In accordance with the requirements of the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. chapter 35), the Consumer Product Safety Commission (Commission or CPSC) announces that the Commission has submitted to the Office of Management and Budget (OMB) a request for extension of approval of a collection of information associated with CPSC-sponsored contests, challenges, and awards (OMB No. 3041-0151). In the Federal Register of May 6, 2014 (79 FR 25844), the CPSC published a notice to announce the agency's intention to seek extension of approval of the collection of information. We received one comment. The commenter states that contests should be targeted to specific consumer segments, eligibility requirements should be indicated in the rules, and that online communities geared toward problem solving should be engaged to provide solutions. The CPSC contests that are directed toward raising awareness are targeted at relevant populations. For example, the poster contest to raise awareness on carbon monoxide poisoning was directed towards children and their families. In addition, consistent with the commenter's recommendation, CPSC contest materials and the related rules have listed applicable eligibility requirements. Finally, online problem solving communities are not precluded from entering contests open to the general public. Thus, we believe that CPSC's contests are consistent with the commenter's objectives. Therefore, by publication of this notice, the Commission announces that CPSC has submitted to the OMB a request for extension of approval of that collection of information, without change.

In accordance with the requirements of the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. chapter 35), the Consumer Product Safety Commission (Commission or CPSC) announces that the Commission has submitted to the Office of Management and Budget (OMB), a request for extension of approval of a collection of information associated with the CPSC's Safety Standard for Bicycle Helmets (OMB No. 3041-0127). In the Federal Register of May 8, 2014 (78 FR 26416), the CPSC published a notice to announce the agency's intention to seek extension of approval of the collection of information. The Commission received one comment. The commenter supported the record keeping requirements for ensuring the safety of bicycle helmets. The commenter also stated that two revisions to the test method (impact ceiling and positional stability) should be made to the standard. The request to revise the test method of the standard is outside the scope of the proposed renewal request. The renewal request sought comments on the burden hours associated with recordkeeping requirements in the safety standard. However, the comment has been forwarded to the CPSC's Office of Hazard Identification and Reduction. Therefore, by publication of this notice, the Commission announces that CPSC has submitted to the OMB a request for extension of approval of that collection of information, without change.

The workshop will focus on this aspect of the proposed rule. We invite interested parties to participate in, or attend the workshop, and to submit written comments.

The Consumer Product Safety Commission (Commission or CPSC) published a notice in the Federal Register on February 27, 2014 (79 FR 11088), announcing an April 3, 2014 public workshop regarding potential ways to reduce third party testing costs through determinations consistent with assuring compliance. In the Federal Register notice the Commission invited the public to submit any written comments by April 17, 2014. In response to the notice in the Federal Register the Juvenile Products Manufacturer's Association (JPMA) submitted a comment requesting a 90-day extension of the comment period to allow JPMA time to collect additional data from material manufacturers and test laboratories. The Toy Industry Association (TIA) also submitted a comment requesting the Commission keep the docket open to continue to collect data. To allow interested parties to submit additional comments or information, the Commission is reopening the comment period until July 16, 2014.

Through this announcement, we are also issuing a Request for Information (RFI) seeking information on the availability of sensors that are capable of: (1) Operating within the flue passageways of a gas appliance or similar environment; (2) directly or indirectly monitoring carbon monoxide levels or other gases or environmental conditions associated with the production of dangerous levels of carbon monoxide; and (3) providing a shutdown or other preemptive signal in response to dangerous levels of carbon monoxide. The Consumer Product Safety Commission (Commission or CPSC) has received a petition requesting an exception from the 100 ppm lead content limit under section 101(b) of the Consumer Product Safety Improvement Act of 2008 (CPSIA), as amended by Public Law 112-28, for a children's pen from BIC USA Inc. (BIC). On April 30, 2013 (78 FR 25256), the CPSC published notice of the petition inviting written comments concerning the petition. On January 21, 2014, BIC submitted a letter to the Commission to provide additional information about the possible availability of a low lead stainless steel alternative to the nickel silver alloy point for which a lead limit exception would be required. To allow interested parties to comment on the additional information, the Commission is reopening the comment period for 30 days.

The Consumer Product Safety Commission (Commission, CPSC, or we) is issuing this notice of proposed rulemaking (NPR) to update the regulation that interprets section 6(b) of the Consumer Product Safety Act (CPSA). In 1983, the Commission issued a regulation interpreting the provisions of section 6(b) of the CPSA, and we are proposing to modernize that regulation to account for the significant improvements in information technology that have occurred since the regulation's adoption. We are also proposing to streamline the regulation to be as closely aligned with section 6(b) as possible, while maintaining our compliance with the statutory requirements and the protections of section 6(b)(5) for information filed in accordance with the requirements of section 15(b) of the CPSA. This NPR seeks comments on the proposed changes to the regulation.

The revised definition of ``strong sensitizer'' eliminates redundancy, removes certain subjective factors, incorporates new and anticipated technology, places the criteria for classification of strong sensitizers in the order of importance, defines criteria for ``severity of reaction,'' and provides for the use of a weight-of- evidence approach to determine whether a substance is a strong sensitizer.

The Danny Keysar Child Product Safety Notification Act, Section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA), requires the United States Consumer Product Safety Commission (Commission or CPSC) to promulgate consumer product safety standards for durable infant or toddler products. These standards are to be ``substantially the same as'' applicable voluntary standards or more stringent than the voluntary standard if the Commission concludes that more stringent requirements would further reduce the risk of injury associated with the product. The Commission is issuing a safety standard for bedside sleepers in response to the direction under Section 104(b) of the CPSIA.
