The CFTC announces that on Tuesday, October 30, 2012, its Technology Advisory Committee (TAC) will hold a public meeting in Chicago at the Hilton Chicago, 720 South Michigan Ave., Chicago, Illinois, 60605, from 9:00 a.m. to 5:00 p.m. The TAC will have presentations on the definition for High Frequency Trading (HFT) from its Subcommittee on Automated and High Frequency Trading, and presentations on technology solutions for both protecting customer funds, and solutions related to futures commission merchant (FCM) and designated contract market (DCM) risk management.

In accordance with the Federal Advisory Committee Act, notice is hereby given of a meeting of the FDIC Advisory Committee on Community Banking, which will be held in Washington, DC. The Advisory Committee will provide advice and recommendations on a broad range of policy issues that have particular impact on small community banks throughout the United States and the local communities they serve, with a focus on rural areas.

In accordance with the Federal Advisory Committee Act, Public Law 92-463, as amended, the National Aeronautics and Space Administration, and in accordance with the Memorandum for the Heads of Executive Departments and Agencies signed on December 17, 2010, signed by the Director of the Office of Science and Technology Policy (OSTP), Executive Office of the President, NASA announces its annual invitation for public nominations for service on NASA science advisory subcommittees. These science advisory subcommittees report to the Science Committee of the NASA Advisory Council (NAC). U.S. citizens may nominate individuals and also submit self-nominations for consideration as potential members of NASA's science advisory subcommittees. NASA's science advisory subcommittees have member vacancies from time to time throughout the year, and NASA will consider nominations and self-nominations to fill such intermittent vacancies. NASA is committed to selecting members to serve on its science advisory subcommittees based on their individual expertise, knowledge, experience, and current/past contributions to the relevant subject area. The following qualifications/experience are highly desirable in nominees, and should be clearly presented in their nomination letters: At least ten years (10) post-Ph.D. research experience including publications in the scientific field of the subcommittee they are nominated or comparable experience, Leadership in scientific and/or education and public outreach fields as evidenced by award of prizes, invitation to national and international meetings as speaker, organizer of scientific meetings/workshops, or comparable experience; Participation in NASA programs either as member of NASA mission science team, Research & Analysis program, membership on an advisory/working group or a review panel, or comparable experience; Good knowledge of NASA programs in the scientific field of the subcommittee they are applying for, including the latest NASA Science Plan (available as a link from https://science.nasa.gov/about- us/science-strategy/), or comparable experience; Knowledge of the latest Decadal Survey conducted by the National Research Council or other relevant advisory reports for the scientific field of the subcommittee. Nominees from any category of organizations or institutions within the U.S. are welcome, including, but not limited to, educational, industrial, and not-for-profit organizations, Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), NASA Centers, the Jet Propulsion Laboratory (JPL), and other Government agencies. Nominees need not be presently affiliated with any organization or institution. These are not full-time positions. Successful nominees will be required to attend meetings of the subcommittee approximately two to four times a year, either in person (NASA covers travel-related expenses for this non-compensated appointment) or via telecon/WebEx. Successful nominees who are not already U.S. Government employees will become Special Government Employees (SGEs). All successful nominees will be required to submit a confidential financial disclosure form and undergo a conflict of interest review and clearance by the NASA Office of the General Counsel before they are officially appointed.

This document corrects a notice appearing in the Federal Register on April 8, 2011 (76 FR 19795), that incorrectly described Sections 3.9.2 and 3.18.2, ``Detection, Control, and Extinguishment.'' This action is necessary to correct erroneous information.

The Federal Maritime Commission (Commission) is correcting a final rule that appeared in the Federal Register of October 10, 2012 (77 FR 61519). The final rule revises the Commission's rules of practice and procedure to update and clarify the rules and to reduce the burden on parties to proceedings before the Commission. This document corrects errors in the final rule.

In October 2012, the Postal Service filed a notice of mailing services price adjustments with the Postal Regulatory Commission (PRC), effective in January 2013. This proposed rule contains the revisions to Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM[supreg]) that we would adopt to implement the changes coincident with the price adjustments.

In October 2012, the Postal Service filed a notice of mailing services price adjustments with the Postal Regulatory Commission (PRC), effective on January 27, 2013. The Postal Service proposes to revise various sections of Mailing Standards of the United States Postal Service, International Mail Manual (IMM[supreg]) to reflect new prices and classification changes.

The National Science Foundation (NSF) is required to publish notice of permit modifications issued under the Antarctic Conservation Act of 1978. This is the required notice.

The Audio Division, at the request of Sound Enterprises, substitutes Channel 275A for vacant Channel 271A at Randsburg, California to accommodate the hybrid contingent application for Station KSSI (FM), requesting to upgrade the facilities of the FM station from Channel 274A to Channel 271B1 at China Lake, California. A staff engineering analysis determines that Channel 275A can be allotted to Randsburg consistent with the minimum distance separation requirements of the Rules with a site restriction 0.04 kilometers (0.03 miles) southeast of the community. The reference coordinates for Channel 275A at Randsburg are 35-22-06 NL and 117-39-25 WL.

GSA is proposing to amend the Federal Travel Regulation (FTR) by removing the conference lodging allowance reimbursement option for employees on temporary duty (TDY) travel.

The Commission will consider a Second Report and Order to streamline reporting requirements for international phone traffic, significantly reducing overall filing burdens while ensuring collection of the data needed to protect consumers and competition in international markets. 2................ Creation Act of 2012 (CG Docket No. 12-129); Establishment of a Public Safety Answering Point Do- Not-Call Registry. Summary: The Commission will consider a Report and Order that protects Public Safety Answering Points (PSAPs) from autodialed calls, which can tie up emergency-service telephone lines, by adopting rules that create a do-not-call registry of PSAP telephone numbers, prohibit autodialed non-emergency calls to those numbers, and implement specific monetary penalties for autodialing or disclosing registered PSAP numbers. These rules are mandated by the Middle Class Tax Relief and Job Creation Act of 2012. 3................ OFFICE OF Title: Amendment of Part 27 of ENGINEERING & the Commission's Rules to Govern TECHNOLOGY, the Operation of Wireless INTERNATIONAL & Communications Services in the WIRELESS TELE- 2.3 GHz Band (WT Docket No. 07- COMMUNICATIONS. 293); Establishment of Rules and Policies for the Digital Audio Radio Satellite Service in the 2310-2360 MHz Frequency Band (IB Docket No. 95-91). Summary: The Commission will consider an Order on Reconsideration that revises the WCS rules to facilitate use of 30 megahertz of spectrum for wireless broadband service while protecting SDARS against harmful interference.

The consent agreement in this matter settles alleged violations of federal law prohibiting unfair or deceptive acts or practices or unfair methods of competition. The attached Analysis to Aid Public Comment describes both the allegations in the draft complaint and the terms of the consent orderembodied in the consent agreementthat would settle these allegations.
