Airworthiness Directives; General Electric Company Turbofan Engines
The FAA is adopting a new airworthiness directive (AD) for all General Electric Company (GE) GE90-110B1 and GE90-115B model turbofan engines with a certain interstage high-pressure turbine (HPT) rotor seal installed. This AD requires initial and repetitive ultrasonic inspections (USIs) of the interstage HPT rotor seal and, depending on the results of the inspection, replacement of the interstage HPT rotor seal with a part eligible for installation. This AD also requires the removal of the interstage HPT rotor seal at the next engine shop visit. This AD was prompted by investigative findings from an event involving an uncontained interstage HPT rotor seal failure that resulted in debris penetrating the fuselage and the other engine. The FAA is issuing this AD to address the unsafe condition on these products.
Standard Instrument Approach Procedures, and Takeoff Minimums and Obstacle Departure Procedures; Miscellaneous Amendments
This rule establishes, amends, suspends, or removes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures (ODPs) for operations at certain airports. This action modifies Class D airspace and Class E airspace areas extending upward from 700 feet or more above the surface of the earth at Chicago/Rockford International Airport (formerly Greater Rockford Airport) in Rockford, IL, based on the result of an airspace review caused by the decommissioning of the GILMY locator outer marker (LOM). The GILMY LOM and Greater Rockford ILS localizer are no longer needed in the description of the Class D and E-5 airspace. This amendment also updates the airport name to coincide with the FAA's aeronautical database. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at this airport.
Notice of Intent To Rule on a Land Release Request at Hamilton Municipal Airport (VGC), Hamilton, NY
The FAA proposes to rule and invites public comment on the application for a release of approximately 14.59 acres of federally obligated airport property at Hamilton Municipal Airport, Hamilton, Madison County, NY, from conditions, reservations, and restrictions contained in Airport Improvement Program (AIP) grants that would restrict the use of said land to aeronautical purposes. This acreage is composed of portions of seven parcels that were acquired by the Village of Hamilton though AIP Grants 3-36-0192-01-1995 and 3-36-0192-02-1998. It is proposed that 12.69 acres, composed of portions of seven parcels, would be released by the FAA for sale. The land is not needed for aeronautical purposes. The use of the land after the release will be compatible with the airport and will not interfere with the airport or its operation. The Federal share of the proceeds from the sales of land would be dedicated to a future AIP eligible airport effort. It is also proposed that the remaining 1.90 acres, composed of three parcels, would be released from grant obligations to permit the non-aeronautical use of the property. Concurrently, it is requested that FAA approval be given for the three currently existing long-term non-aeronautical leases on the aforementioned three parcels. The land is not needed for aeronautical purposes and the revenue from the leases is dedicated for use in operating the airport.
Notice of Availability of the Final Environmental Assessment and Finding of No Significant Impact for the Titusville-Cocoa Airport Authority Launch Site Operator License
The FAA is announcing the availability of the Final Environmental Assessment and Finding of No Significant Impact for the Titusville-Cocoa Airport Authority (TCAA) Launch Site Operator License (Final EA and FONSI). The FAA has prepared the EA to evaluate the potential environmental impacts of the FAA issuing a Launch Site Operator License to TCAA for the operation of a commercial space launch site at the Space Coast Regional Airport (TIX) in Titusville, FL. TCAA proposes to offer the launch site for launches of horizontal reusable launch vehicles and construct facilities related to launches.
Airworthiness Directives; Airbus Helicopters (Type Certificate Previously Held by Eurocopter France) Helicopters
The FAA is superseding Airworthiness Directive (AD) 2011-12-07 for Eurocopter France (now Airbus Helicopters) Model SA-365C, SA-365C1, SA-365C2, SA-365N, SA-365N1, AS-365N2, AS 365 N3, and SA-366G1 helicopters. AD 2011-12-07 required repetitively inspecting the adhesive bead between the bushings and the Starflex star (Starflex) arms and the Starflex arm ends. This new AD retains the requirements of AD 2011-12-07 while omitting helicopters with an improved Starflex installed from the applicability. This AD was prompted by the development of the improved Starflex by Airbus Helicopters. The actions of this AD are intended to address an unsafe condition on these products.
