Notice is hereby given that the Office of Research Integrity (ORI) has taken final action in the following case: Dr. Igor Dzhura, Vanderbilt University: Based on an inquiry conducted and admission obtained by Vanderbilt University (VU) and additional analysis conducted by ORI in its oversight review, ORI found that Dr. Igor Dzhura, former Senior Research Associate, Department of Biomedical Engineering, VU, engaged in research misconduct in research supported by U.S. Public Health Service (PHS) funds, specifically National Heart, Lung, and Blood Institute (NHLBI), National Institutes of Health (NIH), grants R01 HL070250, R01 HL062494, P01 HL046681, and K08 HL03727, National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), NIH, grant R01 AR044864, National Institute of Mental Health (NIMH), NIH, grant R01 MH063232, National Institute of Allergy and Infectious Diseases (NIAID), NIH, grant U01 AI06223, and National Cancer Institute (NCI), NIH, grant U54 CA113007. ORI found that Respondent engaged in research misconduct by providing falsified and/or fabricated data to his supervisor and colleagues. Specifically, Respondent:

The Land Buy-Back Program for Tribal Nations has released its 2014 Status Report that details what the Program has been doing to execute terms of the Cobell Settlement. The Program continues to actively engage tribes and individuals across Indian Country to raise awareness of the Program and will host a listening session on March 19, 2015, in Laveen, Arizona. We hope to receive feedback on the Report from tribes and individuals.

This rule updates policy and outlines fiscal and logistical support the DoD may provide to qualified scouting organizations operating on U.S. military installations overseas based on Executive Order 12715, Support of Overseas Scouting Activities for Military Dependents and appropriate statute as discussed below. It is DoD policy to cooperate with and assist qualified scouting organizations in establishing and providing facilities and services, within available resources, at locations outside the United States to support DoD personnel and their families.

The Defense Health Agency proposes to alter an existing system of records, EDTMA 03, entitled ``Legal Opinion Files'' in its inventory of record systems subject to the Privacy Act of 1974, as amended. This system uses records to address and resolve legal issues and for research, precedent, historical, and record purposes.

On October 28, 2014, the U.S. Department of Labor issued a Federal Register Notice (79 FR 64217) asking the public for comments to assist the Secretary of Labor in preparing a report required by the U.S. Congress. The report will include a summary of public comments on: (a) The labor capacity-building efforts under Chapter 16 (``the Labor Chapter'') and Annex 16.5 of the Dominican Republic-Central America- United States Free Trade Agreement (``CAFTA-DR''); and (b) efforts made by the CAFTA-DR countries to implement the labor obligations under the Labor Chapter and recommendations contained in a paper entitled, ``The Labor Dimension in Central America and the Dominican RepublicBuilding on Progress: Strengthening Compliance and Enhancing Capacity'' (the ``White Paper''). The Defense Finance and Accounting Service proposes to alter a system of records notice, T7335d, entitled ``Civilian Pay Accounting Interface Records'' in its inventory of record systems subject to the Privacy Act of 1974, as amended. This system maintains and processes civilian payroll accounting and finance data that originates in the Defense Civilian Payroll System (DCPS). The Civilian Pay Accounting Interface System (CPAIS) receives bi-weekly files that are used to generate civilian payroll costs, manpower data and reports; and detailed management reports for the U.S. Air Force. The system will also contain information on other than U.S. Air Force civilian employees. However, the CPAIS system will not use the non- Air Force data other than to transmit it directly to the General Accounting and Finance System (GAFS).

The Office of the Inspector General is altering a system of records notice in its existing inventory of record systems subject to the Privacy Act of 1974, as amended. The system notice is entitled CIG- 06, ``Investigative Files.'' This system of records is used to conduct criminal investigations, crime prevention, and criminal intelligence activities; to conduct management studies involving analysis, compilation of statistics, and quality control; and to ensure that completed investigations are legally sufficient and result in overall improvement in techniques, training and professionalism.
