Proposed Generic Communication; Generic Letter on Seismic Risk Evaluations for Operating Reactors
The U.S. Nuclear Regulatory Commission (NRC) is withdrawing draft Generic Letter 2011-XX, ``Seismic Risk Evaluations for Operating Reactors'' published on September 1, 2011 (76 FR 54507). The draft Generic Letter, ``Seismic Risk Evaluations for Operating Reactors,'' regarding Generic Issue (GI)-199 is subsumed and entirely captured within the request for information letters addressing the Fukushima Near-Term Task Force Recommendations 2.1 and 2.3. The request for information letters were issued on March 12, 2012, and are available electronically in a package under Agencywide Documents Access and Management System (ADAMS) Accession Number ML12056A046. In addition, on March 13, 2012, the NRC issued a correction to the request for information letters, which is available electronically under ADAMS Accession Number ML12073A366.
In-core Thermocouples at Different Elevations and Radial Positions in Reactor Core
The U.S. Nuclear Regulatory Commission (NRC or the Commission) is publishing for public comment a notice of receipt for a petition for rulemaking (PRM), dated February 28, 2012, which was filed with the NRC by Mr. Mark Edward Leyse (the petitioner). The petition was docketed by the NRC on March 2, 2012, and assigned Docket No. PRM-50-105. The petitioner requests that the NRC amend its regulations to ``require all holders of operating licenses for nuclear power plants (``NPP'') to operate NPPs with in-core thermocouples at different elevations and radial positions throughout the reactor core.''
Proposed Agency Information Collection Activities; Comment Request
On June 15, 1984, the Office of Management and Budget (OMB) delegated to the Board of Governors of the Federal Reserve System (Board) its approval authority under the Paperwork Reduction Act (PRA), pursuant to 5 CFR 1320.16, to approve of and assign OMB control numbers to collection of information requests and requirements conducted or sponsored by the Board under conditions set forth in 5 CFR part 1320 Appendix A.1. Board-approved collections of information are incorporated into the official OMB inventory of currently approved collections of information. Copies of the Paperwork Reduction Act Submission, supporting statements and approved collection of information instruments are placed into OMB's public docket files. The Federal Reserve may not conduct or sponsor, and the respondent is not required to respond to, an information collection that has been extended, revised, or implemented on or after October 1, 1995, unless it displays a currently valid OMB control number.
Fiscal Year 2012 Draft Work Plan
The Denali Commission (Commission) is an independent federal agency based on an innovative federal-state partnership designed to provide critical utilities, infrastructure and support for economic development and in training in Alaska by delivering federal services in the most cost-effective manner possible. The Commission was created in 1998 with passage of the October 21, 1998 Denali Commission Act (Act) (Title III of Public Law 105-277, 42 USC 3121). The Denali Commission Act requires that the Commission develop proposed work plans for future spending and that the annual Work Plan be published in the Federal Register, providing an opportunity for a 30-day period of public review and written comment. The Commission is republishing the May 17, 2012 notice in full with corrections included. This Federal Register notice serves to announce the 30-day opportunity for public comment on the Denali Commission Draft Work Plan for Federal Fiscal Year 2012.
Records Schedules; Availability and Request for Comments
The National Archives and Records Administration (NARA) publishes notice at least once monthly of certain Federal agency requests for records disposition authority (records schedules). Once approved by NARA, records schedules provide mandatory instructions on what happens to records when no longer needed for current Government business. They authorize the preservation of records of continuing value in the National Archives of the United States and the destruction, after a specified period, of records lacking administrative, legal, research, or other value. Notice is published for records schedules in which agencies propose to destroy records not previously authorized for disposal or reduce the retention period of records already authorized for disposal. NARA invites public comments on such records schedules, as required by 44 U.S.C. 3303a(a).

Small Business Size Regulations, Small Business Innovation Research (SBIR) Program and Small Business Technology Transfer (STTR) Program
The U.S. Small Business Administration (SBA) announces that it is holding a public Webinar and Roundtable Meetings regarding its proposal to amend its regulations governing size and eligibility for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs. The proposed rule would implement provisions of the National Defense Authorization Act for Fiscal Year 2012. The proposed rule addresses ownership, control and affiliation for participants in the SBIR and STTR Programs. This includes participants that are majority owned by multiple venture capital operating companies, private equity firms or hedge funds. The Webinar and Roundtable Meetings will provide a basic overview of and respond to questions regarding the proposed rule. The Webinar and Roundtable Meetings will be summarized and become part of the administrative record.

Proposed Information Collection; Comment Request
The Corporation for National and Community Service (CNCS), as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre-clearance consultation program to provide the general public and federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95) (44 U.S.C. Sec. 3506(c)(2)(A)). This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirement on respondents can be properly assessed. Currently, CNCS is soliciting comments concerning its proposed data collection for the Social Innovation Fund (SIF) National Evaluation. Research questions for the evaluation are categorized into 5 major topic areas: Documenting SIF's outcomes for people served; Strengthening the evidence base; Expanding the reach of programs that work; Using intermediaries to strengthen the capacity of nonprofits to implement and expand programs; and Assessing SIF's influence on policy, funding and practice. The evaluation seeks to understand whether and how the SIF has met its intended goals by assessing the extent to which: (1) Outcomes for those in need have improved; (2) the evidence base has been strengthened; (3) nonprofit capacity to implement and expand programs has increased; and, (4) SIF has influenced the use of evidence, the flow of capital and the scaling of promising program models within the public, philanthropic and nonprofit sectors. The evaluation will focus on the initial group of 11 intermediaries (grantees) and 138 community nonprofits (subgrantees) funded by the SIF in 2010. These intermediaries and their subgrantees will be providing information for the SIF National Evaluation. The U.S. Nuclear Regulatory Commission (NRC) is soliciting public comment on NUREG-0800, ``Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR Edition,'' on a proposed Revision 3 to Standard Review Plan (SRP), Section 19.1, ``Determining the Technical Adequacy of Probabilistic Risk Assessment for Risk-Informed License Amendment Requests After Initial Fuel Load'' (Agencywide Documents Access and Management System (ADAMS) Accession No. ML112990771). The Office of New Reactors and Office of Nuclear Reactor Regulation are revising SRP Section 19.1, which updates Revision 2 (ADAMS Accession No. ML071700657) dated June 2007, to reflect the changes as listed in the description of changes. These changes include (1) the regulatory requirements in Title 10 of the Code of Federal Regulations (10 CFR), 50.71(h)(1), (h)(2), and (h)(3) for new reactors, (2) applicability of the National Fire Protection Association 805 transition, and (3) latest information on probabilistic risk assessment technical adequacy for risk-informed license amendment requests after initial fuel load.
