Stevens Act. The regulations
implementing the FMPs, including
those that have recordkeeping and
reporting requirements, are located at 50
CFR part 622.
The recordkeeping and reporting
requirements at 50 CFR part 622 form
the basis for this collection of
information. The NMFS Southeast
Region requests information from
fishery participants. This information,
upon receipt, results in an increasingly
more efficient and accurate database for
management and monitoring of the
Federal fisheries in the Caribbean, Gulf,
and South Atlantic.
The SERO Permits Office proposes to
extend and to revise the collection-ofinformation approved under OMB
Control Number 0648–0205. NMFS
proposes to revise the Federal permit
applications for Vessels Fishing in the
EEZ (Vessel EEZ), Change of
Information Form, Vessel Fishing in the
Colombian Treaty Waters, Duplicate
Federal Fishery Permits, Operator Card
or Decal, Aquacultured Live Rock (new
permit), Aquacultured Live Rock
(permit renewal), Harvest of
Aquacultured Live Rock in the EEZ,
Southeast Region Issued Operator Card,
Consolidate Gulf of Mexico Reef Fish
permits, Vessels Fishing for Wreckfish
in the South Atlantic States (Wreckfish),
and the Annual Dealer permit.
The proposed revisions to the
specified application forms are
administrative and would update
outdated URLs, telephone numbers, and
office hours. NMFS estimates that the
proposed revisions would not change
the annual number of respondents or
responses, or annual costs to affected
permit applicants from estimates in the
currently approved collection. Across
the application forms, NMFS estimates
these revisions would not increase the
overall time burden.
The SERO Permits Office also
proposes to modify the limited access
permits by updating the form field name
related to the selling price of the permit,
along with removing the section related
to the permit’s selling price. NMFS does
not anticipate these revisions will
materially change the time burden to the
applicants.
The SERO Permits Office also
proposes to modify the Vessel EEZ
application to include a checkbox and
language related to the compliance of
regulatory requirements. NMFS does not
anticipate these revisions to the form
will materially change the time burden
to the applicants.

original meeting notice published in the

27210). The webinar was originally
scheduled from 2 p.m. to 4 p.m. It will
now be held from 1 p.m. to 5 p.m. This
change is a result of the pandemic
impacts to the stock assessment
schedule in the southeast region. The
Southeast Fisheries Science Center
(SEFSC) has determined it will halt
further work on SEDAR 68 after this
webinar. As such there is a need to
bring existing work to a logical stopping
point so extra time is needed on this
webinar.
The Gulf of Mexico, South Atlantic,
and Caribbean Fishery Management
Councils, in conjunction with NOAA
Fisheries and the Atlantic and Gulf
States Marine Fisheries Commissions
have implemented the Southeast Data,
Assessment and Review (SEDAR)
process, a multi-step method for
determining the status of fish stocks in
the Southeast Region. SEDAR is a multistep process including: (1) Data/
Assessment Workshop, and (2) a series
of webinars. The product of the Data/
Assessment Workshop is a report which
compiles and evaluates potential
datasets and recommends which
datasets are appropriate for assessment
analyses, and describes the fisheries,
evaluates the status of the stock,
estimates biological benchmarks,
projects future population conditions,
and recommends research and
monitoring needs. Participants for
SEDAR Workshops are appointed by the
Gulf of Mexico, South Atlantic, and
Caribbean Fishery Management
Councils and NOAA Fisheries Southeast
Regional Office, HMS Management
Division, and Southeast Fisheries
Science Center. Participants include
data collectors and database managers;
stock assessment scientists, biologists,
and researchers; constituency
representatives including fishermen,
environmentalists, and NGO’s;
International experts; and staff of
Councils, Commissions, and state and
federal agencies.
The items of discussion in the Data
Webinars are as follows:
1. An assessment data set and
associated documentation will be
developed during the webinars.

