The Advisory Committee on Rules of Bankruptcy Procedure will hold a two-day meeting. The meeting will be open to public observation but not participation.

In this document, the Commission released a public notice announcing the meeting and agenda of the North American Numbering Council (NANC). The intended effect of this action is to make the public aware of the NANC's next meeting and agenda.

As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501-3520), the Federal Communications Commission (FCC or the Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collection. Comments are requested concerning: Whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid Office of Management and Budget (OMB) control number.

The SBA is issuing this notice to announce the location, date, time, and agenda for its public meeting of the National Women's Business Council. The meeting will be open to the public.

The U.S. Nuclear Regulatory Commission (NRC) reviewed an application by Carolina Power and Light Company (CP&L) for amendment of Materials License No. SNM-2502 which authorizes CP&L to receive, possess, store, and transfer spent nuclear fuel and associated radioactive materials. The requested amendment would change the corporate name of the licensee from Carolina Power and Light to Duke Energy Progress, Inc. for the H.B. Robinson Steam Electric Plant (HBRSEP) Independent Spent Fuel Storage Installation (ISFSI).

The NCUA intends to submit the following information collection to the Office of Management and Budget (OMB) for review and clearance under the Paperwork Reduction Act of 1995 (Pub. L. 104-13, 44 U.S.C. Chapter 35). This information collection is published to obtain comments from the public. Prior notice of the proposed changes and a request for comments was published on January 28, 2014 (79 FR 4509). No comments were received. NCUA is proposing to add fields to the 5300 Call Report to collect Bank Secrecy Act/Anti-Money Laundering, charitable donations, derivatives and investments to fund employee benefits.

Notice is hereby given that the U.S. International Trade Commission has determined not to review the presiding administrative law judge's (``ALJ'') initial determination (``ID'') (Order No. 10) granting a joint motion to terminate the above-referenced investigation based on a settlement agreement. The investigation is terminated.

Pursuant to the Federal Advisory Committee Act, as amended (5 U.S.C. Appendix 2), notice is hereby given that a public meeting of the Fort Scott Council (Council) will be held from 10:00 a.m. to 12:30 p.m. on Monday, April 7, 2014. The meeting is open to the public, and oral public comment will be received at the meeting. The Council was formed to advise the Executive Director of the Presidio Trust (Trust) on matters pertaining to the rehabilitation and reuse of Fort Winfield Scott as a new national center focused on service and leadership development.

The Postal Service published in the Federal Register of March 5, 2014, a document concerning revisions to the service standards for Standard Mail that is eligible for Destination Sectional Center Facility (DSCF) rates. Inadvertently Table 5 and Table 6 of Appendix A to part 121 were amended to contain incorrect information. This document corrects the information in those Tables.

Notice is hereby given of the following hearing of the U.S.- China Economic and Security Review Commission. Name: Dennis C. Shea, Chairman of the U.S.-China Economic and Security Review Commission. The Commission is mandated by Congress to investigate, assess, and report to Congress annually on ``the national security implications of the economic relationship between the United States and the People's Republic of China.'' Pursuant to this mandate, the Commission will hold a public hearing in Washington, DC on March 13, 2014, ``China and Evolving Security Dynamics in East Asia.'' Background: This is the third public hearing the Commission will hold during its 2014 report cycle to collect input from academic, industry, and government experts on national security implications of the U.S. bilateral trade and economic relationship with China. This hearing will explore the evolving security dynamics in Asia and the effects of this changing environment on the United States. More specifically, it will address how Northeast and Southeast Asia are responding to China's rise and consider what implications follow for U.S. alliances and partnerships in the region. The hearing will be co-chaired by Commissioners Peter T.R. Brookes and Jeffrey L. Fiedler. Any interested party may file a written statement by March 13, 2014, by mailing to the contact below. The purpose of this notice is to announce FMR Bulletin C-2. The U.S. General Services Administration (GSA) recently completed a review of agencies' lease files for space acquired using a delegation of leasing authority from GSA in accordance with Federal Management Regulation (FMR) Bulletin 2008-B1 (Bulletin 2008-B1). FMR Bulletin C-2 clarifies the conditions, restrictions and reporting requirements specified in the delegation of authority and updates weblinks, the Simplified Lease Threshold and regulation references specified in FMR Bulletin 2008-B1. This bulletin is in keeping with the spirit of Executive Order 13327, ``Federal Real Property Asset Management,'' to maximize the increased governmentwide emphasis on real property inventory management. The Board, FDIC, and OCC, (collectively, the agencies) are issuing this guidance, which outlines principles for implementation of the stress tests required under section 165(i)(2) of the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act or DFA stress tests), applicable to all bank and savings and loan holding companies, national banks, state member banks, state nonmember banks, Federal savings associations, and state-chartered savings associations with more than $10 billion but less than $50 billion in total consolidated assets (collectively, the $10-50 billion companies). The guidance discusses supervisory expectations for DFA stress test practices and offers additional details about methodologies that should be employed by these companies.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a June 25, 2013, request from NextEra Energy, Seabrook, LLC, requesting an exemption for the use of a different fuel rod cladding material (Optimized ZIRLO\TM\).
