Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on January 28, 2014, under section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337, on behalf of Cresta Technology Corporation, of Santa Clara, California. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain television sets, television receivers, television tuners, and components thereof by reason of infringement of certain claims of U.S. Patent No. 7,075,585 (``the `585 patent''); U.S. Patent No. 7,265,792 (``the `792 patent''); and U.S. Patent No. 7,251,466 (``the `466 patent''). The complaint further alleges that an industry in the United States exists as required by subsection (a)(2) of section 337. The ALJ recommends that the Commission issue a limited exclusion order against respondents Maxlite, Inc.; Satco, Products, Inc., and Litetronics International, Inc., with respect to U.S. Patent No. 7,053,540. The proposed information collection is a 3-year extension, pursuant to the Paperwork Reduction Act of 1995 (Pub. L. 104-13) (the ``Act''), of the current generic survey clearance previously approved by the Office of Management and Budget (``OMB''). The clearance is used by the U.S. International Trade Commission (``Commission'') to issue information collections (specifically, producer, importer, purchaser, and foreign producer questionnaires and certain institution notices) for a series of import injury investigations that are required by the Tariff Act of 1930 and the Trade Act of 1974. The current generic survey clearance is assigned OMB control No. 3117-0016; it will expire on June 30, 2014. Comments concerning the proposed information collections are requested in accordance with section 3506(c)(2)(A) of the Act; such comments are described in greater detail in the section of this notice entitled SUPPLEMENTARY INFORMATION.

To accommodate the larger than expected number of requests to appear at the public hearing in this investigation scheduled to begin on February 13, 2014, the Commission will begin the hearing a day earlier, at 1 p.m. on February 12, 2014, and will continue the hearing at 9:30 a.m. on February 13, 2014 (as previously scheduled). The hearing will be held at the United States International Trade Commission Building, 500 E Street SW., Washington, DC, as previously announced. Commission staff is working with persons who filed requests to appear as to the day on which they appear. Requests to appear were due by January 21, 2014. All other dates and deadlines, including with respect to the filing of pre- and post-hearing briefs and statements and written submissions, remain the same as in the Commission's notice of investigation and hearing in this investigation, which was published in the Federal Register on September 5, 2013 (78 FR 54677).

The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-512 and 731-TA-1248 (Preliminary) under sections 703(a) and 733(a) of the Tariff Act of 1930 (19 U.S.C. 1671b(a) and 1673b(a)) (the Act) to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports from China of carbon and certain alloy steel wire rod, provided for in subheadings 7213.91.3011, 7213.91.3015, 7213.91.3020, 7213.91.3093, 7213.91.4500, 7213.91.6000, 7213.99.0030, 7227.20.0030, 7227.20.0080, 7227.90.6010, 7227.90.6020, 7727.90.6030, and 7227.90.6035 of the Harmonized Tariff Schedule of the United States, that are alleged to be subsidized by the Government of China and are alleged to be sold in the United States at less than fair value. Unless the Department of Commerce extends the time for initiation pursuant to sections 702(c)(1)(B) or 732(c)(1)(B) of the Act (19 U.S.C. 1671a(c)(1)(B) or 1673a(c)(1)(B)), the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by Monday, March 17, 2014. The Commission's views must be transmitted to Commerce within five business days thereafter, or by Monday, March 24, 2014. For further information concerning the conduct of these investigations and rules of general application, consult the Commission's Rules of Practice and Procedure, part 201, subparts A through E (19 CFR Part 201), and part 207, subparts A and B (19 CFR Part 207).
