The Coast Guard proposes to amend its anchorage regulations to establish a new offshore anchorage area approximately 7 nautical miles northeast of the St. Johns River inlet, Florida. Currently, there is not a dedicated deep draft offshore anchorage for commercial ocean- going vessels arriving at the Port of Jacksonville. Establishing an adequate and dedicated offshore anchorage will alleviate hazardous conditions with vessels anchoring in the common approaches to the St. Johns River. This action is necessary to ensure the safety and efficiency of navigation for all vessels transiting in and out of the Port of Jacksonville. We invite your comments on this proposed rulemaking.

The collection involves the voluntary submission of biographic and biometric information that TSA uses to verify identity and conduct a security threat assessment for the TSA Pre[check][supreg] Application Program. The security threat assessment compares an applicant's information against criminal history, immigration, intelligence, and regulatory violations databases to determine if the person poses a low risk to transportation or national security and should be eligible for expedited screening through TSA Pre[check][supreg] lanes at airports.

We are taking this action to enable us to consider how we might further reduce the regulatory burden or increase flexibility while continuing to achieve our regulatory objectives, in keeping with the Administration's policies.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to establish a new Department of Homeland Security system of records titled, ``Department of Homeland Security/ Immigration and Customs Enforcement-016 FALCON Search and Analysis System of Records.'' FALCON Search and Analysis is a consolidated information management system that enables ICE law enforcement and homeland security personnel to search, analyze, and visualize volumes of existing information in support of ICE's mission to enforce and investigate violations of U.S. criminal, civil, and administrative laws. Additionally, elsewhere in the Federal Register, the Department of Homeland Security is issuing a Notice of Proposed Rulemaking to exempt this system of records from certain provisions of the Privacy Act because of the law enforcement sensitivity of the data contributed to and produced within the system of records. This newly established system will be included in the Department of Homeland Security's inventory of record systems.

HRSA is also posting the proposed listing of entities and associated HPSA scores that will receive priority for assignment of NHSC Scholarship recipients available for service during the period October 1, 2017, through September 30, 2018, on the Health Workforce Connector Web site (formerly known as the NHSC Jobs Center) at https://connector.hrsa.gov/. The Health Workforce Connector includes sites that are approved for performance of service by NHSC scholars; however, entities on this list may or may not have current job vacancies.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on March 30, 2017, under section 337 of the Tariff Act of 1930, as amended, on behalf of Varidesk LLC of Coppell, Texas. A letter supplementing the complaint was filed on April 21, 2017. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain height- adjustable desk platforms and components thereof by reason of infringement of U.S. Patent No. 9,113,703 (``the '703 patent''); U.S. Patent No. 9,277,809 (``the '809 patent''); and U.S. Patent No. 9,554,644 (``the '644 patent''). The complaint further alleges that an industry in the United States exists or is in the process of being established as required by the applicable Federal Statute. Based on our review, we find that the petition does not present substantial scientific or commercial information indicating that the petitioned action may be warranted. However, we ask the public to submit to us any new information that becomes available concerning the status of, or threats to, the Bone Cave harvestman or its habitat at any time.
