The Commission hereby gives notice of the scheduling of expedited reviews pursuant to section 751(c)(3) of the Tariff Act of 1930 (19 U.S.C. Sec. 1675(c)(3)) (the Act) to determine whether revocation of the countervailing and antidumping duty orders on circular welded carbon quality steel line pipe from China would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. For further information concerning the conduct of these reviews and rules of general application, consult the Commission's Rules of Practice and Procedure, part 201, subparts A through E (19 CFR part 201), and part 207, subparts A, D, E, and F (19 CFR part 207).

This notice is issued in accordance with 35 U.S.C. 209(e) and 37 CFR 404.7(a)(1)(i). NASA hereby gives notice of its intent to grant a partially exclusive license in the United States to practice the invention described and claimed in U.S. Patent 7,735,265 entitled Foam Rigidized Inflatable Structural Assemblies, to Marblar, having its principal place of business in London, England. The patent rights in these inventions as applicable have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. The prospective partially exclusive license will comply with the terms and conditions of 35 U.S.C. 209 and 37 CFR 404.7. NASA has not yet made a determination to grant the requested license and may deny the requested license even if no objections are submitted within the comment period.

The Federal Trade Commission is updating its regulations regarding fees for the provision of services in disseminating information and records to the public. The updates reflect changes in, and additions to, the types of services that the Federal Trade Commission provides, and account for changes in the costs of providing such services.

Notice is hereby given that the U.S. International Trade Commission has determined to reverse the final initial determination (``ID'') issued by the presiding administrative law judge (``ALJ'') on September 30, 2013, finding a violation of section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337 (``Section 337'') in the above- captioned investigation. The Commission finds no violation of Section 337. The investigation is terminated.

The Commission is noticing a recent Postal Service filing requesting the additional modification to an existing bilateral agreement for inbound competitive services with Posten Norge AS. This notice informs the public of the filing, invites public comment, and takes other administrative steps.

The General Services Administration (GSA) has conducted its mid-year review and has determined that the per diem rate for one location in the State of West Virginia is inadequate.

The U.S. Nuclear Regulatory Commission (NRC) is advertising for nominations for the position of Radiation Oncologist Physician (Brachytherapy) on the Advisory Committee on the Medical Uses of Isotopes (ACMUI). Nominees should be a currently practicing radiation oncologist.

The Federal Housing Finance Agency (FHFA) is proposing to amend its regulations by relocating to the FHFA chapter of the Code of Federal Regulations (CFR) a Federal Housing Finance Board (Finance Board) regulation relating to procedures under which the Federal Home Loan Banks (Banks) and the Office of Finance (OF) may request waivers, approvals, no-action letters, and regulatory interpretations. The proposed rule would modify these regulations to make them also available to the Federal National Mortgage Association and the Federal Home Loan Mortgage Corporation (collectively, Enterprises) and would repeal provisions relating to the procedures for requesting case-by- case determinations.

In accordance with the Federal Civil Monetary Penalty Inflation Adjustment Act of 1990, as amended by the Debt Collection Improvement Act of 1996, this final rule adjusts for inflation the civil monetary penalty for violation of the notice-posting requirements in Title VII of the Civil Rights act of 1964, the Americans with Disabilities Act, and the Genetic Information Non-Discrimination Act.
