CERSAP will advise on the specific
issues to be addressed, appropriate
technical approaches, the nature of
information relevant to decision makers,
the content of the final report,
compliance with the Information
Quality Act, and other matters
important to the successful achievement
of the objectives of the study. CERSAP
will respond specifically to the
following seven inquiries related to the
report:
1. Are the goals, objectives, and
intended audience of the product
clearly described in the document? Does
the product address all the questions as
outlined in the prospectus?
2. Are the findings and
recommendations adequately supported
by evidence and analysis? If any
recommendations are based on value
judgments or the collective opinions of
the authors, is this acknowledged and
are adequate reasons given for reaching
those judgments?
3. Are the data and analyses handled
competently? Are statistical methods
applied appropriately? Are uncertainties
and confidence levels evaluated and
communicated appropriately?
4. Are the document’s presentation
and organization effective? Are the
questions outlined in the prospectus
addressed and communicated in a
manner that is appropriate for the
intended audiences?
5. Is the document scientifically
objective and policy-neutral? Is it
consistent with the scientific literature,
including recent NRC reports and other
scientific assessments on the same
topic?
6. Does the summary concisely and
accurately describe the content, key
findings, and recommendations? Is it
consistent with other sections of the
document?
7. What significant improvements, if
any, might be made in the document?

notice announces the Animal and Plant
Health Inspection Service’s intention to
request an extension of approval of an
information collection associated with
regulations for the interstate movement
of certain land tortoises.

Title: Interstate Movement of Certain
Land Tortoises.

Type of Request: Extension of
approval of an information collection.
Abstract: The Animal and Plant
Health Inspection Service (APHIS)
regulates the importation and interstate
movement of certain animals and
animal products to prevent the
introduction into or dissemination
within the United States of pests and
diseases of livestock.
The regulations in 9 CFR part 93
prohibit the importation of the leopard
tortoise, the African spurred tortoise,
and the Bell’s hingeback tortoise to
prevent the introduction and spread of
exotic ticks known to be vectors of
heartwater disease, an acute, infectious
disease of cattle and other ruminants.
The regulations in 9 CFR part 74
prohibit the interstate movement of
those tortoises that are already in the
United States unless the tortoises are
accompanied by a health certificate or
certificate of veterinary inspection. The
certificate must be signed by an APHIS
accredited veterinarian and must state
that the tortoises have been examined
by that veterinarian and found free of
ticks.
We are asking the Office of
Management and Budget (OMB) to
approve our use of this certificate for an
additional 3 years.
The purpose of this notice is to solicit
comments from the public (as well as
affected agencies) concerning our
information collection. These comments
will help us:
(1) Evaluate whether the collection of
information is necessary for the proper
performance of the functions of the
Agency, including whether the
information will have practical utility;
(2) Evaluate the accuracy of our
estimate of the burden of the
information collection, including the
validity of the methodology and
assumptions used;

(3) Enhance the quality, utility, and
clarity of the information to be
collected; and
(4) Minimize the burden of the
information collection on those who are

reporting burden for this collection of
information is estimated to average
0.083 hours per response.

The Forest Service has decided to
cancel the preparation of this EIS. The
NOI is hereby rescinded.

Notice of Intent to prepare an
Environmental Impact Statement.
AGENCY:
ACTION:
SUMMARY: The USDA Forest Service (FS)
and the Upper Arkansas Water
Conservacy District (UAWCD) have
agreed to work cooperatively for the
creation of the necessary environmental
analysis and associated documents for
the purpose of potential expansion
construction of the North Fork Reservoir
Water storage facility, reconstruction of
the Boss Lake Reservoir emergency
spillway, and long term operations and
maintenance of all three reservoirs
operated by UAWCD (Boss Lake,
O’Haver, and North Fork). The FS has
determined that all three facilities
should be analyzed under an ‘‘allinclusive’’ Environmental Impact
Statement (EIS) which addresses each
facility individually.
The UAWCD has agreed to pay for all
necessary NEPA analysis through a
third party consultant working for the
FS. The FS will oversee the final
approval of:
1. The environmental firm awarded
the contract to conduct the NEPA
analysis.
2. The quality/thoroughness of the
final environmental document.
3. Any future long-term Special Use
Permit (naming UAWCD as the holder)
covering the operational hydrology and
maintenance needs of each individual
water storage facility.
DATES: Comments concerning the scope
of the analysis must be postmarked or
received within 45 days from the date
of publication of this notice in the
Federal Register to ensure full
consideration. The draft environmental
impact statement is expected January
2008 and the final environmental
impact statement is expected April
2008.
