On March 3, 2023, the U.S. Court of International Trade (CIT) issued its final judgment in Ajmal Steel Tubes & Pipes Industries LLC. v. United States, Consol. Court No. 21-00587, sustaining the Department of Commerce (Commerce)'s remand results pertaining to the administrative review of the antidumping duty (AD) order on circular welded carbon-quality steel pipe from the United Arab Emirates (UAE) covering the period December 1, 2018, through November 30, 2019. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review, and that Commerce is amending the final results with respect to the dumping margin assigned to Ajmal Steel Tubes & Pipes Industries LLC (Ajmal).

This notice contains the preliminary results of the U.S. Department of Commerce's (Commerce) administrative review of the antidumping duty order on certain crystalline silicon photovoltaic products (solar products) from the People's Republic of China (China) covering the period of review (POR) February 1, 2021, through January 31, 2022. Commerce preliminarily finds that the sole mandatory respondent under review sold subject merchandise at prices below normal value (NV) during the POR, that two companies under review had no entries, exports, or sales of solar products during the POR, and that it is appropriate to rescind this review with respect to 54 companies/ company groupings because all requests to review these companies/ company groupings were timely withdrawn. The U.S. Department of Commerce (Commerce) preliminarily determines that Fujian Yinfeng Imp & Exp Trading Co., Ltd./Fujian Province Youxi City Mangrove Wood Machining Co., Ltd. (Yinfeng/ Mangrove), and 29 non-individually examined exporters of wood mouldings and millwork products (WMMP) from the People's Republic of China (China) sold subject merchandise to the United States at prices below normal value (NV) during the period of review (POR), August 12, 2020, through January 31, 2022. Commerce also preliminarily determines that Fujian Jinquan Trade Co., Ltd./Baiyuan Wood Machining Co., Ltd. (Jinquan/Baiyuan) did not sell subject merchandise to the United States at prices below NV during the POR. We further preliminarily find that Fujian Shunchang Shengsheng Wood Industry Limited Company (Shunchang Shengsheng), Xiamen Jinxi Building Material Co., Ltd. (Xiamen Jinxi), and Zhangzhou Green Wood Industry and Trade Co., Ltd. (Green Wood) had no shipments of subject merchandise during the POR and that Gaomi Hongtai Home Furniture Co., Ltd. is part of the China-wide entity. Additionally, we are rescinding this administrative review with respect to 33 companies because the requests for review of these companies were timely withdrawn. Finally, we preliminarily intend to rescind this administrative review with respect to three companies.

Meeting of the United States Travel and Tourism Advisory Board
The United States Travel and Tourism Advisory Board (Board or TTAB) will hold a meeting on Monday, March 20, 2023. The Board advises the Secretary of Commerce on matters relating to the U.S. travel and tourism industry. This will be the first meeting of the 2023-2024 term of the TTAB. The main purpose of this introductory meeting is for Board members to discuss the effects of the COVID-19 pandemic on the travel and tourism industry. The U.S. Department of Commerce (Commerce) preliminarily determines that certain frozen warmwater shrimp (shrimp) from India is being, or is likely to be, sold in the United States at less than normal value (NV) during the period of review (POR) February 1, 2021, through January 31, 2022.
Truck and Bus Tires From the People's Republic of China: Preliminary Results of Countervailing Duty Administrative Review, Rescission of Review in Part, and Intent To Rescind in Part; 2021
The U.S. Department of Commerce (Commerce) preliminarily determines that certain exporters/producers of truck and bus tires from the People's Republic of China (China) received countervailable subsidies during the period of review (POR) from January 1, 2021, through December 31, 2021. In addition, we are rescinding the review with respect to 12 companies and announcing our preliminary intent to rescind this review with respect to three other companies. Interested parties are invited to comment on these preliminary results.
