The Department of Agriculture (USDA) is inviting nominations for membership on the Committee for the Expert Review of Synthesis and Assessment Product 4.3 (CERSAP). The purpose of the Committee is to provide advice on the conduct of a study titled The Effects of Climate Change on Agriculture, Land Resources, Water Resources, and Biodiversity, to be conducted as part of the U.S. Climate Change Science Program (CCSP). The prospectus for the study titled The Effects of Climate Change on Agriculture, Land Resources, Water Resources, and Biodiversity is on the CCSP Web site at https://www.climatescience.gov/ Library/sap/sap4-3/default.htm. Committee membership will total approximately twelve persons and may include individuals from the Federal Government, State and/or local governments, the scientific community, non-governmental organizations and the private sector, with expertise, experience, and knowledge essential to the successful completion of the study. Nominations for employees of the Department of Agriculture will not be considered. Nominations must be received within twenty-one days of the date of this Federal Register notice. Any interested person or organization may submit a nomination. Nominations must include a complete resume of the nominee's background, experience and expertise, Form AD755, and any other information considered relevant. The USDA Forest Service (FS) and the Upper Arkansas Water Conservacy District (UAWCD) have agreed to work cooperatively for the creation of the necessary environmental analysis and associated documents for the purpose of potential expansion construction of the North Fork Reservoir Water storage facility, reconstruction of the Boss Lake Reservoir emergency spillway, and long term operations and maintenance of all three reservoirs operated by UAWCD (Boss Lake, O'Haver, and North Fork). The FS has determined that all three facilities should be analyzed under an ``all-inclusive'' Environmental Impact Statement (EIS) which addresses each facility individually. The UAWCD has agreed to pay for all necessary NEPA analysis through a third party consultant working for the FS. The FS will oversee the final approval of: 1. The environmental firm awarded the contract to conduct the NEPA analysis. 2. The quality/thoroughness of the final environmental document. 3. Any future long-term Special Use Permit (naming UAWCD as the holder) covering the operational hydrology and maintenance needs of each individual water storage facility.

On June 23, 2006, a Notice of Intent (NOI) to prepare an environmental impact statement (EIS) for the Westpoint Project on the Scott River Ranger District of the Klamath National Forest, was published in the Federal Register (71 FR 36056-36058). The Forest Service has decided to cancel the preparation of this EIS. The NOI is hereby rescinded.

Subsistence Management Regulations for Public Lands in Alaska, Subpart C and Subpart D-2007-08 Subsistence Taking of Fish and Shellfish Regulations

This final rule establishes regulations for seasons, harvest limits, methods, and means related to taking of fish and shellfish for subsistence uses during the 2007-08 regulatory year. The rulemaking is necessary because Subpart D is subject to an annual public review cycle. This rulemaking replaces the fish and shellfish taking regulations included in the ``Subsistence Management Regulations for Public Lands in Alaska, Subpart C and Subpart D2006-07 Subsistence Taking of Fish and Wildlife Regulations,'' which expire on March 31, 2007. This rule also amends the Customary and Traditional Use Determinations of the Federal Subsistence Board (Sec. .24 of subpart C).
