The U.S. Nuclear Regulatory Commission (NRC or Commission), is withdrawing Regulatory Guide (RG)1.182, Revision (Rev.) 0, ``Assessing and Managing Risk Before Maintenance Activities at Nuclear Power Plants,'' published in May 2000. The document is redundant due to the inclusion of its subject matter in Rev. 3 of RG 1.160, ``Monitoring the Effectiveness of Maintenance at Nuclear Power Plants.''

Preoperational Testing of Onsite Electric Power Systems To Verify Proper Load Group Assignments, Electrical Separation, and Redundancy
The U.S. Nuclear Regulatory Commission (NRC or the Commission) is issuing for public comment draft regulatory guide (DG), DG-1294, ``Preoperational Testing of On-Site Electric Power Systems to Verify Proper Load Group Assignments, Electrical Separation, and Redundancy.'' DG-1294 is proposed Revision 1 of RG 1.41, dated March 1973. This revision expands the scope of the guide to encompass preoperational testing of electrical power systems used to meet current Station Blackout regulations, time requirements for startup and alignment of emergency power sources, and testing requirements for facilities licensed under 10 CFR Part 52.
Supplemental Environmental Impact Statement for Proposed Dewey-Burdock In-Situ Uranium Recovery Project in Custer and Fall River Counties, SD
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft Supplemental Environmental Impact Statement (Draft SEIS) for the Dewey-Burdock In-Situ Uranium Recovery (ISR) Project in Custer and Fall River Counties, South Dakota. The Draft SEIS is Supplement 4 to NUREG-1910, ``Generic Environmental Impact Statement for In-Situ Leach Uranium Milling Facilities,'' May 2009. By letter dated August 10, 2009, Powertech USA, Inc. (Powertech) submitted an application to the NRC for a new source materials license for the Dewey-Burdock ISR Project. Powertech is proposing to recover uranium from the Dewey-Burdock Project site using an in-situ recovery process.

Information pertaining to the requirement to be submitted: 1. The title of the information collection: NRC Form 664, General Licensee Registration. 2. Current OMB approval number: 3150-0198. 3. How often the collection is required: Annually. 4. Who is required or asked to report: General Licensees of the NRC who possess certain generally licensed devices subject to annual registration authorized pursuant to Sec. 31.5 of the Code of Federal Regulations (10 CFR). 5. The number of annual respondents: 633. 6. The number of hours needed annually to complete the requirement or request: 211 hours. 7. Abstract: NRC Form 664 is used by NRC general licensees to make reports regarding certain generally licensed devices subject to annual registration. The registration program allows NRC to better track general licensees, so that they can be contacted or inspected as necessary, and to make sure that generally licensed devices can be identified even if lost or damaged. Also, the registration program ensures that general licensees are aware of and understand the requirements for the possession, use and disposal of devices containing byproduct material. Greater awareness helps to ensure that general licensees will comply with the regulatory requirements for proper handling and disposal of generally licensed devices and would reduce the potential for incidents that could result in unnecessary radiation exposure to the public and contamination of property. Representatives of States or Indian tribes must submit a statement of their authority to act in such a representative capacity. The information submitted by the States and Indian tribes is used by the Director of the Office of Nuclear Material Safety and Safeguards as a basis for decisions about the commitment of NRC staff resources to the consultation and participation efforts. The NRC anticipates conducting a public rulemaking to revise portions of 10 CFR part 60 in the near future (i.e., within the next 5 years). If, as part of this rulemaking, revisions are made affecting the information collection requirements, the NRC will follow OMB requirements for obtaining approval for any revised information collection requirements. Retrospective Review Under Executive Order 13579
The U.S. Nuclear Regulatory Commission (NRC or the Commission) is making available its draft Plan for the retrospective analysis of its existing regulations. The draft Plan describes the processes and activities that the NRC uses to determine whether any of its regulations should be modified, streamlined, expanded, or repealed. This action is part of the NRC's voluntary implementation of Executive Order (E.O.) 13579, ``Regulation and Independent Regulatory Agencies,'' issued by the President on July 11, 2011. The NRC is requesting public comment on the draft Plan at this time. This request for comment is solely for information and program-planning purposes. The NRC will consider the comments submitted and may use them, as appropriate, in the preparation of a final retrospective review plan; however, the NRC does not anticipate responding to individual comments.

Who is required or asked to report: All specific licensees who manufacture or initially transfer items containing byproduct material for sale or distribution to general licensees, or persons exempt from licensing, medical use product distributors to specific licensees, and those requesting a certificate of registration for a sealed source and/ or device. 5. The number of annual respondents: 959 (246 NRC licensees and registration certificate holders and 713 Agreement State licensees and registration certificate holders). 6. The number of hours needed annually to complete the requirement or request: 164,540 (16,346 reporting hours, 148,093 recordkeeping hours, and 101 third-party disclosures hours). 7. Abstract: Part 32 of Title 10 of the Code of Federal Regulations (10 CFR), establishes requirements for specific licenses for the introduction of byproduct material into products or materials and transfer of the products or materials to general licensees, or persons exempt from licensing, medical use product distributors to specific licensees, and those requesting a certificate of registration for a sealed source and/or device. It also prescribes requirements governing holders of the specific licenses. Some of the requirements are for information which must be submitted in an application for a certificate of registration for a sealed source and/or device, records which must be kept, reports which must be submitted, and information which must be forwarded to general licensees and persons exempt from licensing. This guide describes a method that the NRC staff considers acceptable for combining modal responses and spatial components in seismic response analysis of nuclear power plant structures, systems, and components that are important to safety.

The Armed Forces Radiobiology Research Institute TRIGA Reactor: Facility Operating License No. R-84
The U.S. Nuclear Regulatory Commission (NRC) is considering an application for the renewal of Facility Operating License No. R-84 (Application), which currently authorizes the Armed Forces Radiobiology Research Institute (the licensee) to operate the Armed Forces Radiobiology Research Institute (AFFRI) TRIGA Reactor at a maximum steady-state thermal power of 1.1 megawatts (MW). The renewed license would authorize the licensee to operate the AFFRI TRIGA Reactor up to a steady-state thermal power of 1.1 MW for an additional 20 years from the date of issuance.

Content Specifications and Shielding Evaluations for Type B Transportation Packages

Privacy Act of 1974; Republication of Systems of Records Notices
The Nuclear Regulatory Commission (NRC) has conducted a comprehensive review of all its Privacy Act systems of records notices. The NRC is revising and republishing all its systems of records notices as a result of this review. The revisions are minor corrective and administrative changes that do not meet the threshold criteria established by the Office of Management and Budget (OMB) for either a new or altered system of records.

The U.S. Nuclear Regulatory Commission (NRC or the Commission) is giving notice that by petition dated July 10, 2012, Mr. David Lochbaum (the petitioner) and two copetitioners on behalf of the North Carolina Waste Awareness & Reduction Network, the Nuclear Information and Resource Service, and the Union of Concerned Scientists have requested that the NRC take action with regard to Brunswick Steam Electric Plant, Units 1 and 2 (Brunswick).
