On Monday, March 19, 2007, the Securities and Exchange Commission will hold a roundtable discussion on creating interactive data to serve investors. The event begins with remarks from SEC Chairman Cox and an address by Vanguard Group Chairman and CEO John J. Brennan on the use of interactive data by public companies and mutual funds to improve disclosure for individual investors. Following Mr. Brennan's remarks, John W. White, Director of the Commission's Division of Corporation Finance, will discuss the use of interactive data to create better disclosure documents. The roundtable will also feature a panel discussion on the benefits, including potential cost savings, of preparing financial reports using interactive data written in a computer language called XBRL. Panelists will include executives at public companies currently providing investors with interactive data on a test basis as part of the SEC's voluntary filing program. The panel will be moderated by Chicago Sun-Times personal finance columnist Terry Savage. Richard Bennett, Chief Executive Officer of The Corporate Library, will provide closing remarks and discuss the significance of interactive data for corporate governance. The roundtable will take place at the Commission's headquarters at 100 F Street, NE., Auditorium, Room L-002, Washington, DC at 10 a.m. The public is invited to observe the roundtable discussions. Seating is available on a first-come, first-serve basis.

The Department of Agriculture (USDA) is inviting nominations for membership on the Committee for the Expert Review of Synthesis and Assessment Product 4.3 (CERSAP). The purpose of the Committee is to provide advice on the conduct of a study titled The Effects of Climate Change on Agriculture, Land Resources, Water Resources, and Biodiversity, to be conducted as part of the U.S. Climate Change Science Program (CCSP). The prospectus for the study titled The Effects of Climate Change on Agriculture, Land Resources, Water Resources, and Biodiversity is on the CCSP Web site at https://www.climatescience.gov/ Library/sap/sap4-3/default.htm. On January 10, 2006, EPA proposed new requirements to reduce exposure to lead hazards created by renovation, repair, and painting activities that disturb lead-based paint. The proposal supports the attainment of the Federal Government's goal of eliminating childhood lead poisoning by 2010. With this document, EPA is announcing the availability of two new studies in the rulemaking docket. The studies include one conducted by EPACharacterization of Dust Lead Levels after Renovation, Repair, and Painting Activities and a second study conducted by the National Association of Home Builders (NAHB)Lead- Safe Work Practices Survey Project. EPA will consider revisions to the proposed work practice standards following review of these studies and consideration of public comment received as a result of this document. Comments should be submitted to the docket for the proposed rule and must be received on or before April 16, 2007.

Notice is hereby given that a proposed administrative order on consent concerning portions of the McClellan Air Force Base Superfund Site (``Site'') in McClellan, California has been negotiated by the Agency and the Respondent, McClellan Business Park, LLC, a Delaware limited liability company. The proposed administrative order on consent concerns cleanup of portions of the Site pursuant to the Comprehensive Environmental Response, Compensation and Liability Act, 42 U.S.C. 9604, 9606 and 9622 (``CERCLA''). Pursuant to a Federal Facilities Agreement (``FFA''), the U.S. Air Force is performing the CERCLA response actions for the Site; however, the FFA will be amended to suspend the obligations of the Air Force to conduct the response actions undertaken by the Respondent. The Air Force has prepared a Finding of Suitability for Early Transfer (``FOSET''), which will be submitted to the Environmental Protection Agency (``EPA''), Region 9, and the State of California for their approval after a public comment period. Upon approval of the FOSET, the Air Force will transfer portions of the Site to the County of Sacramento, which will then transfer those portions to the Respondent. The Air Force and the County of Sacramento have entered into an Environmental Services Cooperative Agreement, which requires the County of Sacramento to perform certain CERCLA response actions on the transferred portions of the Site, using funds supplied by the Air Force. The County of Sacramento has contracted with Respondent to conduct those CERCLA response actions. The proposed administrative order on consent would require the Respondent to prepare and perform removal actions, one or more remedial investigations and feasibility studies and one or more remedial designs and remedial actions for certain contaminants present on the transferred portions of the Site, under the oversight of EPA and the State of California. The administrative order on consent also commits the Respondent to reimburse direct and indirect future response costs incurred by EPA in connection with actions conducted under CERCLA at the transferred portions of the Site. For thirty (30) calendar days following the date of publication of this notice, EPA will receive written comments relating to the proposed administrative order on consent. EPA's response to any comments received will be available for public inspection at the U.S. Environmental Protection Agency, 75 Hawthorne Street, San Francisco, CA 94105.

In accordance with the requirement of Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995 which provides opportunity for public comment on new or revised data collections, the Railroad Retirement Board (RRB) will publish periodic summaries of proposed data collections. Comments are invited on: (a) Whether the proposed information collection is necessary for the proper performance of the functions of the agency, including whether the information has practical utility; (b) the accuracy of the RRB's estimate of the burden of the collection of the information; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden related to the collection of information on respondents, including the use of automated collection techniques or other forms of information technology. Title and purpose of information collection: Employer Service and Compensation Reports; OMB 3220-0070. Section 2(c) of the Railroad Unemployment Insurance Act (RUIA) specifies the maximum normal unemployment and sickness benefits that may be paid in a benefit year. Section 2(c) further provides for extended benefits for certain employees and for beginning a benefit year early for other employees. The conditions for these actions are prescribed in 20 CFR part 302. All information about creditable railroad service and compensation needed by the RRB to administer Section 2(c) is not always available from annual reports filed by railroad employers with the RRB (OMB 3220- 0008). When this occurs, the RRB must obtain supplemental information about service and compensation. The RRB utilizes Form UI-41, Supplemental Report of Service and Compensation, and Form UI-41a, Supplemental Report of Compensation, to obtain the additional information about service and compensation from railroad employers. Completion of the forms is mandatory. One response is required of each respondent. The RRB proposes minor non-burden impacting, editorial, and formatting changes to Form UI-41 and UI-41a. The completion time for Form UI-41 and UI-41a is estimated at 8 minutes per response. EPA objected to issuance of a permit for the applicant- preferred alternative, which would impact 2,408 acres of waters/ wetlands of the U.S. and 7.3 miles of streams. EPA noted that the applicant-preferred alternative is the most environmentally damaging of the alternatives that were evaluated and would represent one of the largest wetland acreage loss ever permitted in North Carolina. EPA encouraged the Corps to determine if there may be another alternative that would have less environmental impact and still be practicable, and recommended specific refinements to other alternatives. EPA requested information in the Final EIS, including additional information about the economic analyses, determination of appropriate stream mitigation ratios, clarification of phosphogypsum stack impacts on surficial aquifers, and mitigation of elevated cadmium in reclamation sites.

