Notice is hereby given that the U.S. Nuclear Regulatory Commission (NRC or the Commission) has published the Final Environmental Impact Statement (EIS) for the proposed International Isotopes Fluorine Extraction Process and Depleted Uranium Deconversion Plant (INIS) in Lea County, New Mexico. On December 30, 2009, International Isotopes Fluorine Products, Inc. (IIFP), a wholly-owned subsidiary of International Isotopes, Inc., submitted a license application that proposes the construction, operation, and decommissioning of a fluorine extraction and depleted uranium deconversion facility (the ``proposed action''). IIFP proposes to locate the facility near Hobbs, New Mexico.

The U.S. Nuclear Regulatory Commission (NRC or the Commission) is issuing for public comment draft regulatory guide (DG), DG-1209, ``Software Requirement Specifications for Digital Computer Software and Complex Electronics used in Safety Systems of Nuclear Power Plants.'' The DG-1209 is proposed Revision 1 of RG 1.172, dated September 1997. This revision endorses, with clarifications, the enhanced consensus practices for testing of computer software as described in the American National Standards Institute and Institute of Electrical and Electronics Engineers (ANSI/IEEE) Standard 830-1998, ``IEEE Recommended Practice for Software Requirements Specifications.''

The U.S. Nuclear Regulatory Commission (NRC or the Commission) is issuing for public comment draft regulatory guide (DG), DG-1207, ``Test Documentation for Digital Computer Software used in Safety Systems of Nuclear Power Plants.'' The DG-1207 is proposed Revision 1 of RG 1.170, dated September 1997. This revision endorses, with clarifications, the enhanced consensus practices for test documentation for software and computer systems as described in the Institute of Electrical and Electronics Engineers (IEEE) Standard 829-2008, ``IEEE Standard for Software and System Test Documentation.''

The U.S. Nuclear Regulatory Commission (NRC or the Commission) is issuing for public comment draft regulatory guide (DG), DG-1267, ``Verification, Validation, Reviews, and Audits for Digital Computer Software used in Safety Systems of Nuclear Power Plants.'' The DG-1210 is proposed Revision 2 of Regulatory Guide (RG) 1.168, dated February 2004. This revision endorses, with clarifications and exceptions, the consensus practices for complying with NRC regulations promoting the development of, and compliance with, software verification and validation reviews and audits described in the Institute of Electrical and Electronics Engineers (IEEE) Standard 1012- 2004, ``IEEE Standard for Software Verification and Validation'' and IEEE Standard 1028-2008, ``IEEE Standard for Software Reviews and Audits.'' The NRC is soliciting stakeholder feedback on the following questionShould RG 1.168 be revised to endorse IEEE Std. 1012-2012 rather than IEEE Std. 1012-2004? IEEE Std. 1012-2012 expands the scope of IEEE Std. 1012-2004 to include verification and validation (V&V) task guidance for systems, software and hardware while IEEE Std. 1012- 2004 only provides software V&V task guidance.

The U.S. Nuclear Regulatory Commission (the Commission or NRC) has granted the request of STP Nuclear Operating Company (the licensee) to withdraw its application dated June 2, 2011 (ADAMS Accession No. ML11161A143), as supplemented by letters dated August 1, 2011, March 8, 2012, March 22, 2012, April 3, 2012 (ADAMS Accession Nos. ML11221A230, ML12079A038, ML12089A023, and ML12101A223, respectively), and May 3, 2012,\1\ for proposed amendment to Facility Operating License Nos. NPF- 76 and NPF-80 for the South Texas Project (STP), Units 1 and 2, located in Matagorda County, Texas.