Airworthiness Directives; Airbus Canada Limited Partnership (Type Certificate previously held by C Series Aircraft Limited Partnership (CSALP); Bombardier, Inc.) Airplanes
The FAA is superseding Airworthiness Directive (AD) 2018-25- 04, which applied to certain C Series Aircraft Limited Partnership (CSALP) Model BD-500-1A10 and BD-500-1A11 airplanes. AD 2018-25-04 required repetitive inspections for any dislodged blow-out panel in the forward and aft cargo compartments, reporting of the inspection findings, and reinstallation if necessary. This new AD continues to require repetitive inspections, with a revised inspection interval, for affected panels that have not been replaced. This new AD also requires the replacement of affected blow-out panels with redesigned panels, which terminates the inspection requirement. This new AD also revises the applicability by removing certain airplanes. This AD was prompted by reports of dislodged cargo compartment blow-out panels. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Weatherly Aircraft Company
The FAA is adopting a new airworthiness directive (AD) for all Weatherly Aircraft Company (Weatherly) Models 201, 201A, 201B, 201C, 620, 620A, 620B, 620B-TG, and 620TP airplanes. This AD was prompted by reports of fatigue cracking of the center wing and outer wing spar hinge brackets due to corrosion pitting. This AD requires repetitive inspections of the wing hinge brackets, pins, and wing spar structure with repair or replacement of parts as necessary. The FAA is issuing this AD to address the unsafe condition on these products.

In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The collection involves information from commercial air tour operators on the numbers and types of air tours over national park units. The information to be collected will be used by the FAA and the National Park Service to track air tour operations over national parks and as background information in the development of air tour management plans and voluntary agreements for purposes of addressing any potential significant impacts from commercial air tour operations on the natural or cultural resources or visitor experience at the parks.

The FAA is proposing this action as the result of airspace reviews caused by the decommissioning of the Springfield VHF omnidirectional range (VOR) navigation aid, which provided navigation information for the instrument procedures these airports, as part of the VOR Minimum Operational Network (MON) Program, and the decommissioning of the Springfield localizer and glideslope which provided navigation information for the instrument procedures at Springfield-Beckley Municipal Airport. Airworthiness Directives; AERMACCHI S.p.A. Airplanes
The FAA is adopting a new airworthiness directive (AD) for AERMACCHI S.p.A. Models F.260, F.260B, F.260C, F.260D, F.260E, and F.260F airplanes. This AD results from mandatory continuing airworthiness information (MCAI) issued by the aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as cracks on the body of the flap actuators. The FAA is issuing this AD to require actions to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 2017-19-24, which applies to certain Airbus SAS Model A318 series airplanes; Model A319-111, -112, -113, -114, -115, -131, -132, and -133 airplanes; Model A320-211, -212, -214, -231, -232, and -233 airplanes; and Model A321-111, -112, -131, -211, -212, -213, -231, and -232 airplanes. The FAA also proposes to supersede AD 2018-16-04, which applies to Airbus SAS Model A320-216, -251N, and -271N airplanes; and Model A321-251N, -253N, and -271N airplanes; as well as the models in AD 2017-19-24. Those ADs require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive maintenance requirements and airworthiness limitations. Since AD 2018-16-04 was issued, the FAA has determined that new or more restrictive airworthiness limitations are necessary. This proposed AD would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations, as specified in a European Union Aviation Safety Agency (EASA) AD, which will be incorporated by reference. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Dassault Aviation Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for all Dassault Aviation Model Falcon 10 airplanes. This proposed AD was prompted by a report of hydraulic fluid on the ground near the main landing gear (MLG) brake assembly. The hydraulic leakage started in a cracked hydraulic pipe, with the crack likely due to chafing between two hydraulic pipes or between hydraulic pipes and structure. This proposed AD would require an inspection for chafing or interference of certain hydraulic pipes and certain rib passage holes, and, depending on findings, modification or repair, as specified in a European Union Aviation Safety Agency (EASA) AD, which will be incorporated by reference. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Yaborã Indústria Aeronáutica S.A. (Type Certificate Previously Held by Embraer S.A.)
The FAA is adopting a new airworthiness directive (AD) for all Yabor[atilde] Ind[uacute]stria Aeron[aacute]utica S.A. Model ERJ 190- 300 and ERJ 190-400 airplanes. This AD was prompted by a failure propagation test, which revealed that when complete loss of the electrical digital current (DC) essential bus 2 was induced, the smoke detection system of the forward and aft electrical bays erroneously indicated the presence of smoke via the respective engine indication and crew alerting system (EICAS) messages. This AD requires revising the existing airplane flight manual (AFM) procedures associated with messages of smoke in the electronic bays presented on the EICAS, as specified in an Ag[ecirc]ncia Nacional de Avia[ccedil][atilde]o Civil (ANAC) Brazilian AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
Proposed Amendment of Class E Airspace; Kotzebue, AK
This action proposes to amend the Class E airspace, designated a surface area, by removing the extensions to the east and west of the airport. This action also proposes to properly size the Class E airspace extending upward from 700 feet above the surface. The area should be reduced east of the airport to properly contain arriving IFR aircraft descending below 1,500 feet above the surface. Additionally, this action proposes to properly size the Class E airspace extending upward from 1,200 feet above the surface by reducing the area from a 74-mile radius of the airport to a 45-mile radius of the airport. Further, this action proposes to remove the Kotzebue VOR/DME Navigational Aid from the airspace legal descriptions. Lastly, this action proposes numerous administrative corrections to the airspace legal descriptions. This action would ensure the safety and management of IFR operations at the airport.
Proposed Amendment of Class E Airspace; Sitka, AK
This action proposes to amend Class E airspace, designated a surface area, at Sitka Rocky Gutierrez Airport, Sitka, AK. To properly size the area, the extension southwest of the airport should be reduced. The extension northwest of the airport is not required and should be removed. This action also proposes to establish a Class E airspace area, designated as an extension to a Class D or Class E surface area, northwest of the airport. Additionally, this action proposes to properly size Class E airspace extending upward from 700 feet above the surface. The extension southwest of the airport should increase in size and the extension northwest of the airport is not required and should be removed. Further, this action proposes to remove Class E airspace extending upward from 1,200 feet above the surface. This area is wholly contained within the Alaska southeast en route area and duplication is not necessary. Lastly, this action proposes numerous administrative corrections to the airspace legal descriptions. This action would ensure the safety and management of IFR operations at the airport.

This action proposes to amend Class E airspace, designated a surface area, at Mc Grath Airport, McGrath, AK. To properly size the area, it should be reduced from a 7.6-mile radius to a 5.6-mile radius of the airport. This action also proposes to properly size Class E airspace extending upward from 700 feet above the surface. The extension north of the airport should increase in size to contain arriving and departing IFR aircraft. The extension to the southeast of the airport is not required and should be removed. Additionally, this action proposes to properly size Class E airspace extending upward from 1,200 feet above the surface. The area should be reduced from a 74-mile radius to a 45-mile radius of the airport. Lastly, this action proposes numerous administrative corrections to the airspace legal descriptions. The modifications are necessary due to the planned decommissioning of the VOR portion of the McAlester, OK, VOR/Tactical Air Navigation (VORTAC) navigation aid (NAVAID), which provides navigation guidance for portions of the affected air traffic service (ATS) routes. The McAlester VOR is being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.
