The Assistant Secretary for Special Education and Rehabilitative Services proposes certain funding priorities for the Disability and Rehabilitation Research Projects and Centers Program administered by the National Institute on Disability and Rehabilitation Research (NIDRR). Specifically, this notice proposes four priorities for RRTCs. The Assistant Secretary may use these priorities for competitions in fiscal year (FY) 2008 and later years. We take this action to focus research attention on areas of national need. We intend these priorities to improve rehabilitation services and outcomes for individuals with disabilities.

In accordance with the Privacy Act of 1974, as amended (Privacy Act), the Department of Education (Department) publishes this notice of a new system of records entitled ``Adult English as a Second Language (ESL) Literacy Impact Study'' (18-13-19). The National Center for Education Evaluation and Regional Assistance at the Department's Institute of Education Sciences (IES) commissioned this evaluation. It will be conducted under a contract that IES awarded in September 2004. The study will address the following questions: (1) How effective is instruction based on a literacy workbook in improving the English reading and speaking skills of low-literate adult ESL learners? (2) Is instruction based upon the workbook more effective for certain groups of students (e.g., native Spanish speakers)? (3) How well do instructors implement the instruction based upon the workbook? The system will contain information about approximately 40 adult ESL teachers and two cohorts of approximately 900 adult learners per cohort. Within each cohort, approximately 450 learners will participate in classes in which instruction based upon the literacy workbook is implemented and approximately 450 learners will participate in classes in which instruction that is not based upon the literacy workbook is implemented. The first cohort of learners will be enrolled in adult education classes during the Fall semester of 2008. The second cohort of learners will be enrolled in adult education classes during the Spring semester of 2009. The system of records will include information about the adult learners participating in the evaluation, including names and addresses; demographic information such as race, ethnicity, gender, age, and educational background; and scores on literacy assessments. In this notice, we enumerate the waivers that the U.S. Department of Education (Department) granted during calendar year 2007 under the waiver authority in section 9401 of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001. In 2007, the Department granted a total of 35 waivers under the ESEA section 9401 waiver authority. The waivers granted were as follows: (1) Four waivers related to Hurricanes Katrina and Rita; (2) four growth model pilots; (3) four waivers allowing local educational agencies (LEAs) in need of improvement to be eligible to apply to their State educational agency (SEA) to become supplemental educational services (SES) providers; (4) four waivers allowing LEAs to provide SES rather than public school choice to eligible students attending schools that receive funding under Part A of Title I of the ESEA (Title I schools) and are in the first year of school improvement; (5) two substitute assessment waivers; (6) one waiver of the notification requirements regarding public school choice under Part A of Title I; (7) one schoolwide eligibility waiver; (8) one Title I, Part A within- district allocation waiver; (9) one transferability waiver; and (10) thirteen waivers allowing recipients of funds under the Indian Education program to charge additional administrative costs to the program.

The Department expects to hold a competition for new grants under the Demonstration Program in FY 2008. This notice provides information about a one-day technical assistance workshop to assist institutions of higher education interested in preparing grant applications for FY 2008 new awards under the Demonstration Program. Program and Department staff will present information to potential applicants about the purpose of the Demonstration Program, the grant competition highlights, the peer review process, and the Grants.gov Web site, as well as suggestions for writing a quality grant proposal. Although the Department has not yet announced an application deadline date in the Federal Register for the FY 2008 competition, the Department is holding this workshop to give potential applicants guidance for preparing applications for the competition we expect to conduct in FY 2008. Specific requirements for the FY 2008 competition will be published in a separate notice, a notice inviting applications for the Demonstration Program. This notice announces the technical assistance workshop only.
Migrant Education Coordination Program-Migrant Student Information Exchange (MSIX) State Data Quality Grants

The Assistant Secretary for Elementary and Secondary Education proposes to establish requirements for Migrant Student Information Exchange (MSIX) State Data Quality grants funded under section 1308(b) of Title I, Part C of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001. Subject to the availability of funds in any fiscal year, the Department would use the requirements to make annual grant awards by formula, beginning in FY 2008, to provide additional resources to State educational agencies (SEAs) in order to assist them and their local operating agencies (LOAs) in implementing the interstate exchange of migrant children's records electronically through the Migrant Student Information Exchange (MSIX).
