summarizes the radiological
environmental impacts of the proposed
EPU at BVPS–1 and 2.
Alternatives to Proposed Action
As an alternative to the proposed
action, the NRC staff considered denial
of the proposed EPU (i.e., the ‘‘noaction’’ alternative). Denial of the
application would result in no change
in the current environmental impacts.
However, if the EPU were not approved,
other agencies and electric power
organizations may be required to pursue
other means of providing electric
generation capacity to offset future
demand such as fossil fuel power
generation. Construction and operation
of a fossil-fueled plant would create
impacts in air quality, land use, and
waste management significantly greater
than those identified for the EPU at
BVPS–1 and 2.
Implementation of the proposed EPU
would have less impact on the
environment than the construction and
operation of a new fossil-fueled
generating facility or the operation of
fossil-fueled facilities outside the
service area.
Alternative Use of Resources
This action does not involve the use
of any resources not previously
considered in the FESs.

Slight increase in dose due to gaseous effluents; doses to individuals offsite will remain within NRC limits.
14-percent increase in liquid effluent release concentrations; 14-percent increase for doses due to liquid effluent
pathway are still well within the 10 CFR Part 50, Appendix I guidelines, so no significant increase in dose to
public is expected.
Volume of solid waste is not expected to increase; within FES estimate; increase in amount of spent fuel assemblies; future application for dry cask storage.
Occupational dose could increase by 7.9 percent; will remain within FES estimate.
Dose expected to increase the same percentage as the EPU for dose rates offsite; expected annual dose continues to meet NRC/EPA limits.
Licensee concluded doses are within NRC limits.
Impacts in Tables S–3 and S–4 in 10 CFR Part 51, ‘‘ENVIRONMENTAL PROTECTION REGULATIONS FOR
DOMESTIC LICENSING AND RELATED REGULATORY FUNCTIONS’’ are bounding.

on May 3, 2006, the NRC staff consulted
with the Pennsylvania State official,
Lawrence Ryan, of the Pennsylvania
Department of Environmental
Protection, regarding the environmental
impact of the proposed action. The State
official had no comments.

Finding of No Significant Impact
On the basis of the environmental
assessment, the Commission concludes
that the proposed action will not have
a significant effect on the quality of the
human environment. Accordingly, the
Commission has determined not to
prepare an environmental impact
statement for the proposed action.

application dated October 4, 2004, as
supplemented by letter dated July 28,
2005. Documents may be examined,
