Pursuant to a delegation of authority from the Secretary of Transportation, the Maritime Administrator is authorized to issue Aquaculture Support Operations Waivers to U.S. documented vessels with registry endorsements or foreign flag vessels in operations that treat aquaculture fish or protect aquaculture fish from disease, parasitic infestation, or other threats to their health upon a finding that suitable vessels of the United States are not available that could perform those operations. MARAD has received an Aquaculture Support Operations waiver request and is publishing this notice to solicit comments that may assist MARAD in determining whether suitable vessels of the United States are available that could perform the proposed aquaculture support operations set forth in the request. The Maritime Administration (MARAD) announces a public meeting of the Peer Review Group (PRG). The PRG was established pursuant to the requirements of the National Historic Preservation Act (NHPA) and its implementing regulations to plan for the decommissioning and disposition of the Nuclear Ship Savannah (NSS). PRG membership is comprised of officials from the U.S. Department of Transportation, MARAD, the U.S. Nuclear Regulatory Commission (NRC), the Advisory Council on Historic Preservation (ACHP), and the Maryland State Historic Preservation Officer (SHPO) and other consulting parties. The public meeting affords the public an opportunity to participate in PRG activities, including reviewing and providing comments on draft deliverables. The proposed collection OMB 2133-0517 (Approval of Underwriters for Marine Hull Insurance) is used to provide approval of foreign underwriters on the basis of an assessment of their financial condition, the regulatory regime under which they operate, and a statement attesting to a lack of discrimination in their country against U.S. hull insurers. The regulations also require that American underwriters be given an opportunity to compete for every placement, thereby necessitating in some cases certification that such opportunity was offered. The site visit will provide interested parties an opportunity to learn more about the NSS to assist in determining if they may wish to consider acquiring the ship for preservation purposes, as prescribed in the Programmatic Agreement (PA) covering the decommissioning and disposition of the ship.

Voluntary Intermodal Sealift Agreement; Extension and Modification

The Maritime Administration (MARAD) announces the extension of the Voluntary Intermodal Sealift Agreement (VISA) until October 1, 2029, pursuant to Section 708 of the Defense Production Act of 1950, as amended. VISA is intended to make intermodal shipping services/systems, including ships, ships' space, intermodal facilities and equipment, and related management services, available to the Department of Defense (DoD) as required to support the emergency deployment and sustainment of U.S. Armed Forces through cooperation among the maritime industry, the Department of Transportation (DOT), and DoD. In addition to extending VISA for an additional 5 years for existing participants, MARAD is modifying VISA for new applicants by making certain modifications to the Agreement, including clarification of what is meant by shipping services/systems, and the required vessel certifications for program entry. MARAD has also updated references to authorities and statutory and regulatory citations.

The National Defense Authorization Act of 2018 (the Act) provided the Secretary of Transportation with the discretionary authority to designate qualified entities as Centers of Excellence (CoEs). CoE designations serve to assist the maritime industry in obtaining and maintaining the highest quality workforce. Upon the Secretary's approval, twenty-seven institutions were designated on May 19, 2021; thirty-two applicants were designated on February 22, 2024. The purpose of this notice is to solicit applications from qualified training entities for the next round of CoE designations. A Center of Excellence designation is valid for five years.

The Maritime Administration (MARAD) announces a public meeting of the Peer Review Group (PRG). The PRG was established pursuant to the requirements of the National Historic Preservation Act (NHPA) and its implementing regulations to plan for the decommissioning and disposition of the Nuclear Ship Savannah (NSS). PRG membership is comprised of officials from the U.S. Department of Transportation, MARAD, the U.S. Nuclear Regulatory Commission (NRC), the Advisory Council on Historic Preservation (ACHP), and the Maryland State Historic Preservation Officer (SHPO) and other consulting parties. The public meeting affords the public an opportunity to participate in PRG activities, including reviewing and providing comments on draft deliverables. MARAD encourages public participation and provides the PRG meeting information below.

The GulfLink deepwater port license application describes a project that would be located approximately 26.2 nautical miles off the coast of Brazoria County, Texas. Publication of this notice extends the current comment period for the GulfLink FEIS to end on Friday, August 30, 2024, requests public participation in the final environmental impact review process, provides information on how to participate in the final environmental impact review process and announces a virtual final public hearing.

On August 2, 2024, the Maritime Administration (MARAD) published a document in the Federal Register inviting public comments on our intention to request the Office of Management and Budget (OMB) approval to renew an information collection in accordance with the Paperwork Reduction Act of 1995 (PRA). However, the publication contained an incorrect docket number. This notice reflects the corrected docket number "MARAD-2024-0103" and restates the notice requesting comment. Accordingly, MARAD invites public comments on our intention to request OMB approval to renew an information collection in accordance with the PRA. The proposed collection OMB 2133-0517 (Approval of Underwriters for Marine Hull Insurance) will be used to provide approval of foreign underwriters based on an assessment of their financial condition, the regulatory regime under which they operate, and a statement attesting to a lack of discrimination in their country against U.S. hull insurers. The regulations also require that American underwriters be given an opportunity to compete for every placement, thereby necessitating in some cases certification that such opportunity was offered.
