The U.S. Nuclear Regulatory Commission (NRC) is correcting a notice appearing in the Federal Register on September 29, 2011 (76 FR 60557), that noticed the availability of the Environmental Assessment (EA) and Finding of No Significant Impact for a materials license amendment submitted by Westinghouse Electric Company, LLC, Hematite Decommissioning Project. This action is necessary to correct the NRC's Agencywide Documents Access and Management System (ADAMS) accession number for the EA contained in Section II, ``EA Summary,'' and Section IV, ``Further Information''.

As part of the consolidated line item improvement process (CLIIP), the U.S. Nuclear Regulatory Commission (NRC) is announcing the availability of the model safety evaluation (SE) for plant-specific adoption of Technical Specifications (TS) Task Force (TSTF) Traveler TSTF-510, Revision 2, ``Revision to Steam Generator [(SG)] Program Inspection Frequencies and Tube Sample Selection.'' TSTF-510, Revision 2, is available in the Agencywide Documents Access and Management System (ADAMS) under Accession Number ML110610350, and includes a model application. The proposed change revises the Improved Standard Technical Specification (ISTS), NUREGs-1430, -1431, and -1432, Specification 5.5.9, ``Steam Generator (SG) Program,'' Specification 5.6.7, ``Steam Generator Tube Inspection Report,'' and the SG Tube Integrity specification (Limiting Condition for Operation (LCO) 3.4.17, LCO 3.4.20, and LCO 3.4.18 in ISTS NUREG-1430, -1431, and -1432, respectively). The proposed changes are necessary to address implementation issues associated with the inspection periods, and address other administrative changes and clarifications. The model SE will facilitate expedited approval of plant-specific adoption of TSTF- 510, Revision 2. This TS improvement is part of the CLIIP.

Notice is hereby given that the U.S. Nuclear Regulatory Commission (NRC) is issuing a final environmental assessment (EA) regarding the proposed renewal of NRC special nuclear material license SNM-124 (License SNM-124), which authorizes operations at the Nuclear Fuel Services, Inc. (NFS) fuel fabrication facility in Erwin, Tennessee. On June 30, 2009, NFS submitted to the NRC an application requesting that License SNM-124 be renewed for a 40-year period. The EA makes a finding of no significant impact (FONSI) regarding the proposed action.

On September 6, 2011 (76 FR 55137), the U.S. Nuclear Regulatory Commission (NRC) re-issued Draft Regulatory Guide, DG-1278, ``Monitoring the Effectiveness of Maintenance at Nuclear Power Plants,'' in the Federal Register for a 60 day public comment period. The NRC is extending the public comment period for DG-1278 from October 31, 2011 to November 11, 2011. This guide endorses Revision 4A to Nuclear Management and Resources Council (NUMARC) 93-01, ``Industry Guideline for Monitoring the Effectiveness of Maintenance at Nuclear Power Plants,'' which provides methods that are acceptable to the NRC staff for complying with the provisions of Section 50.65, ``Requirements for Monitoring the Effectiveness of Maintenance at Nuclear Power Plants,'' of Title 10 of the Code of Federal Regulations, part 50, ``Domestic Licensing of Production and Utilization Facilities.''

The U.S. Nuclear Regulatory Commission (NRC or Commission) is issuing a revision to regulatory guide (RG) 3.39, ``Standard Format and Content of License Applications for Mixed Oxide Fuel Fabrication Facilities.'' This guide endorses the standard format and content for license applications and integrated safety analysis (ISA) summaries described in the current version of NUREG-1718, ``Standard Review Plan for the Review of an Application for a Mixed Oxide (MOX) Fuel Fabrication Facility,'' as a method that the NRC staff finds acceptable for meeting the regulatory requirements of Title 10 of the Code of Federal Regulations (10 CFR) part 70, ``Domestic Licensing of Special Nuclear Material'' for mixed oxide fuel fabrication facilities.

Abstract: 10 CFR part 100, A Reactor Site Criteria, establishes approval requirements for proposed sites for the purpose of constructing and operating stationary power and testing reactors pursuant to the provisions of 10 CFR parts 50 or 52. These reactors are required to be sited, designed, constructed, and maintained to withstand geologic hazards, such as faulting, seismic hazards, and the maximum credible earthquake, to protect the health and safety of the public and the environment. Non-seismic siting criteria must also be evaluated. Non-seismic siting criteria include such factors as population density, the proximity of man-related hazards, and site atmospheric dispersion characteristics. NRC uses the information required by 10 CFR part 100 to evaluate whether natural phenomena and potential man-made hazards will be appropriately accounted for in the design of nuclear power and test reactors. The U.S. Nuclear Regulatory Commission (NRC or Commission) is proposing to update its policy statement on products intended for use by the general public (consumer products). While the NRC is not making any significant changes to the policy, general updating is needed to reflect the approaches and terminology used in radiation protection that have evolved over time, as well as relevant legislation and regulatory actions.

The U.S. Nuclear Regulatory Commission (NRC) is issuing the final Division of Safety Systems Interim Staff Guidance, (DSS-ISG) DSS- ISG-2010-01, ``Staff Guidance Regarding the Nuclear Criticality Safety Analysis for Spent Fuel Pools.'' This DSS-ISG provides updated guidance to the NRC staff reviewer to address the increased complexity of recent spent fuel pool (SFP) license application analyses and operations. The guidance is intended to reiterate existing guidance, clarify ambiguity in existing guidance, and identify lessons learned based on recent submittals.

How often the collection is required: There is a one-time submittal of the NRC Form 313 (which may include the NRC Form 313A series of forms) with information to receive a license. Once a specific license has been issued, there is a 10-year resubmittal of the NRC Form 313 (which may include the NRC form 313A series of forms) with information for renewal of the license. Amendment requests are submitted as needed by the licensee. There is a one-time submittal for all limited specific medical use applicants of a NRC Form 313A series form to have each new individual identified as a Radiation Safety Officer (RSO), authorized medical physicist (AMP), authorized nuclear pharmacist (ANP), or authorized user or a subsequent submittal of additional information for one of these individuals to be identified with a new authorization on a limited specific medical use license. NRC Form 313A (RSO) is also used by medical broad scope licensees when identifying a new individual as an RSO or adding an additional RSO authorization for the individual. This submittal may occur when applying for a new license, amendment, or renewal. NRC Form 313A (ANP) is also used by commercial nuclear pharmacy licensees when requesting an individual be identified for the first time as ANP. This submittal may occur when applying for a new license, amendment, or renewal. 4. Who is required or asked to report: All applicants requesting a license, amendment or renewal of a license for byproduct or source material. 5. The number of annual respondents: 19,432 (2,362 NRC licensees and 17,070 Agreement State licensees). 6. The number of hours needed annually to complete the requirement or request: 83,558 hours (10,157 NRC and 73,401 Agreement State hours). 7. Abstract: Applicants must submit NRC Form 313, which may include the six forms in the 313A series, to obtain a specific license to possess, use, or distribute byproduct or source material. The U.S. Nuclear Regulatory Commission (NRC or the Commission) is requesting comments on Draft NUREG-1022, Revision 3, ``Event Reporting Guidelines: 10 CFR 50.72 and 50.73''. The NUREG-1022 contains guidelines that the NRC staff considers acceptable for use in meeting the event reporting requirements for operating nuclear power reactors. Revision 3 to NUREG-1022 incorporates revisions to the guidelines for the purpose of clarification.
