The U.S. Nuclear Regulatory Commission (NRC) has received a license amendment application from the licensee, Cimarron Environmental Response Trust (CERT) for the Cimarron Facility, located in Logan County, Oklahoma. The license authorizes possession of Byproduct, Source, and Special Nuclear Material (SNM-928). CERT requested approval of its proposed Facility Decommissioning Plan (DP), Rev. 1 for the Cimarron Facility in Guthrie, Oklahoma and incorporation of the DP into its license by license amendment. The requested license amendment would also: Revise to the possession limit; change the description of the licensed site; eliminate License Conditions that are no longer applicable; and incorporate a revised Radiation Protection Program into the license. The requested license amendment is necessary for CERT to complete the remaining decommissioning activities needed for NRC to release the Cimarron site for unrestricted use. The requested license amendment is also necessary to ultimately terminate Special Materials License SNM-928; however, license termination is a separate action that requires a separate application from CERT and a separate NRC finding that the site is suitable for release.

The U.S. Nuclear Regulatory Commission (NRC) is issuing a Confirmatory Order to Prime NDT Services, Inc. (Prime NDT) to memorialize the agreement reached during an alternative dispute resolution mediation session held on January 10, 2019, with additional communication on January 23, 2019, and January 29, 2019, and March 12- 14, 2019. This Order will resolve any issues identified during a reactive NRC inspection that evaluated the circumstances of the September 1, 2018, theft of a vehicle that Prime NDT was using to transport a radiography camera in Ripley, West Virginia. The vehicle and camera were recovered about three hours later, and there was no actual impact to public health and safety. However, as documented in the subject inspection report, the NRC identified one or more apparent violations associated with the event. Because the apparent violation(s) pertain to security-related information, the number and details are not publicly-available. The Confirmatory Order is effective upon issuance.

The U.S. Nuclear Regulatory Commission (NRC) is issuing Regulatory Issue Summary (RIS) 2019-01, ``Clarification of Export Reporting Requirements for Nuclear Facilities, Equipment, and Non- Nuclear Materials.'' This RIS is intended to clarify the reporting requirements for certain exports of nuclear facilities, equipment, and non-nuclear materials. The NRC's regulations state, in part, that licensees exporting nuclear facilities, equipment, and certain non- nuclear materials under a general or specific license during the previous quarter must submit reports by January 15, April 15, July 15, and October 15 of each year on DOC/NRC Forms AP-M or AP 13, and associated forms. The RIS includes information relating to this reporting requirement and clarifies that the quarterly reporting requirement is in addition to, and not obviated by, the separate NRC annual reporting requirement in its regulations.

This notice is to advise the public of the issuance of a Memorandum of Understanding (MOU) between the U.S. Nuclear Regulatory Commission (NRC) and the Mississippi State Department of Health (MSDH), an agency of the State of Mississippi. The MOU provides the basis for mutually agreeable procedures whereby the Mississippi State Department of Health may utilize the NRC Emergency Response Data System (ERDS) to receive data from a commercial nuclear power plant, for which any part of the plant's 10-mile Emergency Planning Zone lies within the State of Mississippi.

The U.S. Nuclear Regulatory Commission (NRC) is undertaking activities to implement the Nuclear Energy Innovation and Modernization Act (NEIMA) and develop a report identifying best practices for establishment and operation of local community advisory boards associated with decommissioning activities, including lessons learned from existing boards. As part of developing the report, the NRC will host a minimum of ten public meetings to consult with host States, communities within the emergency planning zone of a nuclear power reactor, and existing local community advisory boards. The NRC is seeking stakeholder input to inform the selection of public meeting locations.
