FIDAE International Air Show 2006
The U.S. Commercial Service (CS) of the U.S. Department of Commerce, International Trade Administration (ITA), will organize an Aerospace Executive Service (AES) matchmaking mission for the FIDAE International Air Show 2006 in Santiago, Chile. Mission organizers will include the Commercial Service office in Santiago, Chile (CS Chile), the ITA Aerospace and Defense Technology Team, and the CS Office of Global Trade Programs.
Notice of Amended Final Results of Antidumping Duty Administrative Review: Certain Welded Carbon Steel Pipe and Tube from Turkey
On December 5, 2005, the Department of Commerce (``the Department'') issued the final results of its administrative review of the antidumping duty order on certain welded carbon steel pipe and tube (``welded pipe and tube'') from Turkey.\1\ The period of review is May 1, 2003, through April 30, 2004. Based on the correction of certain ministerial errors, we have changed the margins for the Borusan Group (``Borusan'') and for the Yucel Group, which includes Cayirova Boru Sanayi ve Ticaret A.S. and its affiliate, Yucel Boru Ithalat-Ihracat ve Pazarlama A.S. (collectively referred to as ``Cayirova'').
Notice of Final Results of Antidumping Duty Administrative Review: Carbon and Certain Alloy Steel Wire Rod from Canada
On July 20, 2005, the Department of Commerce (the Department) published the preliminary results of its second administrative review of the antidumping duty order on carbon and certain alloy steel wire rod from Canada. The review covers two producers of the subject merchandise, Ivaco Inc. and Ivaco Rolling Mills (IRM) (collectively, ``Ivaco'') and Ispat Sidbec, Inc. (Ispat) (now known as Mittal Canada Inc. (Mittal)\1\). The period of review (POR) is October 1, 2003, through September 30, 2004. Based on our analysis of comments received, these final results differ from the preliminary results. The final results are listed below in the Final Results of Review section.
Continuation of Antidumping Duty Orders: Forged Stainless Steel Flanges from India and Taiwan
As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (the Commission) that revocation of these antidumping duty orders would be likely to lead to continuation or recurrence of dumping and material injury to an industry in the United States, pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act), the Department hereby orders the continuation of the antidumping duty orders on forged stainless steel flanges (flanges) from India and Taiwan. The Department is publishing notice of the continuation of these antidumping duty orders.
Stainless Steel Bar from France: Preliminary Results of Antidumping Duty Administrative Review
In response to a timely request by the petitioners,\1\ the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on stainless steel bar (SSB) from France with respect to Ugitech S.A. (Ugitech). The period of review (POR) is March 1, 2004, through February 28, 2005.
International Trade Administration, North American Free-Trade Agreement (NAFTA), Article 1904 Binational Panel Reviews
On January 17, 2006 the binational panel issued its decision in the review of the determination on remand made by the International Trade Commission, respecting Magnesium from Canada Full Sunset Review of AD and CVD Orders, Secretariat File No. USA-CDA-2000-1904-09. The binational panel affirmed in part and remanded in part to the International Trade Commission. Copies of the panel decision are available from the U.S. Section of the NAFTA Secretariat.

Folding Metal Tables and Chairs from the People's Republic of China; Final Results of Antidumping Duty Administrative Review
On July 11, 2005, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the 2003 - 2004 administrative review of the antidumping duty order on folding metal tables and chairs (FMTCs) from the People's Republic of China (PRC). The period of review (POR) is June 1, 2003, to May 31, 2004. We have now completed the 2003 - 2004 administrative review of the order. Based on comments received, we have made changes in the dumping margin calculations. Therefore, the final results differ from the preliminary results. For details regarding these changes, see the section of this notice entitled ``Changes Since the Preliminary Results.'' The final results are listed below in the ``Final Results of Review'' section.
