In accordance with the requirements of the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. chapter 35), the OCC, the Board, and the FDIC (the ``agencies'') may not conduct or sponsor, and the respondent is not required to respond to, an information collection unless it displays a currently valid Office of Management and Budget (OMB) control number. The Federal Financial Institutions Examination Council (FFIEC), of which the agencies are members, has approved the agencies' publication for public comment of a proposal to extend, with revision, the Consolidated Reports of Condition and Income (Call Report), which are currently approved collections of information. The deletions of certain existing data items, the revisions of certain reporting thresholds and certain existing data items, the addition of certain new data items, and certain instructional revisions generally are proposed to take effect as of the December 31, 2015, or the March 31, 2016, report date, depending on the nature of the proposed reporting change. At the end of the comment period, the comments and recommendations received will be analyzed to determine the extent to which the FFIEC and the agencies should modify the proposed revisions prior to giving final approval. The agencies will then submit the revisions to OMB for review and approval.

The NRC is also proposing to incorporate by reference four ASME code cases. This action is in accordance with the NRC's policy to periodically update the regulations to incorporate by reference new editions and addenda of the ASME codes and is intended to maintain the safety of nuclear power plants and to make NRC activities more effective and efficient.

Consistent with the OMB rule, USAID's rule supersedes USAID's ``Administration of Assistance Awards to U.S. Non-Governmental Organizations.'' Parts of this final rule apply to for-profit entities in limited circumstances and to foreign organizations as described in this guidance.

DG-1315 is proposed revision 5 of Regulatory Guide (RG) 1.29.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-5049, ``Independent Assessment of Nuclear Material Control and Accounting Systems.'' This DG provides guidance from experience gained since the regulatory guide was initially published in June 1975. In particular, the guidance for performing independent assessments has been expanded to include process monitoring and item monitoring for Category I fuel cycle facilities, and to include guidance for uranium enrichment facilities. In addition, this revision addresses changes in Material Control & Accounting (MC&A) terminology; for example, the term ``management review'' has been replaced by ``independent assessment,'' and ``material unaccounted for'' by ``inventory difference.''

NARA is issuing a new General Records Schedule (GRS) via GRS Transmittal 25. The GRS provides agencies with mandatory disposition instructions for administrative records common to several or all Federal agencies. Transmittal 25 announces changes we have made to the GRS since we published Transmittal 24 in August 2015. We are concurrently disseminating Transmittal 25 (the memo and the accompanying records schedule and FAQ document) directly to each agency's records management official and have posted it on NARA's Web site.