The Applicant anticipates taking about 2.24 acres of Florida scrub-jay (Aphelocoma coerulescens) (scrub-jay) foraging and sheltering habitat incidental to partial land clearing of their 6-acre lot and subsequent commercial and residential construction and supporting infrastructure in Palm Beach County, Florida (Project). The destruction of 2.24 acre of foraging and sheltering habitat is expected to result in the take of one family of scrub-jays. The Applicant's Habitat Conservation Plan (HCP) describes the mitigation and minimization measures proposed to address the effects of the Project to the Florida scrub-jay.

The Agency has concluded that granting these exemptions will provide a level of safety that will be equivalent to, or greater than, the level of safety maintained without the exemptions for these commercial motor vehicle (CMV) drivers.

Interested parties may comment on the effect this action may have on U.S. vessel builders or businesses in the U.S. that use U.S.-flag vessels. If MARAD determines, in accordance with Public Law 105-383 and MARAD's regulations at 46 CFR Part 388 (68 FR 23084; April 30, 2003), that the issuance of the waiver will have an unduly adverse effect on a U.S.-vessel builder or a business that uses U.S.-flag vessels in that business, a waiver will not be granted. Comments should refer to the docket number of this notice and the vessel name in order for MARAD to properly consider the comments. Comments should also state the commenter's interest in the waiver application, and address the waiver criteria given in Sec. 388.4 of MARAD's regulations at 46 CFR Part 388.

Comments should refer to the docket number of this notice and the vessel name in order for MARAD to properly consider the comments. The Secretary of the Department of Veterans Affairs (VA) intends to enter into two enhanced-use leases with a joint venture consisting of two not-for-profit organizations. Each enhanced-use lease will include a building with an underlying parcel of land. Both parcels are located on approximately 5 acres of the VA Sepulveda Ambulatory Care Center campus in Sepulveda, California. The lessee would develop, finance, renovate, construct, manage, maintain and operate the buildings to provide permanent supportive housing and ancillary services for the homeless, with priority placement for homeless veterans within the community. In addition to such property enhancements and veteran services, VA would receive consideration for the lease, in the form of in-kind services such as training, use of space, and professional counseling services to veteran tenants, and cash in the form of a percentage of revenues from certain filmmaking activities on the property.

This final rule amends the Department of Veterans Affairs (VA) regulation, ``Secretary's delegations of authority to certain officials.'' The amendment updates the regulation governing certain delegations of authority exercised by the Under Secretary for Memorial Affairs. This minor technical amendment provides delegation of authority from the Secretary of Veterans Affairs to the Under Secretary for Memorial Affairs to accept monetary and/or non-monetary gifts and donations, made in any manner, which are made for the purpose of beautifying or benefiting national cemeteries. The authority to accept offers of land will remain with the Secretary of Veterans Affairs.

Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969 (as amended), the U.S. Army Corps of Engineers, Los Angeles District (Corps) Regulatory Branch, in coordination with the County of San Bernardino and in cooperation with U.S. Forest Service, has completed a Final Environmental Impact Statement/Environmental Impact Report (EIS/EIR) for the Burlington Northern Santa Fe (BNSF) Third Main Track Summit to Keenbrook Project. The proposed BNSF project requires authorization pursuant to section 404 of the Clean Water Act for approximately 2.95 acres of fill placement in jurisdictional waters of the United States, including wetlands, to construct 15.9 miles of a new main track through the Cajon Pass in San Bernardino County, California. Three alternatives were co- equally analyzed in the EIS/EIR, including Alternative 1 (Reduced Footprint), Alternative 2 (Standard Engineering Design) and the No Action Alternative, as required by NEPA. As the project proponent and applicant, the BNSF Railway Co. selected Alternative 1 as its preferred alternative. The Corps determined Alternative 1 is the environmentally preferred alternative and the least environmentally damaging practicable alternative pursuant to the 404(b)(1) Guidelines (40 CFR 230.12).

The Institute of Museum and Library Services announces the following information collection has been submitted to the Office of Management and Budget for review and approval in accordance with the Paperwork Reduction Act of 1995 (Pub. Currently the Institute of Museum and Library Services is soliciting comments concerning a research study to assess user satisfaction with access to government information and services at public libraries and public access computing centers. Dates: Comments must be received by April 16, 2007. The OMB is particularly interested in comments which: Evaluate whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information will have practical utility; Evaluate the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; Enhance the quality, utility, and clarity of the information to be collected; and Minimize the burden of the collection of information on those who are to respond, including through the use of appropriate automated, electronic, mechanical, or other technological collection techniques or other forms of information technology, e.g., permitting electronic submission of responses.