Gray Portland Cement and Clinker from Mexico: Notice of Final Results of Antidumping Duty Administrative Review
On September 13, 2005, the Department of Commerce published the preliminary results of administrative review of the antidumping duty order on gray portland cement and clinker from Mexico. The review covers one manufacturer/exporter, CEMEX, S.A. de C.V., and its affiliate, GCC Cemento, S.A. de C.V. The period of review is August 1, 2003, through July 31, 2004. Changed Circumstances Review of the Antidumping Duty Order on Carbon and Certain Alloy Steel Wire Rod From Ukraine: Opportunity To Comment on the Status of Ukraine as a Non-Market Economy Country and Extension of Final Results
The Department of Commerce is requesting further comment on whether Ukraine should continue to be treated as a non-market economy country for purposes of the antidumping duty law. The final results for this changed circumstance review are therefore extended by thirty days, making the new deadline February 16, 2006. The Department of Commerce (``the Department'') published its preliminary results of administrative review of the antidumping duty order on tapered roller bearings and parts thereof, finished and unfinished (``TRBs''), from the People's Republic of China (``PRC'') on July 11, 2005. The period of review (``POR'') is June 1, 2003, through May 31, 2004. We invited interested parties to comment on our preliminary results. Based on our analysis of the comments received, we have made changes to our margin calculations. Therefore, the final results differ from the preliminary results. Silicomanganese From Brazil: Final Results of Antidumping Duty Administrative Review
On September 9, 2005, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on silicomanganese from Brazil. The review covers exports of this merchandise to the United States by the collapsed parties, Rio Doce Mangan[ecirc]s S.A. (RDM), Companhia Paulista de Ferro-Ligas (CPFL), and Urucum Minera[ccedil][atilde]o S.A. (Urucum) (collectively RDM/CPFL), for the period December 1, 2003, through November 30, 2004. We gave interested parties an opportunity to comment on the preliminary results. Based on our analysis of the comments received, we have made a change in the margin calculation for the final results of this review. The final weighted-average margin is listed below in the ``Final Results of Review'' section of this notice.

Notice of Final Determination of Sales at Less Than Fair Value and Affirmative Final Determination of Critical Circumstances: Certain Orange Juice from Brazil
On August 24, 2005, the Department of Commerce published its preliminary determination of sales at less than fair value (LTFV) in the antidumping duty investigation of certain orange juice from Brazil. The period of investigation (POI) is October 1, 2003, through September 30, 2004. Based on our analysis of the comments received, we have made changes in the margin calculations. Therefore, the final determination differs from the preliminary determination. The final weighted-average dumping margins for the investigated companies are listed below in the section entitled ``Final Determination Margins.'' In addition, we have determined that Coinbra Frutesp S.A. (Coinbra-Frutesp) is the successor-in-interest to Frutropic S.A. (Frutropic) and, thus, its production and/or exports of frozen concentrated orange juice for further manufacture (FCOJM) are covered by the scope of this proceeding. Finally, we determine that critical circumstances exist with regard to certain exports of subject merchandise from Brazil.
Notice of Preliminary Results of Antidumping Duty Changed Circumstances Review: Certain Softwood Lumber Products from Canada
On June 21, 2005, the Department of Commerce (the Department) published a notice of initiation of a changed circumstances review of the antidumping duty order on certain softwood lumber products from Canada. See Initiation of Antidumping Duty Changed Circumstances Review: Certain Softwood Products from Canada, 70 FR 35632, dated June 21, 2005 (Initiation Notice). The Department initiated this review to determine the appropriate cash deposit rate for West Fraser Mills Limited (West Fraser), which acquired Weldwood of Canada Limited (Weldwood) on December 31, 2004. We preliminarily determine that the post-acquisition West Fraser is the successor-in-interest to the pre- acquisition West Fraser. Therefore, we preliminarily conclude that the post-acquisition West Fraser should be assigned the same cash deposit rate as West Fraser prior to the acquisition. Interested parties are invited to comment on these preliminary results.
Certain Hot-Rolled Carbon Steel Flat Products From India: Preliminary Results of Antidumping Duty Administrative Review
In response to requests by Essar Steel Ltd. (Essar), a producer/exporter of the subject merchandise, and by petitioners,\1\ the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain hot- rolled carbon steel flat products (HRS) from India. Wooden Bedroom Furniture from The People's Republic of China: Notice of Court Decision Not in Harmony
On December 20, 2005, the United States Court of International Trade (``Court'') sustained the final remand determination made by the Department of Commerce (``the Department'') pursuant to the Court's remand of the amended final determination of the investigation of wooden bedroom furniture from the People's Republic of China. See Decca Hospitality Furnishings, LLC v. United States, Ct. No. 05-00002, Slip Op. 05-161 (Ct. Int'l Trade December 20, 2005) (``Decca Remand II''). This case arises out of the Department's Final Determination of Sales at Less Than Fair Value: Wooden Bedroom Furniture From the People's Republic of China, 69 FR 67313 (November 17, 2004), as amended, 70 FR 329 (January 4, 2005) (``Final Determination''). The final judgment in this case was not in harmony with the Department's January 2005 Final Determination.
