A: EPA has determined that tanks in
the distribution area where the tar oil is
shipped would be subject to the 40 CFR
part 63, subpart EEEE. EPA was unable
to determine whether tanks and
separators upstream of the distribution
area, which produces tar oil, are subject
to the 40 CFR part 63, subpart EEEE
without additional information (e.g.,
tank identification, process flow
diagrams), as described in the EPA
response letter.

Regardless of operation, Mystic Station
shall conduct a CGA for NOX, CO, and
O2 at least once every four calendar
quarters as well as a RATA at least once
every eight calendar quarters. EPA also
allows Mystic to follow the grace period
provisions of 40 CFR part 75, Appendix
B, section 2.2.4 for CGAs and 40 CFR
part 75, Appendix B, section 2.3.3 for
RATAs.
