Certain Corrosion-Resistant Steel Products From India: Notice of Court Decision Not in Harmony With the Results of Countervailing Duty Administrative Review; Notice of Amended Final Results
On April 29, 2021, the U.S. Court of International Trade (CIT) issued its final judgment in Uttam Galva Steels Limited v. United States, Court no. 19-00044, sustaining the Department of Commerce (Commerce)'s second remand results pertaining to the administrative review of the countervailing duty (CVD) order on certain corrosion- resistant steel products (CORE) from India covering the period November 6, 2015, through December 31, 2016. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review, and that Commerce is amending the final results with respect to the countervailable subsidy rate assigned to Uttam Galva Steels Limited/ Uttam Value Steels Limited/Uttam Galva Metallics Limited (collectively, Uttam Galva).
Certain Non-Refillable Steel Cylinders From the People's Republic of China: Amended Final Antidumping Duty Determination and Antidumping Duty and Countervailing Duty Orders
Based on affirmative final determinations by the Department of Commerce (Commerce) and the International Trade Commission (ITC), Commerce is issuing antidumping duty (AD) and countervailing duty (CVD) orders on certain non-refillable steel cylinders (non-refillable cylinders) from the People's Republic of China (China). In addition, Commerce is amending its AD final determination to correct for certain ministerial errors.

North American Free Trade Agreement (NAFTA), Article 1904; Binational Panel Review: Notice of Request for Panel Review; Correction
The Department of Commerce published a document in the Federal Register of May 3, 2021, in which it announced the Binational Panel issuing its Interim Decision and Order in the matter of Large Residential Washers from Mexico. That document incorrectly stated that the Notice was for a Request for Panel Review, as well as incorrectly stating the date of issuance of the Interim Decision.
Certain Pasta From Italy: Final Results of Changed Circumstances Review
On November 9, 2020, the Department of Commerce (Commerce) published the preliminary results of the changed circumstances review (CCR) of the antidumping duty (AD) order on certain pasta from Italy and preliminarily determined that Newlat Food S.p.A. (Newlat) is not the successor-in-interest to Delverde Industrie Alimentari S.p.A. (Delverde). Based on our analysis for the final results, Commerce continues to find that Newlat is not the successor-in-interest to Delverde.
Certain Chassis and Subassemblies Thereof From the People's Republic of China: Countervailing Duty Order and Amended Final Affirmative Countervailing Duty Determination
Based on affirmative final determinations by the Department of Commerce (Commerce) and the International Trade Commission (ITC), Commerce is issuing a countervailing duty (CVD) order on certain chassis and subassemblies thereof (chassis) from the People's Republic of China (China). In addition, Commerce is amending its final determination with respect to chassis from China to correct a ministerial error.
Prestressed Concrete Steel Wire Strand From the People's Republic of China: Continuation of Antidumping and Countervailing Duty Orders
As a result of the determinations by the Department of Commerce (Commerce) and the International Trade Commission (ITC) that revocation of the antidumping duty (AD) and countervailing duty (CVD) orders on prestressed concrete steel wire strand (PC strand) from the People's Republic of China (China) would likely lead to a continuation or recurrence of dumping, net countervailable subsidies, and material injury to an industry in the United States, Commerce is publishing a notice of continuation of the AD and CVD orders.
Oil Country Tubular Goods From the Republic of Turkey: Final Results and Partial Rescission of Countervailing Duty Administrative Review; 2018
The Department of Commerce (Commerce) determines that Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (Borusan), exporter/producer of oil country tubular goods (OCTG) from the Republic of Turkey (Turkey), received de minimis net countervailable subsidies during the period of review (POR), January 1, 2018, through December 31, 2018. Commerce is also rescinding this review with respect to five non-selected companies for which the customs data show no reviewable entries during the POR.

The Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty order on hydrofluorocarbon (HFC) blends from the People's Republic of China (China). The period of review is August 1, 2019, through July 31, 2020. We are rescinding the review with respect to all companies for which we received a request for administrative review, except for PureMann, Inc (PureMann). Commerce preliminarily finds that the sole remaining company subject to this administrative review, PureMann, is part of the China-wide entity because it did not file a separate rate application (SRA). We invite interested parties to comment on these preliminary results.

This notice contained incorrect information regarding the companies: For which Commerce rescinded the administrative review; for which Commerce made a final no shipments determination; and that Commerce assigned to the China-wide entity.

The Department of Commerce (Commerce) finds that Heze Huayi Chemical Co., Ltd. (Heze Huayi) sales of chlorinated isocyanurates (chlorinated isos) from the People's Republic of China (China) have been made at less than normal value during the period of review (POR), June 1, 2018, through May 31, 2019, and Juancheng Kangtai Chemical Co., Ltd. (Kangtai) had no shipments of subject merchandise during the POR.
Certain Softwood Lumber Products from Canada: Notice of Initiation and Preliminary Results of Antidumping Duty Changed Circumstances Review
The Department of Commerce (Commerce) is initiating a changed circumstances review (CCR) to determine whether Chaleur Forest Products LP (CFP LP) and Chaleur Forest Products Inc. (CFP Inc.) are the successors-in-interest (SIIs) to Chaleur Sawmills LP (Chaleur LP) and Fornebu Lumber Co. Inc. (Fornebu Inc.), respectively, in the context of the antidumping duty (AD) order on certain softwood lumber products from Canada. We preliminarily determine that CFP LP and CFP Inc. are the SIIs to Chaleur LP and Fornebu Inc., respectively.
Certain Crystalline Silicon Photovoltaic Products From Taiwan: Preliminary Results; Preliminary Intent To Rescind and Partial Rescission of Antidumping Duty Administrative Review; and Preliminary Determination of No Shipments; 2019-2020
The Department of Commerce (Commerce) preliminarily determines that 20 companies, including the mandatory respondents, the Inventec Solar Energy Corporation (ISEC) and E-TON Solar Tech. Co., Ltd. (E-TON) single entity (ISEC/E-TON entity), and United Renewable Energy Co., Ltd. (URE), producers and exporters of certain crystalline silicon photovoltaic products (solar products) from Taiwan, sold subject merchandise in the United States at prices below normal value during the period of review (POR) February 1, 2019, through January 31, 2020. Commerce preliminarily intends to rescind the antidumping administrative review with respect to one company, Inventec Energy Corporation (IEC). In addition, Commerce preliminarily determines that seven exporters had no shipments during the POR. Lastly, Commerce has rescinded the review initiated for five companies. We invite all interested parties to comment on these preliminary results.

Court No. 18-00205, sustaining the Department of Commerce (Commerce)'s second remand results pertaining to the administrative review of the antidumping duty (AD) order on certain frozen warmwater shrimp (shrimp) from the Socialist Republic of Vietnam (Vietnam) covering the period February 1, 2016, through January 31, 2017. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's Final Results of the administrative review, and that Commerce is amending the Final Results with respect to the separate rate (SR) status for Frozen Seafoods Factory No. 32 and Seafoods and Foodstuff Factory.

(Arte Mundi) is the sucessor-in-interest to Scholar Home (Shanghai) New Material Co., Ltd. (Scholar Home). Finally, we are rescinding the review with respect to certain companies.
