In compliance with section 3507(a)(1)(D) of the Paperwork Reduction Act of 1995, the Office of the Secretary (OS), Department of Health and Human Services, has submitted an Information Collection Request (ICR), described below, to the Office of Management and Budget (OMB) for review and approval. The ICR is for renewal of the approved information collection assigned OMB control number 0945-0006, scheduled to expire on March 31, 2014. Comments submitted during the first public review of this ICR will be provided to OMB. OMB will accept further comments from the public on this ICR during the review and approval period.

The Secretary of Transportation is authorized to delegate functions, powers, and duties as the Secretary deems appropriate. This rule amends the existing delegations of authority by relocating the delegations to the Inspector General currently found in the Department's regulations on the Freedom of Information Act and updates the delegation of authority to the Inspector General to administer the Privacy Act for the Office of the Inspector General's records.

This notice makes the following corrections to the proposed rule that appeared in the February 26, 2014 Federal Register entitled ``Voluntary 2015 Edition Electronic Health Record (EHR) Certification Criteria; Interoperability Updates and Regulatory Improvements'': Corrects the preamble text and gap certification table for four certification criteria that were omitted from the list of certification criteria eligible for gap certification for the 2015 Edition EHR certification criteria; and provides information on inactive web links that appear in the proposed rule.

The Office of the Secretary of Defense proposes to alter a system of records, DWHS E01 DoD, entitled ``DoD Federal Docket Management System (DoD FDMS)'', in its inventory of record systems subject to the Privacy Act of 1974, as amended. This system will permit the Department of Defense to identify individuals who have submitted comments in response to DoD rule making documents or notices so that communications or other actions, as appropriate and necessary, can be effected, such as a need to seek clarification of the comment, a direct response is warranted, and for such other needs as may be associated with the rule making or notice process.

The Defense Finance and Accounting Service is amending a system of records notice, T7335, entitled ``Defense Civilian Pay System (DCPS)'' in its existing inventory of record systems subject to the Privacy Act of 1974, as amended. This system is used to accurately compute individual employee's pay entitlements, withhold required and authorized deductions and issue payments for amounts due.

The Defense Finance and Accounting Service is amending a system of records notice, T7205a, entitled ``Defense Business Management System (DBMS)'' in its existing inventory of record systems subject to the Privacy Act of 1974, as amended. This system will provide a means of reconciling financial records and/or compilation of data and reports for management studies and statistical analyses.

In accordance with the Privacy Act of 1974, as amended, the U.S. Department of Agriculture (USDA) gives notice of deletion of an existing system of records, USDA/OES-1, Enterprise Content Management, and the creation of two new systems of records entitled USDA/OES-2, Correspondence and Document Management System, and USDA/RD-2, Enterprise Content Management.

This final rule establishes the Basic Health Program (BHP), as required by section 1331 of the Affordable Care Act. The BHP provides states the flexibility to establish a health benefits coverage program for low-income individuals who would otherwise be eligible to purchase coverage through the Affordable Insurance Exchange (Exchange, also called Health Insurance Marketplace). The BHP complements and coordinates with enrollment in a QHP through the Exchange, as well as with enrollment in Medicaid and the Children's Health Insurance Program (CHIP). This final rule also sets forth a framework for BHP eligibility and enrollment, benefits, delivery of health care services, transfer of funds to participating states, and federal oversight. Additionally, this final rule amends another rule issued by the Secretary of the Department of Health and Human Services (Secretary) in order to clarify the applicability of that rule to the BHP.

This system manages and reconciles cash disbursements, reimbursements, collections, and receipts department-wide.

On Monday, February 24, 2014 (79 FR 10128-10129), the Department of Defense published a notice announcing a meeting of the Independent Review Panel on Military Medical Construction Standards (``the Panel''), which was scheduled for Monday-Tuesday, March 3-4, 2014. This notice announces the cancellation of the March 3, 2014 meeting. Due to the inclement weather and the government's decision to close Federal offices in the Washington DC area, the scheduled Panel meeting on March 3, 2014 is cancelled.
