The Department of Commerce is currently seeking applications for membership on the United States Travel and Tourism Advisory Board (Board). The purpose of the Board is to advise the Secretary of Commerce on matters relating to the U.S. travel and tourism industry.

On April 13, 2020, the U.S. Court of International Trade (CIT) sustained the Department of Commerce's (Commerce) third remand redetermination pertaining to the less-than-fair-value (LTFV) investigation of certain hot-rolled steel flat products (hot-rolled steel) from the Republic of Turkey (Turkey). Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's Amended Final Determination in the LTFV investigation of hot-rolled steel from Turkey. Pursuant to the CIT's final judgment, Commerce is amending the estimated weighted-average dumping margins for Ere[gbreve]li Demir ve [Ccedil]elik Fabrikalari T.A.[Scedil]. and Iskenderun Demir Ve Celik (collectively, Erdemir) and [Ccedil]olako[gbreve]lu Metalurji A.S. and [Ccedil]olako[gbreve]lu Dis Ticaret A.S. (collectively, [Ccedil]olako[gbreve]lu), and excluding [Ccedil]olako[gbreve]lu from the Order. Further, Commerce is discontinuing, in part, the 2017-18 and 2018-19 administrative reviews with respect to [Ccedil]olako[gbreve]lu.

The Department of Commerce (Commerce) preliminary determines that Shanghai Wells Hanger Co., Ltd. and Hong Kong Wells Ltd. are not eligible for a separate rate, and therefore are part of the China-wide entity. Commerce is also rescinding this administrative review, in part, with respect to eight companies. Interested parties are invited to comment on these preliminary results.

On July 9, 2019, the Department of Commerce (Commerce) published the preliminary results of the changed circumstances review (CCR) of the antidumping duty (AD) order on biodiesel from Argentina. For these final results, Commerce continues to find that there are insufficient changed circumstances to warrant any revisions under the AD order.

On April 23, 2020, the Court of International Trade (the Court) issued final judgment in Jacobi Carbons AB et al. v. United States, Consol. Court No. 16-00185, sustaining the Department of Commerce's (Commerce's) final results of redetermination pursuant to remand pertaining to the eighth administrative review of the antidumping duty order on certain activated carbon from the People's Republic of China (China) covering the period of April 1, 2014 through March 31, 2015. Consistent with the decision of the United States Court of Appeals for the Federal Circuit (Federal Circuit) in Timken Co. v. United States (Fed. Cir. 1990) (Timken), as clarified by Diamond Sawblades Mfrs. Coalition v. United States (Fed. Cir. 2010) (Diamond Sawblades), Commerce is notifying the public that the final judgment in this case is not in harmony with the final results of the administrative review, and that Commerce is amending the final results.

The Department of Commerce (Commerce) is rescinding the administrative review of the countervailing duty (CVD) order on certain welded stainless pressure pipes (WSPP) from India for the period of review (POR) January 1, 2018 through December 31, 2018, based on the timely withdrawal of the request for review.

The Department of Commerce (Commerce) preliminarily determines that Teh Fong Min International Co., Ltd. (TFM), the sole producer and/ or exporter subject to this administrative review, made sales of subject merchandise at less than normal value. Interested parties are invited to comment on the preliminary results of this review.

On December 18, 2019, the Department of Commerce (Commerce) published the preliminary results of the administrative review of the antidumping duty order on certain cut-to-length carbon-quality steel plate products (CTL plate) from the Republic of Korea (Korea). Based on our analysis of the comments received, we continue to find that subject merchandise has been sold at less than normal value.

The Department of Commerce (Commerce) finds that the revocation of the antidumping duty (AD) order on oil country tubular goods (OCTG) from Ukraine would likely lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.

On December 18, 2019, the Department of Commerce (Commerce) published a notice of initiation and expedited preliminary results of the changed circumstances reviews (CCR) of the antidumping duty (AD) and countervailing duty (CVD) orders on large diameter welded pipe from India which revoked, in part, these orders as they relate to certain specific large diameter welded pipe products. Commerce has adopted the scope exclusion language in these final results.

