This document contains a correction to the final regulations (Treasury Decision 9984) published in the Federal Register on Tuesday, December 19, 2023. Treasury Decision 9984 contains final regulations implementing statutory safe harbor rules that protect persons required to file information returns or to furnish payee statements from penalties under the Internal Revenue Code for failure to file correct information returns or furnish correct payee statements.

The FAA is adopting a new airworthiness directive (AD) for certain CFM International, S.A. (CFM) Model CFM56-2, CFM56-3, CFM56-5, CFM56-5B, CFM56-5C, and CFM56-7B engines. This AD was prompted by a report of electrical arcing on certain life-limited critical parts. This AD requires replacing certain compressor discharge pressure (CDP) seals, high-pressure compressor (HPC) stage 3 disks, and high-pressure turbine (HPT) rear shafts. This AD also prohibits installation of certain CDP seals, HPC stage 3 disks, and HPT rear shafts on any engine, and prohibits installation of any engine with certain CDP seals, HPC stage 3 disks, and HPT rear shafts installed on any airplane. The FAA is issuing this AD to address the unsafe condition on these products.

The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus SAS Model A300 B4-601, B4-603, B4-620, B4-622, B4-605R, B4-622R, C4-605R Variant F, F4-605R, and F4-622R airplanes, Model A310 series airplanes, Model A318, A319, A320, and A321-series airplanes, Model A330-200, -200 Freighter, and -300 series airplanes, Model A330- 841 and -941 airplanes, and Model A340-211, -212, -213, -311, -312, - 313, -541, and -642 airplanes. This proposed AD was prompted by reported occurrences of chemical oxygen generators failing to activate in service and during maintenance activities. This proposed AD would require replacing affected oxygen generators, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). This proposed AD would also prohibit the installation of affected parts. The FAA is proposing this AD to address the unsafe condition on these products.

The National Aeronautics and Space Administration (NASA) has adopted a final rule making inflation adjustments to civil monetary penalties within its jurisdiction. This final rule represents the annual 2024 inflation adjustments of monetary penalties. These adjustments are required by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015.

The Department of the Treasury's Office of Foreign Assets Control (OFAC) is publishing eight general licenses (GLs) issued pursuant to the Russian Harmful Foreign Activities Sanctions Regulations: GLs 88, 88A, 89, 90, 91, 91A, 92, and 93, each of which were previously made available on OFAC's website.

The Federal Communications Commission published a document in the Federal Register of March 13, 2024, concerning a rulemaking filed by Carolina Christian Broadcasting, Inc., licensee of WGGS-TV, channel 2, Greenville, South Carolina, requesting substitution of channel 29 for channel 2 at Greenville in the Table of TV Allotments. The document contained an incorrect effective date.

The Department of the Treasury's Office of Foreign Assets Control (OFAC) is publishing one general license (GL) issued pursuant to the Global Terrorism Sanctions Regulations: GL 29, which was previously made available on OFAC's website.

The Coast Guard is establishing a temporary safety zone for navigable waters within a 500-yard radius of the USS New Jersey during active dead ship tow operations. The USS New Jersey will be transiting from berth in Camden, NJ, to Paulsboro, NJ, and then over to the Navy Yard in Philadelphia, PA. The safety zone, which will only be enforced during active towing operations, is needed to protect personnel, vessels, and the marine environment from potential hazards created by the dead ship tow. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Delaware Bay.

In this document, the Federal Communications Commission (FCC or Commission) modifies its rules to promote improvement in the efficacy and quality of video relay service (VRS) supported by the Interstate Telecommunications Relay Services (TRS) Fund. The modifications: increase the portion of monthly VRS minutes that may be handled by communications assistants (CAs) working at home; reduce the amount of prior interpreting experience required of VRS CAs who work at home; and allow VRS providers to use contract CAs, subject to conditions, for up to 30% of their monthly call minutes. These changes increase providers' flexibility to hire communications assistants from a wider pool of qualified sign-language interpreters. The Commission also modifies its rules to improve the process for registered VRS users to place calls to the United States while traveling abroad.

USCIS is correcting a final rule that appeared in the Federal Register on January 31, 2024. The final rule amended DHS regulations to adjust certain immigration and naturalization benefit request fees charged by USCIS and made certain changes.

This action proposes to establish Class E airspace at Fort Yates, ND. The FAA is proposing this action due to the development of new public instrument procedures and to support instrument flight rule (IFR) operations.

The FAA proposes to adopt a new airworthiness directive (AD) for certain Bombardier, Inc., Model CL-600-2B16 (604 Variant) airplanes. This proposed AD was prompted by a report of sparking due to damaged wire insulation in the fueling adapter. This proposed AD would require inspecting the electrical wires attached to the airplane connector located behind the fuel scupper for damage, and all applicable related investigative and corrective actions. The FAA is proposing this AD to address the unsafe condition on these products.

The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD- 500-1A11 airplanes. This proposed AD was prompted by production flight test findings of several oxygen masks disconnected from their accompanying portable oxygen bottles. This proposed AD would require inspecting the portable oxygen bottles and reconnecting the masks to the accompanying portable oxygen bottles if not connected, as specified in a Transport Canada AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.

