Executive Office of the President; Transparency and Open Government
The President's January 21, 2009, memorandum entitled, Transparency and Open Government, directed the Chief Technology Officer, in coordination with the Office of Management and Budget (OMB) and the General Services Administration (GSA), to develop a set of recommendations that will inform an Open Government Directive. This directive will be issued by OMB and will instruct executive departments and agencies on specific actions to implement the principles set forth in the President's memorandum. Members of the public are invited to participate in the process of developing recommendations via email or the White House Web site at https://www.whitehouse.gov/open offering comments, ideas, and proposals about possible initiatives and about how to increase openness and transparency in government.
March 9, 2009 Presidential Memo on Scientific Integrity: Request for Public Comment
On March 9, 2009, the President issued a memorandum for the heads of executive departments and agencies on the subject of scientific integrity (https://www.whitehouse.gov/thepressoffice/ Memorandum-for-the-Heads-of-Executive-Departments-and-Agencie s-3-9-09/ ). The memorandum requires the Director of the Office of Science and Technology Policy (OSTP) to craft recommendations for Presidential action to ensure scientific integrity in the executive branch. This notice solicits public input to inform the drafting of those recommendations. The notice asks a series of questions to help guide the public in responding to this request.

The Aeronautics RDT&E Infrastructure Interagency Working Group (IIWG) of the Aeronautics Science and Technology Subcommittee (ASTS) of the National Science and Technology Council's (NSTC) Committee on Technology will hold a public meeting to discuss development of the National Aeronautics RDT&E Infrastructure Plan. Executive Order (E.O.) 13419National Aeronautics Research and Developmentsigned December 20, 2006, calls for the development of this plan. The plan is to be guided by both the National Aeronautics Research and Development (R&D) Policy and the National Plan for Aeronautics R&D and Related Infrastructure that were developed by the NSTC and approved by the President in 2006 and 2007 respectively.

Notice of Decision Under Section 127(f) of the Public Health Security and Bioterrorism Preparedness and Response Act of 2002
Notice is hereby given of the determination, under Section 127(f) of the Public Health Security and Bioterrorism Preparedness and Response Act of 2002 (the Act), to waive the requirements of Section 127(a) and (d) of the Act. Notice is also given that the Associated Decision Memorandum and an interagency technical analysis report are available on the Office of Science and Technology Policy (OSTP) Web site at https://www.ostp.gov/KI. Section 127(a) of the Act directed the President to establish a Potassium Iodide (KI) distribution program, under which State and local governments could receive KI tablets for distribution to the population in the 20 mile radius surrounding nuclear power plants (NPPs). The Nuclear Regulatory Commission (NRC) already has such a program for the 10 mile emergency planning zones surrounding NPPs, so Section 127(a) effectively extended that program to the 10-20 mile range. Through Section 127(f), Congress authorized the President to waive this distribution requirement if there exists ``an alternative and more effective prophylaxis or preventive measures for adverse thyroid conditions that may result from the release of radionuclides from nuclear power plants.'' On July 3, 2007, the President delegated the Section 127(f) waiver authority to the Director of the Office of Science and Technology Policy. On July 30, 2007, to help inform his decision, the OSTP Director requested the Federal Radiological Policy Coordinating Committee (FRPCC) to provide a technical evaluation of the issues surrounding Section 127. The FRPCC is an interagency organization, with membership from 17 Federal agencies, established to coordinate Federal responsibilities for assisting State and local governments in emergency planning and preparedness for peacetime nuclear emergencies. The FRPCC transmitted its final technical evaluation paper to the OSTP Director on October 23, 2007. On January 22, 2008, the OSTP Director executed his final decision pursuant to the Section 127(f) delegation. The OSTP Director's determination waived Section 127(f) because a more effective preventive measure does exist for the extended zone covered by the Act, namely avoidance of exposure altogether through evacuation of the potentially affected population and interdiction of contaminated food. Analysis of radiological release events that could lead to adverse thyroid conditions beyond the current 10 mile zone shows that limiting or avoiding exposure to radiation through these mechanisms is practical and much more effective than the administration of KI in the proposed extended zone.
National Science and Technology Council; Research Business Models Subcommittee of the Committee on Science
Effective with publication of this Notice in the Federal Register, research agencies will be able to utilize a new standard core set of administrative terms and conditions on research and research- related awards that are subject to OMB Circular A-110, ``Uniform Administrative Requirements for Grants and Agreements With Institutions of Higher Education, Hospitals, and Other Non-Profit Organizations'' (2 CFR part 215). This resulted from an initiative of the Research Business Models (RBM) Subcommittee of the Committee on Science (CoS), a committee of the National Science and Technology Council (NSTC). One of the RBM Subcommittee's priority areas is to create greater consistency in the administration of Federal research awards. Given the increasing complexity of interdisciplinary and interagency research, it has become increasingly important for Federal agencies to manage awards in a similar fashion. In 2000, the Federal Demonstration Partnership (FDP), a cooperative initiative among 10 Federal agencies and 98 institutional recipients of research funds, developed Standard Terms and Conditions as a model implementation of OMB Circular A-110. It was demonstrated that these terms were an effective set of requirements for many agency research awards. In 2005, following public and agency comment on the original FDP terms, final standard terms and conditions were developed by RBM. With this final notice, research agencies and awarding offices that participate in the FDP, must use the core set of administrative requirements, to the maximum practicable extent, in research and research-related grant awards to organizations that are subject to 2 CFR part 215. Likewise, agencies that have not participated in the FDP may elect to use these terms on selective awards to their research recipients. The Government-wide core set of administrative requirements are posted on the NSF Web site at: https://www.nsf.gov/bfa/dias/policy/rtc/ index.jsp. As changes are made in the future, NSF will maintain both the current version and an archive of earlier versions. Research agencies will post their plans for implementing the administrative requirements either on the RBM subcommittee Web site, https:// rbm.nih.gov, or on their own Web site, in which case the RBM subcommittee will provide a link from its site to the agency's location.

