On December 11, 2012, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on lightweight thermal paper from Germany.\1\ The period of review (POR) is November 1, 2010, through October 31, 2011. We invited interested parties to comment on the preliminary results. After reviewing the comments received, we made no changes to the dumping margin assigned to Papierfabrik August Koehler AG (Koehler). Therefore, the final results do not differ from the preliminary results. The final dumping margin for Koehler is listed below in the section entitled ``Final Results of Review.''

Regulation Strengthening Accountability of Attorneys and Non-Attorney Representatives Appearing Before the Department

The Department of Commerce (the Department) is amending its regulations to add a subsection that strengthens the accountability of attorneys and non-attorney representatives who appear in proceedings before the Import Administration (IA). The rule provides that both attorneys and non- attorney representatives will be subject to disciplinary action for misconduct based upon good cause. The rule will assist the Department in maintaining the integrity of its proceedings by deterring misconduct by those who appear before it in antidumping duty (AD) and countervailing duty (CVD) proceedings.

The DBIA campaign was announced on November 28, 2012, in Johannesburg, South Africa, and will advance the goals of the ``U.S. Strategy Toward Sub-Saharan Africa,'' (Strategy) issued by President Barack Obama June 14, 2012. ITA, in coordination with the TPCC, will consider the information received in response to this notice in developing the DBIA campaign.

The Department of Commerce (the Department) is modifying its regulations, which define ``factual information'' and establish time limits for the submission of factual information in antidumping (AD) and countervailing duty (CVD) proceedings. The modifications to the definition of factual information more clearly describe the types of information that can be submitted by a person or placed on the record by the Department in a segment of the proceeding. The modifications to the time limits enable the Department to efficiently determine the type of information being submitted and whether it is timely filed; they also ensure that the Department has sufficient opportunity to review submissions of factual information.

The review covers the following three producers/exporters of subject merchandise: Borusan Group, Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (BMB), and Borusan Istikbal Ticaret T.A.S. (Istikbal), (collectively, Borusan); Erbosan Erciyas Boru Sanayi ve Ticaret A.S. (Erbosan) and Erbosan Erciyas Pipe Industry and Trade Co. Kayseri Free Zone Branch (Erbosan FZB), (collectively Erbosan); and Tosyali dis Ticaret A.S. (Tosyali) and Toscelik Profil ve Sac Endustrisi A.S. (Toscelik Profil), (collectively, Toscelik). We preliminarily determine that Borusan, Erbosan, and Toscelik received countervailable subsidies during the POR but that the companies' respective total net subsidy rates are less than 0.5 percent ad valorem and, therefore, are de minimis.
