This document modifies the Commission's rules for level probing radars (LPRs) operating on an unlicensed basis in the 5.925- 7.250 GHz, 24.05-29.00 GHz, and 75-85 GHz bands to revise our measurement procedures to provide more accurate and repeatable measurement protocols for these devices. LPR devices are low-power radars that measure the level (relative height) of various substances in man-made or natural containments. The new rules will benefit the public and industry by improving the accuracy and reliability of these measuring tools, and providing needed flexibility and cost savings for LPR device manufacturers which should in turn make them more available to users, without causing harmful interference to authorized services.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on January 28, 2014, under section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337, on behalf of Cresta Technology Corporation, of Santa Clara, California. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain television sets, television receivers, television tuners, and components thereof by reason of infringement of certain claims of U.S. Patent No. 7,075,585 (``the `585 patent''); U.S. Patent No. 7,265,792 (``the `792 patent''); and U.S. Patent No. 7,251,466 (``the `466 patent''). The complaint further alleges that an industry in the United States exists as required by subsection (a)(2) of section 337. The complainant requests that the Commission institute an investigation and, after the investigation, issue limited exclusion orders and cease and desist orders.

In this Second Further Notice of Proposed Rulemaking (Second Further Notice) the Federal Communications Commission (Commission) seeks comment on a proposed timeframe and several aspects of implementation of text-to-911 service, particularly relating to the technical ability of interconnected text providers to comply with a text-to-911 mandate. Specifically, the Commission seeks comment on a proposal that text-to-911 capability should be made available by all text providers no later than December 31, 2014, and should be provided within a reasonable time after a PSAP has made a valid request for service, not to exceed six months. The Commission also seeks further comment on several issues that we anticipate will be part of the long- term evolution of text-to-911, though it does not propose to require their implementation by a date certain. These include: Developing the capability to provide Phase II-comparable location information in conjunction with emergency texts; delivering text-to-911 over non- cellular data channels; and supporting text-to-911 for consumers while roaming on Commercial Mobile Radio Service (CMRS) networks. The Second Further Notice is adopted with the goal of obtaining information from the public on proposed rules for the implementation of text-to-911.

Notice is hereby given of the following hearing of the U.S.- China Economic and Security Review Commission. Name: Dennis C. Shea, Chairman of the U.S.-China Economic and Security Review Commission. The Commission is mandated by Congress to investigate, assess, and report to Congress annually on ``the national security implications of the economic relationship between the United States and the People's Republic of China.'' Pursuant to this mandate, the Commission will hold a public hearing in Washington, DC on March 13, 2014, ``China and Evolving Security Dynamics in East Asia.'' Background: This is the third public hearing the Commission will hold during its 2014 report cycle to collect input from academic, industry, and government experts on national security implications of the U.S. bilateral trade and economic relationship with China. This hearing will explore the evolving security dynamics in Asia and the effects of this changing environment on the United States. More specifically, it will address how Northeast and Southeast Asia are responding to China's rise and consider what implications follow for U.S. alliances and partnerships in the region. The hearing will be co-chaired by Commissioners Peter T.R. Brookes and Jeffrey L. Fiedler. Any interested party may file a written statement by March 13, 2014, by mailing to the contact below.
