
this rulemaking.

In accordance with 14 CFR 11.47(c),
the FAA has reviewed the petition
submitted by the Petitioners for an
extension of the comment period to the
NPRM. The FAA finds that the
petitioners have a substantive interest in
the proposed rule, and that an extension
of the comment period for Notice No.
15–10 is consistent with the public
interest, and that good cause exists for
granting this extension.
Accordingly, the comment period for
Notice No. 15–10 is extended until
February 1, 2016.

Association (‘‘AAFA’’) has requested an
extension of the comment period for 30
days because AAFA-member companies
are currently reviewing the
Commission’s proposed amendment to
the rule and need additional time to
submit comments.
The Commission has considered the
request and is reopening the comment
period for an additional 30 days.
Because the 30-day extension date falls
on a Sunday, the comment period will
close on December 14, 2015. The
Commission believes that this extension
allows adequate time for interested
persons to submit comments on the
proposed rule, without significantly
delaying the rulemaking.
