NPF-91 and NPF-92, respectively. The COLs were issued to Southern Nuclear Operating Company, Inc., and Georgia Power Company; Oglethorpe Power Corporation; MEAG Power SPVM, LLC; MEAG Power SPVJ, LLC; MEAG Power SPVP, LLC; and the City of Dalton, Georgia (the licensee), for construction and operation of the Vogtle Electric Generating Plant (VEGP), Units 3 and 4, located in Burke County, Georgia. The granting of the exemption allows the changes to Tier 1 information asked for in the amendment. Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.

Revision 4 addresses issues that were identified after Revision 3 was issued in December 2016. Revision 4 reinstates the long-standing staff position concerning a licensee's consideration of prior occupational dose when making prospective occupational dose monitoring determinations. Revision 4 retains the guidance from Revision 3 on completing NRC Form 4, ``Cumulative Occupational Dose History,'' and NRC Form 5, ``Occupational Dose Record for a Monitoring Period.''

The U.S. Nuclear Regulatory Commission (NRC) has received an application from Centrus Energy Corp. (Centrus) to amend Material License Number SNM-7003 to authorize decommissioning of its American Centrifuge Lead Cascade Facility (LCF) located in Piketon, Ohio. The NRC has accepted the application for technical review and evaluation of the decommissioning plan. As all materials and equipment at the LCF were previously removed and dispositioned offsite under the authority of Centrus' existing license, the NRC's review of the decommissioning plan is limited to (1) decommissioning funding, (2) dose assessment and derived concentration guideline levels and methodology, and (3) final status survey design in accordance with the Multi-Agency Radiation Survey and Site Investigation Manual. In order to inform its review of these remaining issues, the NRC is soliciting comments from affected parties.

The U.S Nuclear Regulatory Commission (NRC) and the U.S. Army Corps of Engineers (USACE), Nashville District, are issuing for public comment NUREG-2226, ``Environmental Impact Statement for the Early Site Permit (ESP) for the Clinch River Nuclear (CRN) Site: Draft Report for Comment.'' The site is located in Roane County, Tennessee, along the Clinch River, approximately 25 miles west-southwest of downtown Knoxville, Tennessee. The purposes of this notice are to inform the public that the NRC staff has issued a draft environmental impact statement (DEIS) as part of the review of the application for the ESP and to provide the public with an opportunity to comment on the DEIS process as defined in the regulations.

The U.S. Nuclear Regulatory Commission (NRC) is issuing the final Revision 2 to Japan Lessons-Learned Division Interim Staff Guidance (JLD-ISG), JLD-ISG-2012-01, ``Compliance with Order EA-12-049, Order Modifying Licenses with Regard to Requirements for Mitigation Strategies for Beyond-Design-Basis External Events.'' This ISG provides guidance and clarification to assist nuclear power reactor licensees with the identification of measures needed to comply with requirements to mitigate challenges to key safety functions. These requirements are contained in Order EA-12-049, ``Order Modifying Licenses with Regard to Requirements for Mitigation Strategies for Beyond-Design-Basis External Events.''
