Use of Foreign-Flag Anchor Handling Vessels in the Beaufort Sea or Chukchi Sea Adjacent to Alaska
As authorized by Pub. L. 109-347, the Secretary of Transportation, as represented by the Maritime Administration (MARAD), is authorized to make determinations permitting the use of foreign-flag anchor handling vessels in certain cases (and for a limited period of time) if no U.S.-flag vessels are found to be suitable and reasonably available. A request for such a determination has been received by MARAD. If MARAD determines that U.S.-flag vessels are not suitable and reasonably available for the proposed service, a determination will be granted allowing for the conditional use of these vessels, within a set time frame. Cabrillo Port Liquefied Natural Gas Deepwater Port License Application; Final Public Hearing and Final Environmental Impact Statement/Final Environmental Impact Report
The Maritime Administration (MARAD) and the U.S. Coast Guard (USCG) announce the availability of the Final Environmental Impact Statement/Environmental Impact Report (FEIS/FEIR) for the Cabrillo Port Liquefied Natural Gas (LNG) Deepwater Port (DWP) license application. In addition, a public hearing will be held regarding the approval or denial of the license application. The proposed Cabrillo Port LNG DWP would be located offshore of Ventura County, California. Since the applicant has also filed a California State Lands Commission (CSLC) land lease application for subsea pipelines through California State waters to deliver natural gas to shore, the FEIS/FEIR was prepared in accordance with a Memorandum of Agreement with the CSLC. The FEIS/FEIR meets requirements consistent with the Deepwater Port Act (DWPA) of 1974, as amended (33 U.S.C. 1501 et seq.); the National Environmental Policy Act (NEPA Section 102[2][3]), as implemented by Council on Environmental Quality regulations (40 Code of Federal Regulations 1500 to 1508); and the California Environmental Quality Act (CEQA) (California Public Resources Code Section 21000 et seq.). The USCG and MARAD will receive public comments on the FEIS/FEIR and license application. Publication of this notice begins a 45 day comment period and provides information on how to participate in the process.

Maintenance and Repair Reimbursement Pilot Program
This final rule amends the Maritime Administration's (MARAD's) regulations governing its pilot program for the reimbursement of costs of qualified maintenance and repair (M&R) of Maritime Security Program (MSP) vessels performed in United States shipyards. Calypso LNG LLC, Calypso Liquefied Natural Gas Deepwater Port License Application; Preparation of Environmental Impact Statement
The Coast Guard and the Maritime Administration (MARAD) announce that the Coast Guard intends to prepare an environmental impact statement (EIS) as part of the environmental review of this license application. The application describes a project that would be located in the Atlantic Ocean, approximately 9 miles northeast of Port Everglades, Florida. Publication of this notice begins a scoping process that will help identify and determine the scope of environmental issues to be addressed in the EIS. This notice requests public participation in the scoping process and provides information on how to participate.
Marine Transportation System National Advisory Council
The Maritime Administration announces that the Marine Transportation System National Advisory Council (MTSNAC) will hold a meeting to discuss Marine Transportation System (MTS) data and system measurement, actions on the Intermodal Report public/private recommendations, the impact of proposed Panama Canal expansion on the MTS, and the Council's workplan for the upcoming year. A public comment period is scheduled for 8:30 a.m. to 9 a.m. on Wednesday, December 6, 2006. To provide time for as many people to speak as possible, speaking time for each individual will be limited to three minutes.