The Department of Commerce (Commerce) seeks public comment on any subsidies, including stumpage subsidies, provided by certain countries exporting softwood lumber or softwood lumber products to the United States during the period July 1, 2019 through December 31, 2019.

The Department of Commerce (Commerce) finds that revocation of the antidumping duty (AD) order on tow-behind lawn groomers and certain parts thereof from the People's Republic of China (China) would be likely to lead to continuation or recurrence of dumping, at the level indicated in the ``Final Results of Sunset Review'' section of this notice.

The Department of Commerce (Commerce) finds that revocation of the antidumping duty (AD) orders on crystalline silicon photovoltaic products from the People's Republic of China (China) and Taiwan would likely lead to continuation or recurrence of dumping at the level indicated in the ``Final Results of Sunset Reviews'' section of this notice.

The Department of Commerce (Commerce) finds that revocation of the antidumping duty order on barium carbonate from the People's Republic of China (China) would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Sunset Review'' section of this notice.

As a result of these expedited sunset reviews, Commerce finds that revocation of the antidumping duty (AD) orders would be likely to lead to the continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.

The U.S. Department of Commerce Trade Finance Advisory Council (TFAC or Council) will hold a meeting via teleconference on Friday, May 15, 2020. The meeting is open to the public with registration instructions provided below.

The Department of Commerce (Commerce) determines that countervailable subsidies are being provided to producers and exporters of certain quartz surface products (quartz surface products) from the Republic of Turkey (Turkey).

Requests for Panel Review were filed on behalf of BlueScope Buildings North America Inc. and Butler de Mexico; Cornerstone Building Brands, Inc. and Building Systems de Mexico, S.A. de C.V. and the Government of Mexico; and Corey S.A. de C.V. with the United States Section of the NAFTA Secretariat on April 16, 17, and 20, 2020 respectively, pursuant to NAFTA Article 1904. Panel Reviews were requested of the U.S. International Trade Commission's final negative injury determination regarding Certain Fabricated Structural Steel Injury from Mexico. The final determination was published in the Federal Register on March 20, 2020. The NAFTA Secretariat has assigned case number USA-MEX-2020-1904-04 to this request.

In accordance with the Tariff Act of 1930, as amended (the Act), the Department of Commerce (Commerce) is automatically initiating the five- year reviews (Sunset Reviews) of the antidumping and countervailing duty (AD/CVD) order(s) listed below. The International Trade Commission (the ITC) is publishing concurrently with this notice its notice of Institution of Five-Year Reviews which covers the same order(s).

The Department of Commerce (Commerce) determines that certain quartz surface products (quartz surface products) from the Republic of Turkey (Turkey), are being or are likely to be, sold in the United States at less than fair value (LTFV) during the period of investigation (POI) April 1, 2018 through March 31, 2019.

As a result of determinations by the Department of Commerce (Commerce) that termination of the Agreements Suspending the Antidumping (AD) and Countervailing (CVD) Duty Investigations on Sugar from Mexico, as amended (the Agreements), and the suspended AD and CVD investigations on sugar from Mexico would likely lead to a continuation or recurrence of dumping and countervailable subsidies, and by the International Trade Commission (ITC) that termination of the suspended AD and CVD investigations would likely lead to material injury to an industry in the United States, Commerce is publishing this notice of continuation of the AD and CVD Agreements on sugar from Mexico.

The United States Travel and Tourism Advisory Board (Board or TTAB) will hold a meeting on Friday, May 22, 2020. The Board advises the Secretary of Commerce on matters relating to the U.S. travel and tourism industry. The purpose of the meeting is for Board members to consider recommendations on accelerating recovery in the travel and tourism sector following the COVID-19 pandemic. The final agenda will be posted on the Department of Commerce website for the Board at http:/ /trade.gov/ttab at least one week in advance of the meeting.

The Department of Commerce (Commerce) preliminarily determines that certain glass containers (glass containers) from the People's Republic of China (China) are being, or are likely to be, sold in the United States at less than fair value (LTFV). The period of investigation (POI) is January 1, 2019 through June 30, 2019. Interested parties are invited to comment on this preliminary determination.
