This rule amends General Prohibition Three, also known as the foreign-produced direct product rule, by exercising existing authority under the Export Control Reform Act of 2018 (ECRA), to impose a new control over certain foreign-produced items, when there is knowledge that such items are destined to a designated entity on the Entity List. A foreign-produced item is subject to the new control if the entity for which the item is destined has a footnote 1 designation in the Entity List. This rule also applies this new control to Huawei Technologies Co., Ltd. (Huawei) and its non-U.S. affiliates listed as entities. The Bureau of Industry and Security (BIS) is requesting comments on the impact of this rule.

NMFS announces a revision to the format of the public meeting of the Scientific Advisory Subcommittee (SAS) to the General Advisory Committee (GAC) scheduled on June 17, 2020, and a public meeting of the GAC to the U.S. Section to the Inter-American Tropical Tuna Commission (IATTC) scheduled on June 18, 2020. These meetings will now be held solely via webinar instead of in-person, due to the current local guidance and travel restrictions. The timing of the meetings is adjusted accordingly. Additionally, NMFS announces that the U.S. Stakeholder conference call to discuss IATTC tropical tuna management in the eastern Pacific Ocean scheduled for May 22, 2020, is cancelled, and the content of that call will be included in the SAS and GAC webinars. The meeting topics are described under the SUPPLEMENTARY INFORMATION section of this notice.

EPA issued a notice in the Federal Register of February 3, 2020, concerning the availability of EPA's Proposed Interim Registration Review Decision for several neonicotinoids (acetamiprid, clothianidin, dinotefuran, imidacloprid, and thiamethoxam; hereafter referred to as ``neonicotinoids''). The neonicotinoids were opened for a 60-day public comment period that concluded on April 3, 2020. However, a 30-day extension to the public comment period was granted, which concluded on May 4, 2020. This notice re-opens the public comment for an additional 30 days, from May 19, 2020 to June 18, 2020. This action to extend the public comment period is being taken after receiving public comments requesting additional time to review the Neonicotinoids' Proposed Interim Registration Review Decisions and supporting materials citing the quantity and complexity of the Proposed Interim Decisions and supporting documents, as well as difficulty of commenting due to time and resource constraints.

The Bureau of Land Management (BLM) proposes to convey a 790.02-acre parcel of public land known as the Ashley Springs Property located in Uintah County, Utah, to Uintah County. The parcel is to be conveyed to the County, without consideration, to be managed as open space to protect the watershed and underground karst system and aquifer. The land will be segregated from appropriation under the public land laws, including the mining laws and Mineral Leasing Act. Until completion of the conveyance, the BLM is no longer accepting land use applications affecting the identified public land. The temporary segregation will terminate upon issuance of a conveyance document.