This final rule implements status quo harvest limits for the 2024 golden tilefish and blueline tilefish fisheries north of the North Carolina/Virginia border, shifts the recreational season for blueline tilefish to May 15 through November 14, and modifies regulations to reflect the January 1 start date of the golden tilefish fishing year. The action is necessary to establish allowable harvest levels and other management measures to prevent overfishing while allowing optimum yield, consistent with the Magnuson-Stevens Fishery Conservation and Management Act and the Tilefish Fishery Management Plan.

The Federal Election Commission (``Commission'' or ``FEC'') is issuing a Policy Statement to explain generally the ways by which the Commission intends to address Matters Under Review (``Matters'' or ``MURs'') at the initial stage of enforcement proceedings. This Policy Statement supersedes the Commission's prior Statement of Policy Regarding Commission Action in Matters at the Initial Stage in the Enforcement Process, published on Mar. 16, 2007. Under this Statement of Policy, the Commission generally will either dismiss a Matter or find ``reason to believe'' concerning an alleged violation.

The FAA is correcting an NPRM published on January 31, 2024. In that document, the FAA proposed to amend its regulations to revise certain aircraft maintenance inspection rules for small, corporate- sized, and unmanned aircraft. This document corrects errors in the preamble of that document.

This final rule amends the regulations governing the Section 184 Indian Housing Loan Guarantee Program (``Section 184 Program'') to strengthen the program by clarifying rules for stakeholders. As the program has experienced an increase in demand, it is necessary that HUD update the Section 184 Program implementing regulations to minimize potential risk and increase program participation by financial institutions. This final rule adds participation and eligibility requirements for Lender Applicants, Direct Guarantee Lenders, Non- Direct Guarantee Lenders, Holders and Servicers and other financial institutions. This final rule clarifies the rules governing Tribal participation in the program, establishes underwriting requirements, specifies rules on the closing and endorsement process, establishes stronger and clearer servicing requirements, establishes program rules governing claims submitted by Servicers and paid by HUD, and adds standards governing monitoring, reporting, sanctions, and appeals. This final rule adds new definitions and makes statutory conforming amendments, including the categorical exclusion of the Section 184 Program in HUD's environmental review regulations. Ultimately, the changes made by this final rule promote program sustainability, increase Borrower protections, and provide clarity for new and existing Lenders who participate in the program. This final rule follows the publication of a proposed rule on December 21, 2022, and takes into consideration the comments received in response to that proposed rule and during the Tribal consultations.

This action proposes special conditions for the Safran Electric & Power S.A. (Safran) Model ENGINeTM US100A1 electric engines that operate using electrical technology installed on the aircraft for use as an aircraft engine. These engines have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards applicable to aircraft engines. The design feature is the use of an electric motor, motor controller, and high-voltage systems as the primary source of propulsion for an aircraft. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These proposed special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

The Coast Guard is establishing a safety zone for the navigable waters of the Sector Maryland-National Capital Region Captain of the Port (COTP) Zone. It will be enforced, as needed, to ensure the safety of these waters in the event of hurricanes, tropical storms, and other storms with high winds. The rule provides for actions to be completed by industry and vessels within the COTP Zone before and after the landfall of hurricanes, tropical storms, and other severe weather events threatening the State of Maryland.

In this document, the Federal Housing Finance Agency (FHFA) provides notice that it issued Orders, dated March 13, 2024, with respect to stress test reporting as of December 31, 2023, under the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act), as amended by the Economic Growth, Regulatory Relief, and Consumer Protection Act (EGRRCPA). This action establishes Class E airspace extending upward from 700 feet above the surface at Green River Municipal Airport, Green River, UT, in support of the airport's transition from visual flight rules (VFR) to instrument flight rules (IFR) operations.

We, the U.S. Fish and Wildlife Service (Service), propose to remove the North Park phacelia (Phacelia formosula) from the Federal List of Endangered and Threatened Plants due to recovery. The best available scientific information indicates that threats to North Park phacelia identified at the time of listing in 1982 are not as significant as originally anticipated and are being adequately managed. Additionally, recent taxonomic studies have indicated that the species has four new populations and an expanded range in Colorado based on the inclusion of plants previously thought to be different species or subspecies. We find that delisting the species is warranted. Our review of the best available scientific and commercial data indicates that the threats to the North Park phacelia have been eliminated or reduced to the point that the species no longer meets the definition of an endangered or threatened species under the Endangered Species Act of 1973, as amended (Act). Accordingly, we propose to delist the North Park phacelia. We request information and comments from the public regarding this proposed rule and the draft post-delisting monitoring (PDM) plan for the North Park phacelia. If we finalize this rule as proposed, the prohibitions and conservation measures provided by the Act, particularly through sections 7 and 9, would no longer apply to the species.

The FAA is adopting a new airworthiness directive (AD) for certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD-500- 1A11 airplanes. This AD was prompted by a report of possible chafing of a power harness at fuselage frame (FR) 65. This AD requires rerouting the power harness, as specified in a Transport Canada AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.

This action corrects a typographic error in the final rule published in the Federal Register on March 7, 2024, amending the Class E airspace at Ebensburg, PA.
