Availability of a Draft FONSI/FONPA
The purpose of this Notice is to make available to the public the draft Finding of No Significant Impact/Finding of No Practicable Alternative (FONSI/FONPA) for the Port of Anchorage Intermodal Expansion, North End Runway Material Extraction and Transport Project (Project). A draft Environmental Assessment (EA), dated March 2006, was prepared that analyzed the potential impacts on the human and natural environment associated with the proposed material extraction activities at the North End Borrow Site and potential transportation corridors located on Elmendorf Air Force Base (EAFB). A final EA and a final FONSI/FONPA will be published once comments have been properly addressed. This environmental documentation supports the proposed expansion of the Port of Anchorage (POA), which includes a variety of activities to enhance the transportation of goods and people within the State of Alaska.

Compass Port LLC Liquefied Natural Gas Deepwater Port License; Final Environmental Impact Statement and Final Public Hearings
The Maritime Administration (MARAD) announces the availability of the Final Environmental Impact Statement (FEIS) for the Compass Port natural gas deepwater port license application. MARAD, the Coast Guard, FERC and USACE request public comments on the FEIS. The USCG and MARAD will hold public hearings, and request public comments, on matters relevant to the approval or denial of the license application. The application describes a project that would be located in the Mobile Outer Continental Shelf (OCS) and Mississippi Sound areas of the U.S. Gulf of Mexico, in lease block Mobile 910, approximately 11 miles south of Dauphin Island, Alabama.

Marine Transportation System National Advisory Council
The Maritime Administration announces that the Marine Transportation System National Advisory Council (MTSNAC) will hold a meeting to discuss MTS needs, regional MTS outreach and education initiatives, and other issues. Beacon Port Liquefied Natural Gas Deepwater Port License Application; Draft Environmental Impact Statement
The Coast Guard and the Maritime Administration (MARAD) announce the availability of the draft environmental impact statement (DEIS) for this license application. The application describes a project that would be located in the Gulf of Mexico, in lease block High Island Area 27, on the outer Continental Shelf (OCS). The Main Terminal would be located approximately 45 miles South of High Island and 50 miles East-Southeast of Galveston, Texas, with a riser platform in lease block West Cameron 167, approximately 27 miles South of Holly Beach and 29 miles South-Southeast of Johnson's Bayou, Louisiana. Relocation and Decommissioning of NS Savannah
The Maritime Administration (MARAD) is considering transferring the Nuclear Ship NS Savannah from its present location in the James River Reserve Fleet in Virginia to either Charleston, South Carolina; Wilmington, North Carolina; Hampton Roads, Virginia; or Baltimore, Maryland, to complete decommissioning of the ship's nuclear reactor. Maintenance and Repair Reimbursement Pilot Program
This proposed rule will amend the Maritime Administration's (MARAD's) regulations governing its pilot program for the reimbursement of costs of qualified maintenance and repair (M&R) of Maritime Security Program (MSP) vessels performed in United States shipyards.
