While it is always desirable to obtain lodging facilities within the established lodging portion of the per diem rate for the chosen locality, it may not always be possible. 228A at Pike Road, Alabama, as the community's second local service. A 
staff engineering analysis indicates that Channel 228A can be allotted 
to Pike Road consistent with the minimum distance separation
