The Per Diem, Travel and Transportation Allowance Committee is publishing Civilian Personnel Per Diem Bulletin Number 288. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 288 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

The President has directed the Secretary of Commerce to evaluate a set of incentives designed to promote participation in a voluntary program to be established by the Secretary of Homeland Security to support the adoption by owners and operators of critical infrastructure and other interested entities of the Cybersecurity Framework being developed by the National Institute of Standards and Technology (NIST). The evaluation will include analysis of the benefits and relative effectiveness of such incentives, and whether the incentives would require legislation or can be provided under existing law and authorities to participants in the Program. The Department of Commerce (Department) will use input received in response to this Notice to inform its recommendations, which will focus on incentives for critical infrastructure owners. In addition, the Department may use this input to develop a broader set of recommendations that apply to U.S. industry as a whole.

In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), this notice announces the Office of Homeland Security and Emergency Coordination's (OHSEC) intention to request an extension for and revision to a currently approved information collection for US Department of Agriculture (USDA) Personal Identity Verification (PIV) Request for Credential, the USDA Homeland Security Presidential Directive 12 (HSPD-12) program. HSPD-12 establishes a mandatory, Government-wide standard for secure and reliable forms of identification (credentials) issued by the Federal Government to its Federal Employees, Non-Federal employees and contractors. The Office of Management and Budget (OMB) mandated that these credentials be issued to all Federal Government employees, contractors, and other applicable individuals who require long-term access to federally controlled facilities and/or information systems. The HSPD-12 compliant program is jointly owned and administered by the Office of the Chief Information Officer (OCIO) and OHSEC.

DoD has completed their review and response to comments received in connection with the Defense Personal Property Program (DP3) Phase III Direct Procurement Method (DPM) business rules. All identified changes will be incorporated into the final DPM business rules. The committee may be asked to provide advice on the implementation of labor provisions of other FTAs to which the United States may be a party or become a party. As required under the National Environmental Policy Act (NEPA) (42 U.S.C. 4321 et seq.), an environmental assessment (EA) has been prepared to assess the potential environmental impacts associated with the proposed action to continue DLA Energy's current domestic mobility fuel purchase programs. DLA Energy currently operates two programs for mobility fuel contracts, Direct Delivery Fuels (DDF) and Bulk Petroleum, which were considered as part of the EA. The EA also analyzed the no-action alternative. Based on the analysis in the EA, DLA Energy has determined that the proposed action is not a major federal action significantly affecting the quality of the human environment within the context of NEPA. Therefore, the preparation of an environmental impact statement (EIS) is not required.

USDA published a proposed rule in the Federal Register on June 25, 2012, which would have added reporting for pork (fresh, chilled, or frozen muscle cuts/whether or not boxed) and distillers dried grain (DDG) to the Export Sales Reporting Requirements (ESR). Under that proposed rule, all exporters of U.S. pork and DDG would have been required to report on a weekly basis, information on the export sales of pork and DDG to the Foreign Agricultural Service (FAS). This final rule implements the requirement to report weekly export sales of pork, but does not implement the requirement to report weekly export sales of DDG at this time.

This notice is to advise interested parties of the termination of a Military Health System (MHS) demonstration project entitled ``Disease Management Demonstration Project for TRICARE Standard Beneficiaries.'' The demonstration provided disease management (DM) services to TRICARE Standard beneficiaries who are not eligible to receive some DM-like services under the basic benefit regulations. TRICARE began the demonstration project in March 2007 for Standard beneficiaries and this demonstration project has enabled the MHS to evaluate the programs and identify ways to improve the provision of effective services by detecting strengths and weaknesses of the programs, as well as evidence of best practices. As the TRICARE Management Activity (TMA) chose a phased approach, the demonstration was extended twice, on March 16, 2009 (74 FR 11089-11090), and again on March 4, 2011 (76 FR 12081-12082), to allow time for all program evaluations. TMA intends to continue to provide DM services to eligible TRICARE beneficiaries through strategies based on evidence-based best practices, beneficiary's needs, plan category, and location of health care provision.

The Board serves as an oversight body to the non-profit organization and must consist of no more than five members that will include two representatives selected by the Secretary and two representatives selected by the Plaintiff, and one representative selected by the non-profit organization. Forestry Research Advisory Council

The Department of Agriculture intends to re-establish the Forestry Research Advisory Council (Council). In accordance with provisions of Section 1441(c) of the Agriculture and Food Act of 1981 (Pub. L. 97-98), and the Federal Advisory Committee Act (FACA), (5 U.S.C. App. 2), the Council is being re-established to provide advice to the Secretary of Agriculture on accomplishing efficiently the purposes of the Act of October 10, 1962 (16 U.S.C. 582a, et seq.), commonly known as the McIntire-Stennis Act of 1962. The Council also provides advice relative to the Forest Service research program, authorized by the Forest and Rangeland Renewable Resources Research Act of 1978 (Pub. L. 95-307, 92 Stat.353, as amended; 16 U.S.C. 1600 (note)). Therefore, the Secretary of Agriculture is seeking nominations to fill six vacancies on the Council, and five additional vacancies that will occur when current appointments expire in December 2013.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to establish a new system of records titled, ``Department of Homeland Security, U.S. Customs and Border Protection, DHS/CBP-018 Customs Trade Partnership Against Terrorism System of Records.'' This system of records allows the Department of Homeland Security/U.S. Customs and Border Protection, DHS/CBP-018, Customs-Trade Partnership Against Terrorism to collect and maintain records about members of the trade community related to Customs and Border Protection's Customs-Trade Partnership Against Terrorism program. Businesses accepted into the program, called partners, agree to analyze, measure, monitor, report, and enhance their supply chains in exchange for greater security and facilitated processing offered by Customs and Border Protection. The Customs-Trade Partnership Against Terrorism program allows Customs and Border Protection to focus its resources on higher risk businesses and thereby assists the agency in achieving its mission to secure the border and facilitate the movement of legitimate international trade. This new system of records collects and manages information, including personally identifiable information, about prospective, ineligible, current, or former trade partners in Customs-Trade Partnership Against Terrorism, and other entities and individuals in their supply chains. This system also collects and maintains information, including personally identifiable information, regarding members of a foreign government secure supply chain program that have been recognized by Customs and Border Protection, through a mutual recognition arrangement or comparable arrangement, as being compatible with the program. The Customs-Trade Partnership Against Terrorism program provides a Security Link Portal, which allows partners and applicants to access and manage their information. Customs and Border Protection is publishing this new system of records notice in order to notify the public about the system, permit trade partners access to the information they provide, and offer a description of how and where information is collected and maintained. Additionally, the Department of Homeland Security is issuing a Notice of Proposed Rulemaking elsewhere in the Federal Register, to exempt this system of records from certain provisions of the Privacy Act. This newly established system will be included in the Department of Homeland Security's inventory of record systems.