We are required to publish this notice in the Federal Register under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). Information pertaining to the requirement to be submitted: 1. The title of the information collection: Nuclear Material Events Database (NMED) for the Collection of Event Report, Response, Analyses, and Follow-up Data on Events Involving the Use of Atomic Energy Act (AEA) Radioactive Byproduct Material. 2. Current OMB approval number: 3150-0178. 3. How often the collection is required: On occasion. Agreement States are requested to provide copies of licensee nuclear material event reports electronically or by hard copy to the NRC within 30 days of receipt from their licensee. In addition, Agreement States are requested to report events that may pose a significant health and safety hazard to the NRC Headquarters Operations Officer within 24 hours of notification by an Agreement State licensee. 4. Abstract: NRC regulations require NRC licensees to report incidents and events involving the use, transportation and security of radioactive byproduct material, and source material, such as those involving radiation overexposures, leaking or contaminated sealed source(s), release of excessive contamination of radioactive material, lost or stolen radioactive material, equipment failures, abandoned well logging sources, and medical events. Agreement State licensees are also required to report these events to their individual Agreement State regulatory authorities under compatible Agreement State regulations. The NRC is requesting that the Agreement States provide information to NRC on the initial notification, response actions, and follow-up investigations on events involving the use (including suspected theft or terrorist activities) of nuclear materials regulated pursuant to the Atomic Energy Act. The event information should be provided in a uniform electronic format, for assessment and identification of any facilities/site specific or generic safety concerns that could have the potential to impact public health and safety. The identification and review of safety concerns may result in lessons learned, and may also identify generic issues for further study which could result in proposals for changes or revisions to technical or regulatory designs, processes, standards, guidance, or requirements. The U.S. Nuclear Regulatory Commission (NRC or the Commission) plans to conduct a workshop on performance assessments of near-surface low-level radioactive waste (LLW) disposal facilities. The workshop has been developed to facilitate communication among Federal and State agencies, industry representatives, contractors, and members of the public on three aspects of a performance assessment: (1) Features, Events, and Processes (FEPs) analysis, (2) the development of scenarios and conceptual models, and (3) the selection of computer codes. Information gathered from invited subject matter experts, stakeholders, and other interested members of the public will be used to improve guidance on performance assessments for near-surface disposal of LLW.

The U.S. Nuclear Regulatory Commission (NRC or the Commission) is amending its adjudicatory rules of practice. This rule makes changes to the NRC's adjudicatory process that the NRC believes will promote fairness, efficiency, and openness in NRC adjudicatory proceedings. This rule also corrects errors and omissions that have been identified since the major revisions to the NRC's rules of practice in early 2004.

The U.S. Nuclear Regulatory Commission (NRC) is issuing the final License Renewal Interim Staff Guidance (LR-ISG), LR-ISG-2011-03, ``Changes to GALL Report Revision 2 Aging Management Program (AMP) XI.M41, `Buried and Underground Piping and Tanks'.'' This LR-ISG provides changes to the recommendations in GALL Report Revision 2 AMP XI.M41 based on the staff's review of several license renewal applications' buried and underground piping and tanks AMPs and stakeholder input. The LR-ISG revises NRC staff recommended AMPs in NUREG-1801, Revision 2, ``Generic Aging Lessons Learned (GALL) Report,'' and the NRC staff's aging management review procedure and acceptance criteria contained in NUREG-1800, Revision 2, ``Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants'' (SRP-LR). The NRC published Revision 2 of the SRP-LR and GALL Report in December 2010, and they are available in the NRC's Agencywide Documents Access and Management System (ADAMS) under Accession Nos. ML103490041 and ML103490036, respectively.

The title of the information collection: Title 10 of the Code of Federal Regulations (10 CFR) Part 60, ``Disposal of High-Level Radioactive Wastes in Geologic Repositories.'' 2. Current OMB approval number: 3150-0127. 3. How often the collection is required: The information need only be submitted one time. 4. Who is required or asked to report: State or Indian tribes, or their representatives, requesting consultation with the NRC staff regarding review of a potential high-level radioactive waste geologic repository site, or wishing to participate in a license application review for a potential geologic repository (other than a potential geologic repository site at Yucca Mountain, Nevada, which is regulated under 10 CFR part 63. 5. The number of annual respondents: 1; however, none are expected in the next 3 years. 6. Abstract: Part 60 of 10 CFR requires States and Indian tribes to submit certain information to the NRC if they request consultation with the NRC staff concerning the review of a potential repository site, or wish to participate in a license application review for a potential repository (other than the Yucca Mountain, Nevada site, which is regulated under 10 CFR part 63). Representatives of States or Indian tribes must submit a statement of their authority to act in such a representative capacity. The information submitted by the States and Indian tribes is used by the Director of the Office of Nuclear Material Safety and Safeguards as a basis for decisions about the commitment of NRC staff resources to the consultation and participation efforts. The NRC anticipates conducting a public rulemaking to revise portions of 10 CFR part 60 in the near future (i.e., within the next 5 years). If, as part of this rulemaking, revisions are made affecting the information collection requirements, the NRC will follow OMB requirements for obtaining approval for any revised information collection requirements.
