The Export-Import Bank of the United States (Ex-Im Bank), as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal Agencies to comment on the proposed information collection, as required by the Paperwork Reduction Act of 1995. This collection of information is necessary, pursuant to 12 U.S.C. 635(a) (1), to determine eligibility of export sales for insurance coverage. Florida has scheduled special elections on January 14, 2014, and March 11, 2014, to fill the U.S. House of Representative seat of the late Representative Bill Young. Committees required to file reports in connection with the Special Primary Election on January 14, 2014, shall file a 12-day Pre-Primary Report. Committees required to file reports in connection with both the Special Primary and the Special General Election on March 11, 2014, shall file a 12-day Pre-Primary Report, 12-day Pre-General Report and a Post-General Report.

Notice is hereby given that the Federal Deposit Insurance Corporation (Corporation) has been appointed the sole receiver for the following financial institutions effective as of the Date Closed as indicated in the listing. This list (as updated from time to time in the Federal Register) may be relied upon as ``of record'' notice that the Corporation has been appointed receiver for purposes of the statement of policy published in the July 2, 1992 issue of the Federal Register (57 FR 29491). This Notice commences a proceeding to consider elimination of the so-called UHF discount in the Commission's national television multiple ownership rule. Currently, the national television ownership rule prohibits a single entity from owning television stations that, in the aggregate, reach more than 39 percent of the total television households in the nation. It thus appears that the DTV transition has rendered the UHF discount obsolete and it should be eliminated. This Notice seeks comment on that tentative conclusion. It also tentatively decides, in the event that the UHF discount is eliminated, to grandfather existing television station combinations that would exceed the 39 percent national audience reach cap in the absence of the UHF discount and seeks comment on that proposal. Finally, it seeks comment on whether a VHF discount should be adopted, as it appears that under current conditions VHF channels may be technically inferior to UHF channels for the propagation of digital television signals.

The Postal Regulatory Commission published a document in the Federal Register on August 26, 2013 (78 FR 52694), revising Commission rules. Due to a clerical error, the document submitted to the Federal Register was inconsistent with the rules adopted in Commission Order No. 1786. This document corrects the final regulations published in the Federal Register to be consistent with the rules adopted in Order No. 1786.

On September 13, 2013, the U.S. Nuclear Regulatory Commission (NRC) published a request for public comment on draft Interim Staff Guidance (ISG) ESP/COL-ISG 026, ``Interim Staff Guidance on Environmental Issues Associated with New Reactors'' and draft ISG ESP/ COL-ISG-027, ``Interim Staff Guidance on Specific Environmental Guidance for iPWR Reviews.'' The purpose of this ISG is to clarify the NRC guidance and application of NUREG-1555, Environmental Standard Review Plan: ``Standard Review Plans for Environmental Reviews for Nuclear Power Plants.'' The public comment period was originally scheduled to close on October 15, 2013. The Nuclear Energy Institute (NEI) submitted a letter on September 17, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13268A343), requesting an extension of the public comment period until November 15, 2013, on these two guidance documents. The NRC has decided to re-open the public comment period on these two ISG documents to allow more time for members of the public to assemble and submit their comments.

The Federal Communications Commission (FCC), as part of its continuing effort to reduce paperwork burdens, invites the general public and other Federal agencies to take this opportunity to comment on the following information collection, as required by the Paperwork Reduction Act (PRA) of 1995. An agency may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid control number. Comments are requested concerning whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid Office of Management and Budget (OMB) control number.

The National Archives and Records Administration (NARA) publishes notice at least once monthly of certain Federal agency requests for records disposition authority (records schedules). Once approved by NARA, records schedules provide mandatory instructions on what happens to records when no longer needed for current government business. They authorize the preservation of records of continuing value in the National Archives of the United States and the destruction, after a specified period, of records lacking administrative, legal, research, or other value. Notice is published for records schedules in which agencies propose to destroy records not previously authorized for disposal or reduce the retention period of records already authorized for disposal. NARA invites public comments on such records schedules, as required by 44 U.S.C. 3303a(a).

The Social Security Administration published a document in the Federal Register of November 5, 2013, concerning the cost-of-living increase in Social Security benefits effective December 2013. The document contains an incorrect number for the special minimum primary insurance amount (PIA) for 16 years of coverage.

In this document, the Federal Communications Commission (Commission) seeks public comment on options to reform the inmate calling service (ICS) market. Possible new rules could affect all ICS providers, including small entities. In proposing these reforms, the Commission seeks comment on various options discussed and additional options for reforming the ICS market.

The Defense Nuclear Facilities Safety Board (Board) published a document in the Federal Register of August 13, 2013, (78 FR 49262), concerning notice of intent to convene a public meeting and hearing on October 22, 2013, at the Knoxville Convention Center, 701 Henley Street, Knoxville, Tennessee 37902 with regard to safety-related matters at defense nuclear facilities at the Y-12 National Security Complex. Due to the lapse in appropriations and subsequent federal government shutdown, the Board decided to postpone the meeting and hearing to a future date. The Board was unable to publish notice of the postponement in the Federal Register due to the shutdown. The Board has now decided on a new time and date for the proceeding. There is no change to the hearing location or the matters to be considered that were originally described in the Board's August 13, 2013, notice cited above.