SUPPLEMENTARY INFORMATION: Section
204(e) of the Magnuson-Stevens Fishery
Conservation and Management Act
(Magnuson-Stevens Act) authorizes the
Secretary of State, with the concurrence
of the Secretary of Commerce
(Secretary), and in consultation with the
Council, to negotiate and enter into a
Pacific Insular Area fishery agreement
(PIAFA). A PIAFA would allow foreign
fishing within the U.S. Exclusive
Economic Zone (EEZ) adjacent to
American Samoa, Guam, or the
Northern Mariana Islands. The Governor
of the Pacific Insular Area to which the
PIAFA applies must request the PIAFA.
The Secretary of State may negotiate
and enter the PIAFA after consultation
with, and concurrence of, the applicable
Governor.
Before entering into a PIAFA, the
applicable Governor, with concurrence
of the Council, must develop and
submit to the Secretary a 3-year MCP
providing details on uses for any funds
collected by the Secretary under the
PIAFA. NMFS is the designee of the
Secretary for MCP review and approval.
The Magnuson-Stevens Act requires
payments received under a PIAFA to be
deposited into the United States
Treasury and then conveyed to the
Treasury of the Pacific Insular Area for
which funds were collected.
In the case of violations by foreign
fishing vessels in the EEZ around any
Pacific Insular Area, amounts received
by the Secretary attributable to fines and
penalties imposed under the MagnusonStevens Act, including sums collected
from the forfeiture and disposition or
sale of property seized subject to its
authority, shall be deposited into the
Treasury of the Pacific Insular Area
adjacent to the EEZ in which the
violation occurred, after direct costs of
the enforcement action are subtracted.
The Pacific Insular Area government
may use funds deposited into the
Treasury of the Pacific Insular Area for
fisheries enforcement and for
implementation of an MCP.

authorize NMFS to specify catch limits
for longline-caught bigeye tuna for U.S.
territories. NMFS may also authorize

each territory to allocate a portion of
that limit to U.S. longline fishing vessels
that are permitted to fish under the
Fishery Ecosystem Plan for Pelagic
Fisheries of the Western Pacific (FEP).
Payments collected under specified
fishing agreements are deposited into
the Western Pacific Sustainable
Fisheries Fund, and any funds
attributable to a particular territory may
be used only for implementation of that
territory’s MCP. An MCP must be
consistent with the Council’s FEPs,
must identify conservation and
management objectives (including
criteria for determining when such
objectives have been met), and must
prioritize planned marine conservation
projects.
At its 181st meeting held March 9–12,
2020, the Council reviewed and
concurred with the MCP. On March 25,
2020, the Governor of the
Commonwealth of the Northern Mariana
Islands submitted the MCP to NMFS for
review and approval. The MCP contains
the following seven conservation and
management objectives:
1. Improve fisheries data collection
and reporting;
2. Conduct resource assessment,
monitoring, and research to gain a better
understanding of marine resources and
fisheries;
3. Conduct enforcement training and
monitoring activities to promote
compliance with Federal and local
mandates;
4. Promote responsible domestic
fisheries development to provide longterm economic growth, stability, and
local food production;
5. Conduct education and outreach,
enhance public participation, and build
local capacity;
6. Promote an ecosystem approach to
fisheries management, climate change
adaptation and mitigation, and regional
cooperation; and
7. Recognize the importance of island
cultures and traditional fishing practices
in managing fishery resources, and
foster opportunities for participation.
Please refer to the MCP for projects
and activities designed to meet each
objective, the evaluative criteria, and
priority rankings.
This notice announces that NMFS has
reviewed the MCP, and has determined
that it satisfies the requirements of the
Magnuson-Stevens Act. Accordingly,
NMFS has approved the MCP for the 3year period from August 4, 2020,
through August 3, 2023. This MCP
supersedes the one approved previously
for August 4, 2017, through August 3,
2020 (82 FR 37198, August 9, 2017).
