tactics. The purpose of the SAS is to
advise the GAC on scientific matters.
NMFS West Coast Region staff provide
administrative support for the GAC and
SAS. The meetings of the GAC and SAS
are open to the public, unless in
executive session. The time and manner
of public comment will be at the
discretion of the Chairs for the GAC and
SAS. The SAS and GAC meetings will
no longer be held in-person in the
Pacific Conference Room at NMFS,
Southwest Fisheries Science Center in
La Jolla, California, and will instead be
held by webinar only.
Currently, the 95th meeting of the
IATTC, the 41st Meeting of the Parties
to the Agreement on the International
Dolphin Conservation Program (AIDCP),
and IATTC and AIDCP working group
meetings are scheduled to be held from
August 3 to August 15, 2020, in La Jolla,

SAS and GAC Meeting Topics
In a memorandum from the IATTC
Director to the IATTC Commissioners
and Heads of Delegation on April 27,
2020 (Ref. No. 0189–410), the IATTC
Director announced a phased approach
to the 2020 meeting of the Scientific
Advisory Committee (SAC) to the
IATTC, which is currently still being
discussed. Depending on the outcome of
those discussions, and the final
approach to the 2020 meeting of the
SAC to the IATTC, the SAS and GAC
meeting topics described below may
need to be adjusted.
The SAS meeting agenda will include,
but is not limited to, the following
topics:
(1) Outcomes of the 2020 stock
assessments and stock status updates for
tuna, tuna-like species, and other
species caught in association with those
fisheries in the eastern Pacific Ocean;
(2) Evaluation of the IATTC Staff’s
Recommendations to the Commission
for 2020;
(3) Issues related to non-target
species, such as sharks, seabirds, sea
turtles;
(4) Evaluation of U.S. priorities for the
95th meeting of the IATTC and
priorities from other IATTC members;
and
(5) Other issues as they arise.
The GAC meeting agenda will
include, but is not limited to, the
following topics:

authority of the Magnuson-Stevens
Fishery Conservation and Management
Act (Magnuson-Stevens Act), 16 U.S.C.
1801. The SERO Permits Office
proposes to extend and to revise parts
of the current collections-of-information
approved under OMB Control Number
0648–0205.
The NMFS Southeast Region manages
the U.S. Federal fisheries in the
Caribbean, Gulf, and South Atlantic
under the fishery management plans
(FMPs) for each region. The regional
fishery management councils prepared
the FMPs pursuant to the Magnuson-

implementing the FMPs, including
those that have recordkeeping and
reporting requirements, are located at 50
CFR part 622.
The recordkeeping and reporting
requirements at 50 CFR part 622 form
the basis for this collection of
information. The NMFS Southeast
Region requests information from
fishery participants. This information,
upon receipt, results in an increasingly
more efficient and accurate database for
management and monitoring of the
Federal fisheries in the Caribbean, Gulf,
and South Atlantic.
The SERO Permits Office proposes to
extend and to revise the collection-ofinformation approved under OMB
Control Number 0648–0205. NMFS
proposes to revise the Federal permit
applications for Vessels Fishing in the
EEZ (Vessel EEZ), Change of
Information Form, Vessel Fishing in the
Colombian Treaty Waters, Duplicate
Federal Fishery Permits, Operator Card
or Decal, Aquacultured Live Rock (new
permit), Aquacultured Live Rock
(permit renewal), Harvest of
Aquacultured Live Rock in the EEZ,
Southeast Region Issued Operator Card,
Consolidate Gulf of Mexico Reef Fish
permits, Vessels Fishing for Wreckfish
in the South Atlantic States (Wreckfish),
and the Annual Dealer permit.
The proposed revisions to the
specified application forms are
administrative and would update
outdated URLs, telephone numbers, and
office hours. NMFS estimates that the
proposed revisions would not change
the annual number of respondents or
responses, or annual costs to affected
permit applicants from estimates in the
currently approved collection. Across
the application forms, NMFS estimates
these revisions would not increase the
overall time burden.
The SERO Permits Office also
proposes to modify the limited access
permits by updating the form field name
related to the selling price of the permit,
along with removing the section related
to the permit’s selling price. NMFS does
not anticipate these revisions will
materially change the time burden to the
applicants.
The SERO Permits Office also
proposes to modify the Vessel EEZ
application to include a checkbox and
language related to the compliance of
regulatory requirements. NMFS does not
anticipate these revisions to the form
will materially change the time burden
to the applicants.

SUPPLEMENTARY INFORMATION: The
original meeting notice published in the
Federal Register on May 7, 2020 (85 FR
27210). The webinar was originally
scheduled from 2 p.m. to 4 p.m. It will
now be held from 1 p.m. to 5 p.m. This
change is a result of the pandemic
impacts to the stock assessment
schedule in the southeast region. The
Southeast Fisheries Science Center
(SEFSC) has determined it will halt
further work on SEDAR 68 after this
webinar. As such there is a need to
bring existing work to a logical stopping
point so extra time is needed on this
webinar.
The Gulf of Mexico, South Atlantic,
and Caribbean Fishery Management
Councils, in conjunction with NOAA
Fisheries and the Atlantic and Gulf
States Marine Fisheries Commissions
have implemented the Southeast Data,
Assessment and Review (SEDAR)
process, a multi-step method for
determining the status of fish stocks in
the Southeast Region. SEDAR is a multistep process including: (1) Data/
Assessment Workshop, and (2) a series
of webinars. The product of the Data/
Assessment Workshop is a report which
compiles and evaluates potential
datasets and recommends which
datasets are appropriate for assessment
analyses, and describes the fisheries,
evaluates the status of the stock,
estimates biological benchmarks,
projects future population conditions,
and recommends research and
monitoring needs. Participants for
SEDAR Workshops are appointed by the
Gulf of Mexico, South Atlantic, and
Caribbean Fishery Management
Councils and NOAA Fisheries Southeast
Regional Office, HMS Management
Division, and Southeast Fisheries
Science Center. Participants include
data collectors and database managers;
stock assessment scientists, biologists,
and researchers; constituency
representatives including fishermen,
environmentalists, and NGO’s;
International experts; and staff of
Councils, Commissions, and state and
federal agencies.
The items of discussion in the Data
Webinars are as follows:
