Airworthiness Directives; Airbus SAS Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain Airbus SAS Model A350-941 and -1041 airplanes. This AD was prompted by a determination that new or more restrictive airworthiness limitations are necessary. This AD requires revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. This AD also requires, for certain airplanes, an update of the hydraulic monitoring system to include additional redundancy. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; MHI RJ Aviation ULC (Type Certificate Previously Held by Bombardier, Inc.) Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain MHI RJ Aviation ULC Model CL-600-2D15 (Regional Jet Series 705) and CL-600-2D24 (Regional Jet Series 900) airplanes. This AD was prompted by a report that the lower aft outboard supporting structure of galley 2 does not meet certification requirements for all flight and/or emergency landing loads. This AD requires modifying the floor structure between certain fuselage stations. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Brantly Helicopters Industries U.S.A. Co., Ltd., and Brantly International, Inc., Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for certain Brantly Helicopters Industries U.S.A. Co., Ltd., Model 305 helicopters and Brantly International, Inc., Model B-2, B-2A, and B-2B helicopters. This proposed AD was prompted by a report of a crack in the tail rotor (T/R) hub. This proposed AD would require repetitive inspections of the T/R hub and depending on the results, removing the T/R hub from service. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
The FAA is adopting a new airworthiness directive (AD) for all The Boeing Company Model 737 airplanes powered by LEAP-1B engines. This AD was prompted by reports of inadvertent release of the spring energy of the spring door opening system (SDOS) actuator with a certain part number, causing injury and the potential for injury to maintenance personnel. This AD requires replacing each affected SDOS actuator with a new SDOS actuator, and verifying that new safety markers are installed in the proper locations. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Leonardo S.p.a. Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for certain Leonardo S.p.a. Model A109E, A109S, and AW109SP helicopters. This proposed AD was prompted by reports of main landing gear (MLG) wheel assembly failure. This proposed AD would require repetitive inspections of each affected MLG strut assembly and, depending on the findings, replacement of an affected MLG strut assembly with a serviceable assembly, or application of corrosion preventive compound, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Leonardo S.p.a. Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for Leonardo S.p.a. Model AB139, AW139, AB412, and AB412 EP helicopters. This proposed AD was prompted by failure of an Emergency Flotation System (EFS) float compartment to inflate during maintenance of the EFS. This proposed AD would require inspecting certain EFSs and depending on the results, marking certain parts or removing certain parts from service, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Proposed Amendment of V-6, V-10, V-30, V-100, and V-233 in the Vicinity of Litchfield, MI
This action proposes to amend VHF Omnidirectional Range (VOR) Federal airways V-6, V-10, V-30, V-100, and V-233 in the vicinity of Litchfield, MI. The air traffic service (ATS) route modifications are necessary due to the planned decommissioning of the VOR portion of the Litchfield, MI, VOR/Distance Measuring Equipment (VOR/DME) navigational aid (NAVAID). The Litchfield VOR/DME NAVAID provides navigational guidance for portions of the affected VOR Federal airways listed above and is planned to be decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.
Airworthiness Directives; Various Restricted Category Helicopters
The FAA is adopting a new airworthiness directive (AD) for various restricted category helicopters originally manufactured by Bell Textron Inc. This AD was prompted by a fatal accident in which an outboard main rotor hub strap pin (pin) sheared off during flight, resulting in the main rotor blade and the main rotor head detaching from the helicopter. This AD requires removing certain pins from service and prohibits installing those pins on any helicopter. The FAA previously sent an emergency AD to all known U.S. owners and operators of these restricted category helicopters and is now issuing this AD to address the unsafe condition on these products.
Public Meeting/Notice of Availability for Proposed Air Tour Management Plans at Mount Rainier National Park; Death Valley National Park; Everglades National Park; and Olympic National Park
The FAA, in cooperation with the National Park Service (NPS), has initiated development of Air Tour Management Plans (ATMPs) for Mount Rainier National Park, Death Valley National Park, Everglades National Park, and Olympic National Park (collectively referred to as the Parks) pursuant to the National Parks Air Tour Management Act of 2000 and its implementing regulations. This notice announces the public availability of the proposed ATMPs for comment and public meetings for each of the Parks. The purpose of these meetings is to review the proposed ATMPs and further ATMP development with the public. The proposed ATMPs provide acceptable and effective measures to mitigate or prevent the significant adverse impacts, if any, of commercial air tour operations upon the natural and cultural resources, visitor experiences, and tribal lands. In accordance with Section 106 of the National Historic Preservation Act, the FAA and the NPS are also seeking public comment on the potential of the proposed ATMPs to cause adverse effects to historic properties.
Proposed Revocation of Class E Airspace; Creech Air Force Base Airport, NV
This action proposes to revoke the Class E airspace extending upward from 700 feet above the surface at Creech Air Force Base (AFB) Airport, Indian Springs, NV. This action also proposes several administrative updates to the Class D legal description. This action would ensure the safety and management of operations at the airport.
Removal of Air Traffic Service (ATS) Route V-482; Alaska
This action revokes one Alaskan VHF Omnidirectional Range (VOR) Federal airway V-482 in the state of Alaska. The removal is required due to tree encroachment on the Johnstone Point VOR/Distance Measuring Equipment (DME) that renders the airway unusable.
Amendment to Federal Airways Amber 15 (A-15), V-444, J-502, J-511, and Extension of Canadian Area Navigation Routes Q-902 and Q-811; Alaska
This action corrects a final rule published by the FAA in the Federal Register on July 15, 2021. This action amends Federal airways, A-15, V-444, J-502, and J-511 in Alaska. It also establishes an extension of two Canadian Area Navigation Q routes, Q-811, and Q-902. The modifications are necessary due to the decommissioning of the Burwash Non-Directional Beacon (NDB) in Yukon Territory, Canada, which provides navigation guidance for portions of the affected routes. The Burwash NDB was decommissioned effective March 26, 2020 due to ongoing maintenance problems and logistic issues.
Amendment and Establishment of Class E Airspace; Bar Harbor, ME
This action amends Class E surface area and Class E airspace extending upward from 700 feet above the surface at Hancock County-Bar Harbor Airport, Bar Harbor, ME. This action would also update the geographic coordinates of the airport to coincide with the FAA's database. In addition, this action also establishes Class E airspace extending upward from 700 feet above the surface for Bar Harbor Heliport, Bar Harbor, ME. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.
Modification of Class E Airspace; Saratoga, WY
This action modifies the Class E airspace extending upward from 700 feet above the surface at Shively Field Airport, Saratoga, WY. This action also removes the Class E airspace extending upward from 1,200 feet above the surface, and the Saratoga NDB and the Cherokee VOR/DME from the airspace's text header and description. This action also implements several updates to the airspace's legal description. The airspace is designed to support instrument flight rules (IFR) operations at the airport.
Airworthiness Directives; Hamilton Sundstrand Corporation Propellers; Initial Regulatory Flexibility Analysis
The FAA is publishing and requesting comments on this IRFA for the previously published notice of proposed rulemaking (NPRM), Project Identifier AD-2020-01314-P, applicable to Hamilton Sundstrand Corporation 54H model propellers with a 54H60 model propeller hub installed. Membership in the National Parks Overflights Advisory Group
By Federal Register notice on May 6, 2021, the Federal Aviation Administration (FAA) and the National Park Service (NPS) invited interested persons to apply to fill one existing and one upcoming vacancy on the National Parks Overflights Advisory Group (NPOAG). This notice informs the public of the selection made for the one upcoming vacancy representing air tour operator concerns. No selection was made for the existing opening representing Native American tribal concerns so this notice also invites persons interested in that opening to apply.
Airworthiness Directives; Pacific Aerospace Limited Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Pacific Aerospace Limited Model 750XL airplanes. This proposed AD was prompted by mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as chafing damage in the port wing skin caused by the fuel system finger filters. This proposed AD would require inspecting the wing internal skin for chafing and taking any necessary corrective actions. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Learjet Inc.
The FAA proposes to adopt a new airworthiness directive (AD) for certain Learjet Inc. (Learjet) Model 45 airplanes. This proposed AD was prompted by reports of corrosion found on the upper surface of the lower center wing mid spar splice plate. This proposed AD would require repetitively inspecting the center wing area for corrosion and deterioration of protective treatments, removing any corrosion, and treating any deteriorated areas. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Gulfstream Aerospace Corporation Airplanes
The FAA is withdrawing a notice of proposed rulemaking (NPRM) that proposed to adopt a new airworthiness directive (AD) for certain Gulfstream Aerospace Corporation (Gulfstream) Models G-IV and GIV-X airplanes. The NPRM was prompted by reports of disbonding and surface cracking of the composite aft pressure bulkhead. The NPRM proposed to require inspecting the forward and aft surfaces of the pressure bulkhead composite panels for damage and repairing any damage found. Since issuance of the NPRM, the FAA has determined that there is not an unsafe condition. Accordingly, the NPRM is withdrawn.
Airworthiness Directives; Pacific Aerospace Limited Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Pacific Aerospace Limited Model 750XL airplanes. This proposed AD was prompted by mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI identifies the unsafe condition as insufficient clearance between the engine mount, the Beta control rod, and the inter-turbine temperature (ITT) sensing probe that could lead to chafing damage. This proposed AD would require inspecting the engine mount, the temperature probe, and the reversing cable for damage, and taking any necessary corrective actions. The FAA is proposing this AD to address the unsafe condition on these products.

This proposed AD was prompted by a report of a broken adjustable device that is part of the pilot and co-pilot yaw pedal assemblies. This proposed AD would require modification of the pilot and co-pilot yaw pedal assemblies, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Pratt & Whitney Turbofan Engines
The FAA is adopting a new airworthiness directive (AD) for all Pratt & Whitney (PW) PW2037, PW2037M, PW2040, and F117-PW-100 model turbofan engines. This AD was prompted by a report of an uncontained engine failure resulting from cracks in the knife edge of the high- pressure turbine (HPT) 2nd-stage air seal assembly. This AD requires fluorescent penetrant inspections (FPIs) and visual inspections of the HPT 2nd-stage air seal assembly and, depending on the results of the inspections, replacement of the HPT 2nd-stage air seal assembly with a part eligible for installation. This AD also requires replacement of the affected HPT 2nd-stage air seal assembly, depending on the engine model, at either the next engine shop visit or the next piece-part opportunity. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus SAS Model A330-200, -200 Freighter, -300 and -900 series airplanes; and Model A340-200, -300, -500, and -600 series airplanes. This proposed AD was prompted by a report that during the frame of flight test clearance process, a detailed analysis of air data reference (ADR) failure scenarios led to the identification that compliance requirements for loads and handling qualities throughout the flight envelope could be impaired in case of dispatch with one ADR inoperative (master minimum equipment list (MMEL) item 34-10-01) during the maximum interval allowed by the current MMEL. This proposed AD would require revising the operator's existing FAA-approved minimum equipment list (MEL) for the air data/inertial reference system, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference. The FAA is proposing this AD to address the unsafe condition on these products.
Proposed Amendment of Class E Airspace; Marana, AZ
This action proposes to amend the Class E airspace extending upward from 700 feet above the surface at Marana Regional Airport, Marana, AZ. The FAA is proposing this action as the result of an airspace review conducted due to the decommissioning of the Marana non- directional beacon (NDB). The name of the airport would be updated to coincide with the FAA's aeronautical database.

This action amends Class E surface airspace at York Airport, York, PA. An airspace evaluation of the area determined the additional airspace is necessary to accommodate operations at the airport. This action also updates the name of York Airport (formerly York County Airport). This action also establishes Class E airspace extending upward from 700 feet above the surface at York Airport and Class E airspace extending upward from 700 feet above the surface for Wellspan York Hospital Heliport, to accommodate new area navigation (RNAV) global positioning system (GPS) standard instrument approach procedures serving the heliport. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.
Establishment of Area Navigation (RNAV) Routes T-322, T-392, T-403, and T-405; Central United States.
This action establishes area navigation (RNAV) routes T-322, T-392, T-403, and T-405 in the central United States. The new RNAV routes expand the availability of RNAV coverage in support of transitioning the National Airspace System (NAS) from ground-based to satellite-based navigation. Additionally, a portion of the new RNAV routes provide enroute structure where VHF Omnidirectional Range (VOR) Federal airway segments were removed due to the decommissioning of Sioux City, IA; Park Rapids, MN; and Huron, SD, VORs, in support of the FAA's VOR Minimum Operational Network (MON) program.
Amendment of V-175 and V-586; Establishment of T-397; and Revocation of V-424 in the Vicinity of Macon, MO
This action amends VHF Omnidirectional Range (VOR) Federal airways V-175 and V-586; establishes Area Navigation (RNAV) route T- 397; and removes VOR Federal airway V-424 in the vicinity of Macon, MO. The Air Traffic Service (ATS) route modifications are necessary due to the planned decommissioning of the VOR portion of the Macon, MO, VOR/ Distance Measuring Equipment (VOR/DME) navigational aid (NAVAID). With the exception of RNAV route T-397, the Macon VOR/DME NAVAID provides navigation guidance for portions of the affected air traffic service (ATS) routes. The VOR is being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.
Removal of the Special Rule for Model Aircraft; Correction
The FAA is correcting a final rule published on December 11, 2020. In that final rule, which became effective on the date of publication, the FAA removed the regulations codifying the Special Rule for Model Aircraft as a result of a change in applicable law. The FAA inadvertently listed an incorrect amendment number for the final rule. This document corrects that error.

This action modifies three existing high altitude area navigation (RNAV) routes (Q-routes), and establishes one new Q-route, in support of the Northeast Corridor Atlantic Coast Route (NEC ACR) Project. This action improves the efficiency of the National Airspace System (NAS) by expanding the availability of RNAV routing and reducing the dependency on ground-based navigational systems.

The air traffic service (ATS) route modifications are necessary due to the planned decommissioning of the VOR portion of the Rockford, IL, VOR/Distance Measuring Equipment (VOR/ DME) navigational aid (NAVAID). Except for RNAV route T-325, the Rockford VOR/DME NAVAID provides navigation guidance for portions of the affected routes listed above. The Rockford VOR is being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.

This proposed AD was prompted by a report of several occurrences of a cracked main gearbox (MGB) spherical bearing lock nut (lock nut). This proposed AD would require removing from service a certain part-numbered MGB lock nut that is installed on certain part- numbered MGBs and replacing it with newly designed MGB lock nut. This proposed AD would also would prohibit installing any MGB with the affected MGB lock nut and would prohibit installing any affected MGB lock nut on any helicopter. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Various Restricted Category Helicopters
The FAA is adopting a new airworthiness directive (AD) for various restricted category helicopters, originally manufactured by Bell Textron Inc. (Bell). This AD was prompted by multiple events involving failure of the tail boom attach structure including the bolts. This AD requires revising the existing Rotorcraft Flight Manual (RFM) for your helicopter to incorporate pre-flight checks; removing paint and sealant, and cleaning; repetitive inspections of structural components that attach the tail boom to the fuselage; and depending on the outcome of the inspections, repairing or replacing components, or re-bonding the structure. The FAA is issuing this AD to address the unsafe condition on these products.
Proposed Modification of Class D Airspace; McChord Field (Joint Base Lewis-McChord), WA; Supplemental
This action proposes to modify the Class D airspace at McChord Field (Joint Base Lewis-McChord), Tacoma, WA. After a review of the airspace, the FAA found it necessary to amend the existing airspace for the safety and management of Instrument Flight Rules (IFR) operations at this location and Visual Flight Rules (VFR) at a satellite airport. This proposal would also remove a reference to the McChord Very High Frequency Omnidirectional Range beacon (VOR) from the legal description, update the airport name and city, and amend the geographical coordinates for the airport to match the FAA's database.

This action establishes Class E airspace extending upward from 700 feet above the surface of the earth at El Capitan Lodge, Craig, AK. This action accommodates a new area navigation (RNAV) procedure and ensures the safety and management of instrument flight rule (IFR) operations within the National Airspace System.
Availability of Record of Decision for the Environmental Impact Statement (EIS) for the Proposed LaGuardia Access Improvement Project at LaGuardia Airport (LGA), New York City, Queens County, New York
This notice is intended to advise the public that on July 20, 2021, the FAA issued a Record of Decision (ROD) for the federal actions reviewed in the Final Environmental Impact Statement (EIS) for the proposed LaGuardia Airport (LGA) Access Improvement Project and its connected actions (the Proposed Action). The ROD includes numerous environmental findings by the FAA, as well as environmental determinations related to funding opportunities that are subject to federal oversight. Agency Information Collection Activities: Requests for Comments; Clearance of a Renewed Approval of Information Collection: Rotorcraft External Load Operator Certificate Application
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on February 26, 2021. The collection involves the submission of FAA Form 8710-4 for the certification process of rotorcraft external-load operators. The information to be collected is necessary to evaluate the applicants' qualifications for certification.
Airworthiness Directives; General Electric Company Turbofan Engines
The FAA is adopting a new airworthiness directive (AD) for certain General Electric Company (GE) CF6-80A and CF6-80C2 model turbofan engines. This AD was prompted by an inspection by the manufacturer that revealed cracking of the high-pressure turbine (HPT) rotor stage 1 disk. This AD requires visual inspection and fluorescent penetrant inspection (FPI) of the HPT thermal shield and, if cracking is detected, removal from service of the HPT thermal shield, HPT rotor stage 1 disk and HPT rotor stage 2 disk. The FAA is issuing this AD to address the unsafe condition on these products.

The FAA is proposing this action as the result of an airspace review caused by the decommissioning of the Maples very high frequency (VHF) omnidirectional range (VOR) as part of the VOR Minimal Operational Network (MON) Program.
Airworthiness Directives; Leonardo S.p.a. Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for certain Leonardo S.p.a Model AW169 helicopters. This proposed AD was prompted by reports of in-flight pilot collective stick oscillation. This proposed AD would require a one-time measurement of the friction of the pilot collective stick assembly to verify that it is within the allowable range and, depending on findings, making an adjustment to restore the acceptable level of friction, as specified in a European Aviation Safety Agency (now European Union Aviation Safety Agency) (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Bell Textron Canada Limited (Type Certificate Previously Held by Bell Helicopter Textron Canada Limited) Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for certain Bell Textron Canada Limited (type certificate previously held by Bell Helicopter Textron Canada Limited) (Bell) Model 429 helicopters. This proposed AD was prompted by reports of incorrectly staked spherical bearings in the directional control bellcrank assembly. This proposed AD would require a one-time inspection of the lower surface of the spherical bearing in the directional control bellcrank assembly to determine if it is properly staked and, depending on the findings, applicable corrective actions. For certain helicopters, this proposed AD would also require repetitive inspections and, depending on the findings, applicable corrective actions. This proposed AD would also provide a terminating action for the repetitive inspections. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Gulfstream Aerospace Corporation Airplanes
The FAA is withdrawing a notice of proposed rulemaking (NPRM) that proposed to adopt a new airworthiness directive (AD) for certain Gulfstream Aerospace Corporation (Gulfstream) Model GVII-G500 airplanes. The NPRM was prompted by a report of a fuel quantity disparity between the overhead panel touch screens and the touch screen controllers. The NPRM proposed to require incorporating operating limitations into the airplane flight manual (AFM) until the fuel quantity management system (FQMS) software is updated. Since issuance of the NPRM, the FAA has determined that there is not an unsafe condition because all affected airplanes have updated software. Accordingly, the NPRM is withdrawn.
Airworthiness Directives; Pratt & Whitney Division Turbofan Engines
The FAA proposes to supersede Airworthiness Directive (AD) 2021-05-16, which applies to certain Pratt & Whitney Division (PW) PW4164, PW4164-1D, PW4168, PW4168-1D, PW4168A, PW4168A-1D, and PW4170 model turbofan engines. AD 2021-05-16 requires initial and repetitive replacements of the low-pressure turbine (LPT) 4th-stage air sealing ring segment assemblies with parts eligible for installation. AD 2021- 05-16 also requires initial and repetitive dimensional inspections of the LPT case for bulging and, depending on the results of the dimensional inspections, repair or replacement of the LPT case. Since the FAA issued AD 2021-05-16, the FAA was notified of an inadvertent omission in the LPT 4th-stage air sealing ring segment assembly part numbers. This proposed AD would correct this omission. The FAA is proposing this AD to address the unsafe condition on these products.
