USEC Inc.'s Proposed American Centrifuge Plant; Notice of Availability of Final Environmental Impact Statement
Document Number: E6-7364
Type: Notice
Date: 2006-05-15
Agency: Nuclear Regulatory Commission, Agencies and Commissions
Notice is hereby given that the U.S. Nuclear Regulatory Commission (NRC) is issuing a Final Environmental Impact Statement (FEIS) for the USEC Inc. (USEC) license application, dated August 23, 2004, for the possession and use of source, byproduct and special nuclear materials at its proposed American Centrifuge Plant (ACP) located near Piketon, Ohio. The scope of activities conducted under the license would include the construction, operation, and decommissioning of the ACP. Specifically, USEC proposes to use gas centrifuge technology to enrich the uranium-235 isotope found in natural uranium up to 10-weight percent. The enriched uranium would be used to manufacture nuclear fuel for commercial nuclear power reactors. The FEIS is being issued as part of NRC's decision-making process on whether to issue a license to USEC, pursuant to Title 10 of the U.S. Code of Federal Regulations parts 30, 40, and 70. Based on the evaluation in the FEIS, NRC environmental review staff have concluded that the proposed action will generally have small effects on the environment, though a few resource areas may experience moderate impacts. The FEIS reflects the final analysis of environmental impacts of USEC's proposal and it's alternatives including the consideration of public comments received by NRC.

Agency: Nuclear Regulatory Commission, Agencies and Commissions
The Nuclear Regulatory Commission (NRC) is soliciting public comment on its Proposed License Renewal Interim Staff Guidance LR-ISG- 2006-01. This LR-ISG proposes that applicants for license renewal for a plant with a boiling water reactor Mark I steel containment provide a plant-specific aging management program that addresses the potential loss of material due to corrosion in the inaccessible areas of their Mark I steel containment drywell shell for the period of extended operation. The NRC staff issues LR-ISGs to facilitate timely implementation of the license renewal rule and to review activities associated with a license renewal application (LRA). Upon receiving public comments, the NRC staff will evaluate the comments and make a determination to incorporate the comments, as appropriate. Once the NRC staff completes the LR-ISG, it will issue the LR-ISG for NRC and industry use. The NRC staff will also incorporate the approved LR-ISG into the next revision of the license renewal guidance documents.

Approaches to Risk-Informed and Performance-Based Requirements for Nuclear Power Reactors
Document Number: E6-6745
Type: Proposed Rule
Date: 2006-05-04
Agency: Nuclear Regulatory Commission, Agencies and Commissions
The Nuclear Regulatory Commission (NRC) is considering modifying its approach to develop risk-informed and performance-based requirements applicable to nuclear power reactors. The NRC is considering an approach that, in addition to the ongoing effort to revise some specific regulations to make them risk-informed and performance-based, would establish a comprehensive set of risk-informed and performance-based requirements applicable for all nuclear power reactor technologies as an alternative to current requirements. This new rule would take advantage of operating experience, lessons learned from the current rulemaking activities, advances in the use of risk- informed technology, and would focus NRC and industry resources on the most risk-significant aspects of plant operations to better ensure public health and safety. The set of new alternative requirements would be intended primarily for new power reactors although they would be available to existing reactor licensees. At the conclusion of this ANPR phase and taking into consideration public comment, the NRC will determine how to proceed regarding making the requirements for nuclear power plants risk-informed and performance-based.
Notice of Opportunity To Comment on Model Safety Evaluation and Model License Amendment Request on Technical Specification Improvement Regarding Use of the Improved Bank Position Withdrawal Sequence for General Electric Boiling Water Reactors Using the Consolidated Line Item Improvement Process
Document Number: E6-6678
Type: Notice
Date: 2006-05-03
Agency: Nuclear Regulatory Commission, Agencies and Commissions
Notice is hereby given that the staff of the U.S. Nuclear Regulatory Commission (NRC) has prepared a model license amendment request (LAR), model safety evaluation (SE), and model proposed no significant hazards consideration (NSHC) determination related to changes to Standard Technical Specification (STS) 3.1.6, ``Rod Pattern Control,'' and STS 3.3.2.1, ``Control Rod Block Instrumentation'' for NUREG-1433 and NUREG-1434. The proposed changes would revise the Bases for STS 3.1.6, ``Rod Pattern Control,'' and STS 3.3.2.1, ``Control Rod Block Instrumentation'' to allow licensees to use an improved control rod bank position withdrawal sequence (BPWS) when performing a reactor shutdown. In addition, for NUREG-1434 licensees, the proposed changes would add a footnote to Table 3.3.2.1-1, ``Control Rod Block Instrumentation.'' The requirements for implementing the improved BPWS are described in General Electric Licensing Topical Report (LTR) NEDO- 33091-A, Revision 2, ``Improved BPWS Control Rod Insertion Process,'' dated July 2004. The General Electric Boiling Water Reactor Owners Group (BWROG) participants in the Technical Specifications Task Force (TSTF) proposed these changes to the STS in TSTF-476, Revision 0, ``Improved BPWS Control Rod Insertion Process (NEDO-33091).'' The purpose of these models is to permit the NRC to efficiently process amendments to incorporate these changes into plant-specific Technical Specifications (TS) for General Electric Boiling Water Reactors (BWRs). Licensees of nuclear power reactors to which the models apply can request amendments conforming to the models. In such a request, a licensee should confirm the applicability of the model LAR, model SE and NSHC determination to its plant. The NRC staff is requesting comments on the model LAR, model SE and NSHC determination before announcing their availability for referencing in license amendment applications.