Notice of Preliminary Results of Countervailing Duty Administrative Review: Certain Hot-Rolled Carbon Steel Flat Products from India
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on certain hot-rolled carbon steel flat products from India for the period January 1, 2004, through December 31, 2004, the period of review (POR). For information on the net subsidy rate for the reviewed company, see the ``Preliminary Results of Review'' section, infra. If the final results remain the same as the preliminary results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess countervailing duties as detailed in the ``Preliminary Results of Administrative Review'' section, infra. Certain Small Diameter Carbon and Alloy Seamless Standard, Line, and Pressure Pipe from Romania: Preliminary Results of Antidumping Duty Administrative Review
In response to requests by Duferco Steel Inc. (Duferco), an importer of subject merchandise, and United States Steel Corporation (the petitioner), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain small diameter carbon and alloy seamless standard, line, and pressure pipe (seamless pipe) from Romania. The period of review (POR) is August 1, 2004, through July 31, 2005. The respondent, S.C. Silcotub S.A. (Silcotub), informed the Department that it would not be participating in the review. Accordingly, we preliminarily determine that the application of adverse facts available is warranted with respect to Silcotub.
Pure Magnesium from the People's Republic of China; Notice of Final Results of Expedited Sunset Review of Antidumping Duty Order
On September 1, 2005, the Department of Commerce (``the Department'') initiated the sunset review of the antidumping duty order on pure magnesium from the People's Republic of China (``China''). See Initiation of Five-Year (``Sunset'') Reviews, 70 FR 52074 (September 1, 2005). On the basis of a notice of intent to participate, and an adequate substantive response filed on behalf of the domestic interested party, and a lack of response from respondent interested parties, the Department conducted an expedited (120-day) sunset review. As a result of this sunset review, the Department finds that revocation of the antidumping duty order would likely lead to the continuation or recurrence of dumping. The dumping margin is identified in the Final Results of Review section of this notice.
Notice of Continuation of Antidumping Duty Orders: Solid Urea from the Russian Federation and Ukraine

The Department of Commerce (the Department) has received information sufficient to warrant initiation of a changed circumstances review of the antidumping duty order on certain forged stainless steel flanges (flanges) from India. See Amended Final Determination and Antidumping Duty Order; Certain Forged Stainless Steel Flanges From India, 59 FR 5994, (February 9, 1994). Oil Country Tubular Goods from Japan: Final Results and Partial Rescission of Antidumping Duty Administrative Review
On September 7, 2005, the Department of Commerce (the Department) published in the Federal Register the preliminary results and preliminary partial rescission of the administrative review of the antidumping duty order on Oil Country Tubular Goods (OCTG) from Japan. This review covers four manufactures/exporters: JFE Steel Corporation (JFE), Nippon Steel Corporation (Nippon), NKK Tubes (NKK) and Sumitomo Metal Industries, Ltd. (SMI). The period of review (POR) covers sales of subject merchandise to the United States during the period of August 1, 2003, through July 31, 2004. We provided interested parties with an opportunity to comment on the preliminary results of review. However, we received no comments from interested parties. Consequently, no changes have been made to the dumping margins set forth in the preliminary results of this administrative review. For the margins applicable to each respondent, see the ``Final Results of Review'' section of this notice.
Continuation of Antidumping Duty Order on Certain In-Shell Pistachios from Iran
As a result of the determinations by the Department of Commerce (``the Department'') and the International Trade Commission (``ITC'') that revocation of the antidumping duty order on certain in- shell pistachios (``in-shell pistachios'') from Iran would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing notice of continuation of this antidumping duty order.
Notice of Preliminary Results of Antidumping Duty Changed Circumstances Review and Intent to Revoke Order in Part: Certain Cased Pencils from the People's Republic of China
M.A. Notch Corporation (Notch) filed a request for a changed circumstances review of the antidumping duty (AD) order on certain cased pencils from the People's Republic of China (PRC). Specifically, Notch requests that the Department revoke the AD order with respect to a large novelty pencil, which is described below. Certain domestic interested parties have affirmatively expressed a lack of interest in the continuation of the order with respect to this product.\1\ In response to the request, the Department initiated a changed circumstances review of the AD order on certain cased pencils from the PRC. Interested parties are invited to comment on these preliminary results.
Initiation of Five-Year (“Sunset”) Reviews
In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating five-year (``Sunset Reviews'') of the antidumping duty orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers these same orders.
Welded ASTM A-312 Stainless Steel Pipe from South Korea and Taiwan: Notice of Final Results of Expedited (“Sunset”) Reviews of Antidumping Duty Orders
On September 1, 2005, the Department of Commerce (``the Department'') published a notice of initiation of the second sunset reviews of the antidumping duty orders on welded ASTM A-312 stainless steel pipe (``WSSP'') from South Korea (``Korea'') and Taiwan, pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). On the basis of a notice of intent to participate and adequate substantive responses from the domestic interested parties and no response from respondent interested parties, the Department has conducted expedited sunset reviews of these antidumping duty orders. As a result of these sunset reviews, the Department finds that revocation of the antidumping duty orders would likely lead to continuation or recurrence of dumping at the level indicated in the ``Final Results of Review'' section of this notice.
