Beacon Port LLC Liquefied Natural Gas Deepwater Port License; Final Environmental Impact Statement
The U.S. Coast Guard (USCG) and the Maritime Administration (MARAD) announce the availability of the Final Environmental Impact Statement (FEIS) for the Beacon Port liquefied natural gas deepwater port license application. The application describes a project that would be located in the Gulf of Mexico, in lease block High Island Area 27, on the Outer Continental Shelf (OCS). The main terminal would be located approximately 45 miles south of High Island and 50 miles east- southeast of Galveston, Texas, with a riser platform in lease block West Cameron 167, approximately 27 miles south of Holly Beach and 29 miles south-southeast of Johnson's Bayou, Louisiana.
Calypso LNG LLC, Calypso Liquefied Natural Gas Deepwater Port License Application

Intent To Prepare an Environmental Impact Statement (EIS)
The purpose of this Notice is to announce the Maritime Administration's (MARAD) intent to prepare an Environmental Impact Statement (EIS) for improvements to Kahului Harbor, Maui County, needed to address the community's needs for commercial harbor facilities through 2030. This notice is issued in compliance with the National Environmental Policy Act (NEPA) and implementing regulations for the following purposes: (1) To advise other agencies and the public of the Agency's intentions; (2) to obtain suggestions and information on the issues related to the proposed project to be addressed in the EIS; and (3) to announce a public scoping meeting.

Also, public hearings will be held on matters relevant to the approval or denial of the license application. The application describes a project that would be located in Federal waters of Massachusetts Bay, in Block 125, approximately 8 miles southeast of Gloucester, MA and 22 miles northeast of Boston, MA. The Coast Guard and MARAD request public comments on the FEIS and application. Publication of this notice begins a 30 day comment period and provides information on how to participate in the process. As a point of clarification, there is another deepwater port application by Northeast Gateway Energy Bridge, L.L.C. in the same vicinity. These applications are being processed and reviewed independently. The Northeast Gateway Energy Bridge, L.L.C. FEIS was noticed on an earlier date and is available on the Docket at USCG-2005- 22219.

Freeport McMoRan Energy L.L.C. Main Pass Energy Hub Liquefied Natural Gas Deepwater Port License Application Amendment; Final Public Hearings, Environmental Assessment and Draft Finding of No Significant Impact
The Maritime Administration (MARAD) and U.S. Coast Guard announce the availability of the Environmental Assessment (EA) and Draft Finding of No Significant Impact (FONSI) on the Main Pass Energy Hub (MPEH) Deepwater Port Amended License Application. We are also announcing the dates and locations of public hearings for input regarding the approval or denial of the license application. The application and the amendment describe a project that would be located in the Gulf of Mexico in Main Pass Lease Block 299 (MP 299), approximately 16 miles southeast of Venice, Louisiana. Draft and final Environmental Impact Statements (EIS) evaluating the original application were published on June 17, 2005 and March 14, 2006, respectively. The Main Pass Energy Hub Deepwater Port License Application originally proposed the use of ``open-loop'' open rack vaporization (ORV). In the amended application, the applicant is proposing a ``closed-loop'' system using submerged combustion vaporization with selective catalytic reduction (SCV/SCR). Though similar, a more generic SCV/SCR system was analyzed in detail in the Final EIS (FEIS) as an alternative. The amended application provides expanded and refined design information regarding the proposed changes. The EA was prepared to provide analysis of the actual SCV/SCR design now being proposed and to determine if there were any significant impacts resulting from this change in proposed regassification technology in addition to or different from those previously assessed in the FEIS. The original application and environmental analysis contained in the FEIS still apply, including facilities, offshore and onshore pipelines, and salt cavern gas storage. Previous comments on the FEIS and application will continue to be considered in this process and need not be repeated. Based upon the EA, we have determined that the project changes as proposed in this amended application will not have a significant impact on the environment and we are therefore issuing a Draft Finding of No Significant Impact (FONSI) for public review and comment.

Maintenance and Repair Reimbursement Pilot Program
The Maritime Administration (MARAD) is amending its regulations governing its pilot program for the reimbursement of costs of qualified maintenance and repair (M&R) of Maritime Security Program (MSP) vessels performed in United States shipyards. Under Public Law 109-163, the Secretary of Transportation, acting through the Maritime Administrator, is directed to implement regulations that, among other things, replace MARAD's voluntary M&R reimbursement program with a mandatory system. The notice of proposed rulemaking for this action was published in the Federal Register on February 8, 2006 (71 FR 6438). Several of the comments received argued that MARAD lacks authority to unilaterally add to existing MSP agreements the added obligation on the part of the MSP contractor to enter into an M&R Pilot Program agreement. In order to have a full airing of this fundamental issue, MARAD is hereby giving notice that we have decided to open a reply comment period for this rulemaking. Reply comments may address the issue highlighted above or any other issue raised in the original set of comments received in this docket.
Determination of Availability of Coastwise-Qualified Launch Barges
The Maritime Administration is establishing regulations governing administrative determinations of availability of coastwise- qualified launch barges to be used in the transportation and launching of offshore oil drilling or production platform jackets in specified projects. This rulemaking implements provisions of the Coast Guard and Maritime Transportation Act of 2004, which, among other things, requires the Secretary of Transportation (acting through the Maritime Administrator) to adopt procedures to determine if coastwise-qualified vessels are available for platform jacket transport and launching, and, if not, to allow the use of non-coastwise qualified foreign built vessels. The notice of proposed rulemaking for this action was published in the Federal Register on August 15, 2005 (70 FR 47771) with comments due by October 14, 2005. The opening comment period was extended on October 19, 2005 (70 FR 60770) and closed on December 13, 2005. The Maritime Administration is hereby giving notice that we received and have granted a request by a commenting party to open a reply comment period for this rulemaking. Reply comments are responses to comments that were filed during the previous comment periods for this rulemaking.

Publication of this notice also begins a public comment period on the application amendment and on the procedures and process to be followed in completing the review. The application amendment describes the change in project regassification technology from the ``open-loop'' vaporization system originally proposed for Main Pass Energy Hub to a ``closed-loop'' LNG vaporization system. The proposed closed-loop vaporization system is a submerged combustion vaporization system with selective catalytic reduction (SCV/SCR). The proposed facility would be constructed in the Gulf of Mexico in Main Pass Lease Block 299 (MP 299), approximately 16 miles southeast of Venice, Louisiana. The draft EA analyzes the impacts associated with removal of all non-retention vessels for eventual disposal through various means such as recycling, museum donations, artificial reef creation, and/or military and civilian uses.

Marine Transportation System National Advisory Council
The Maritime Administration announces that the Marine Transportation System National Advisory Council (MTSNAC) will hold a meeting to discuss MTS needs, regional MTS outreach and education initiatives, Committee on the Marine Transportation System (CMTS) coordination, congestion issues, and disaster response and recovery efforts. Neptune LNG, L.L.C., Liquefied Natural Gas Deepwater Port License Application; Preparation of Environmental Impact Statement
The Maritime Administration (MARAD) announces the availability of the Draft Environmental Impact Statement (DEIS) for the Neptune LNG, L.L.C., Liquefied Natural Gas Deepwater Port license application. The application describes a project that would be located in Federal waters of Massachusetts Bay, in Block 125, approximately 8 miles southeast of Gloucester, MA and 22 miles northeast of Boston, MA. The Coast Guard and MARAD request public comments on the DEIS. Publication of this notice begins a 45 day comment period and provides information on how to participate in the process. As a point of clarification, there is another deepwater port application by Northeast Gateway Energy Bridge, L.L.C. in the same vicinity.
