This notice provides information regarding FTA's finding that it is appropriate to grant a Buy America nonavailability waiver to the Detroit Transportation Corporation (DTC) for the procurement of special trackwork turnout switch components needed for the DTC's People Mover that are not manufactured in the United States. Specifically, this waiver covers one pair of EN60E1A1 switch point rails and all appurtenances associated with its installation.

On October 17, 2024, the U.S. Department of Commerce (Commerce) published the preliminary results of changed circumstances reviews (CCRs) of the antidumping duty (AD) orders on circular welded non-alloy steel pipe (CWP), certain oil country tubular goods (OCTG), welded line pipe (WLP), and large diameter welded pipe (LDWP) from the Republic of Korea (Korea). For these final results, Commerce continues to find that Hyundai Steel Pipe Co., Ltd. (HSP) is the successor-in- interest to Hyundai Steel Company (Hyundai Steel), and that HSP is entitled to the AD cash deposit rates determined for Hyundai Steel with respect to entries of the subject merchandise in the above-referenced proceedings.

The Coast Guard is proposing to establish an annually recurring safety zone for certain waters of St. Louis Bay. This action is necessary to provide for the safety of life on these navigable waters near Bay St. Louis, MS during the Swim Across the Bay swim event. This proposed rulemaking would prohibit persons and vessels from being in the safety zone unless authorized by the Captain of the Port Mobile or a designated representative. We invite your comments on this proposed rulemaking.

Bonding Requirements When Filing an Appeal of a Bureau of Safety and Environmental Enforcement Civil Penalty
The Department of the Interior (Interior) is amending regulations administered by the Bureau of Safety and Environmental Enforcement (BSEE) regarding the bonding requirements for entities filing an appeal from a BSEE decision that assesses a civil penalty. The regulations will clarify that entities appealing a BSEE civil penalty decision to the Interior Board of Land Appeals (IBLA) must have a bond covering the civil penalty assessment amount for the IBLA to have jurisdiction over the appeal.

1,4-Dioxane; Supplement to the Risk Evaluation and Revised Unreasonable Risk Determination Under the Toxic Substances Control Act (TSCA); Notice of Availability
The Environmental Protection Agency (EPA or the Agency) is announcing the availability of the final supplement to the risk evaluation and revised unreasonable risk determination under the Toxic Substances Control Act (TSCA) for 1,4-dioxane. The purpose of risk evaluations under TSCA is to determine whether a chemical substance presents an unreasonable risk of injury to human health or the environment, without consideration of costs or non-risk factors, including unreasonable risk to potentially exposed or susceptible subpopulations identified as relevant to the risk evaluation by EPA, under the conditions of use. The Agency used the best available science to prepare this final supplement to the risk evaluation and has determined that 1,4-dioxane poses unreasonable risk to human health. Under TSCA, EPA must initiate risk management actions to address the unreasonable risk.