Agency Recognition of Multiple Principal Investigators on Federally Funded Research Projects
Many areas of today's research require multi-disciplinary teams in which the intellectual leadership of the project is shared among two or more individuals. To facilitate this team approach through recognition of the contributions of the team leadership members, OSTP issued a memorandum to all Federal research agencies on January 4, 2005, requiring them to formally allow more than one PI on individual research awards. The Federal agencies then sought input from the research communityscientists, research administrators, and organizations that represent components of the scientific communityon how best to implement this policy. This input was sought via a Request for Information published in the Federal Register on July 18, 2005 that posed a series of questions around core elements that will comprise each agency's implementation plan. The six core elements, to be posted on the Research Business Models (RBM) Web Site, include: (1) Statement of what constitutes a PI; (2) designation of contact PI; (3) application instructions for listing more than one PI; (4) PIs at different institutions; (5) access to award and review information; and (6) identification of all PIs in public data systems. The Supplementary Information section of this Notice provides background on the Research Business Models (RBM) Subcommittee of the Committee on Science (COS), the plan to recognize multiple PIs on Federal research projects, a summary of the responses to the Request for Information, and the government response to the comments submitted. Alignment of the Interagency Committee on Ocean Science and Resource Management Integration (ICOSRMI) and the National Ocean Research Leadership Council (NORLC)
At the April 27, 2007 joint meeting of the Interagency Committee on Ocean Science and Resource Management Integration (ICOSRMI) and the National Ocean Research Leadership Council (NORLC), the principals of both bodies formally voted and unanimously approved that the Interagency Committee on Ocean Science and Resource Management Integration (ICOSRMI) established by the U.S. Ocean Action Plan (OAP), shall also serve as the National Ocean Research Leadership Council (NORLC) established by the National Oceanographic Partnership Program (NOPP); and all actions taken by the ICOSRMI related to the NOPP shall be deemed actions of the NORLC, unless otherwise expressly stated by the ICOSRMI in writing. The intent of this action is to maintain the interagency progress made through NOPP, thus building on a decade of experience made possible through the program, while avoiding duplication of effort with the new governance structure of the OAP. NORLC and the other NOPP committees are now conducting business as their functionally equivalent OAP bodies. This action will align, simplify and strengthen the Federal ocean governance structures.

Draft National Assessment of Efforts To Predict and Respond to Harmful Algal Blooms in U.S. Waters
The Office of Science and Technology Policy (OSTP) publishes this notice to announce the availability of the Draft National Assessment of Efforts to Predict and Respond to Harmful Algal Blooms in U.S. Waters which was mandated by Congress in the Harmful Algal Bloom and Hypoxia Amendments Act of 2004 (Pub. L. 108-456). This report reviews and evaluates short term harmful algal bloom (HAB) prediction techniques, and identifies current prevention, control and mitigation (PCM) programs and research for freshwater, estuarine and marine HABs operating at the national, State, local and tribal level.