Airworthiness Directives; Bombardier, Inc. Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain Bombardier, Inc., Model CL-600-2B19 (Regional Jet Series 100 & 440) airplanes, Model CL-600-2C10 (Regional Jet Series 700, 701 & 702) airplanes, Model CL-600-2D15 (Regional Jet Series 705) airplanes, and Model CL-600-2D24 (Regional Jet Series 900) airplanes; and all Bombardier, Inc., Model CL-600-2C11 (Regional Jet Series 550) airplanes. This AD was prompted by reports of fractured rudder primary feel unit shafts; a subsequent investigation determined that the fractures in the shafts are consistent with fatigue damage. This AD requires replacement of the rudder primary feel unit shaft. The FAA is issuing this AD to address the unsafe condition on these products.
Revocation and Amendment of Class E Airspace; Williston, ND
This action revokes Class E airspace at Sloulin Field International Airport, Williston, ND, due to the airport's closure. This action also amends Class E airspace at Williston Basin International Airport, Williston, ND. The action establishes Class E airspace designated as a surface area. Additionally, this action amends Class E airspace extending upward from 700 feet above the surface by adding two extensions, one to the southeast and one to the north of the airport. Further, this action adds a Class E airspace area extending upward from 1,200 feet above the surface. Lastly, this action implements an administrative correction to the Class E5 airspace legal description's text header by updating the airport's geographic coordinate to match the FAA's aeronautical database.
Amendment of the Class D and Class E Airspace; Meridian, MS
This action corrects a final rule published in the Federal Register on January 30, 2020, amending the Class D airspace at Joe Williams NOLF, Meridian, MS; Key Field, Meridian, MS; and NAS Meridian/ McCain Field, Meridian, MS; the Class E airspace area designated as an extension to Class D airspace at Key Field; and the Class E airspace extending upward from 700 feet above the surface at Key Field, Joe Williams NOLF, and NAS Meridian/McCain Field. A cardinal direction was inadvertently omitted from the Class E airspace extending upward from 700 feet above the surface at Key Field. This action corrects that omission.
Proposed Amendment of Class E Airspace; Sedalia, MO
This action proposes to amend the Class E airspace extending upward from 700 feet above the surface at Sedalia Regional Airport, Sedalia, MO. The FAA is proposing this action as the result of an airspace review due to the decommissioning of the Sedalia non- directional beacon (NDB) which provided navigation information to the instrument procedures at this airport. The name of the airport would also be updated to coincide with the FAA's aeronautic database. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at this airport.
Proposed Amendment of Class D and E Airspace; St. Louis, MO
This action proposes to amend the Class D airspace and the Class E surface airspace at Spirit of St. Louis Airport, St. Louis, MO, and the Class E airspace extending upward from 700 feet above the surface at St. Louis Lambert International Airport, St. Louis, MO, Spirit of St. Louis Airport, and St. Charles County Smartt Airport, St. Charles, MO, which is contained within the St. Louis, MO, airspace legal description, and removing St. Louis Regional Airport, Alton/St. Louis, IL, which is contained within the St. Louis, MO, airspace legal description. The FAA is proposing these actions as the result of airspace reviews caused by the decommissioning of the Cardinal VHF omnidirectional range (VOR) navigation aid, which provided navigation information for the instrument procedures at these airports, as part of the VOR Minimum Operational Network (MON) Program; and the decommissioning of the outer markers for runways 12R, 24, and 30L at St. Louis Lambert International Airport. The names of St. Louis Lambert International Airport and the Spirit of St. Louis: RWY 25L-LOC would also be updated to coincide with the FAA's aeronautical database.
Airworthiness Directives; General Electric Company Turbofan Engines
The FAA proposes to adopt a new airworthiness directive (AD) for all General Electric Company (GE) GEnx-1B64, 1B64/P1, -1B64/P2, - 1B67, -1B67/P1, -1B67P2, -1B70, -1B70/75/P1, -1B70/75/P2, -1B70/P1, - 1B70/P2, -1B70C/P1, -1B70C/P2, -1B74/75/P1, -1B74/75/P2, -1B76/P2, and -1B76A/P2 model turbofan engines. This proposed AD was prompted by reports of combustor case burn-through. This proposed AD would require installation of electronic engine control (EEC) software, version B205 or later. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 737-600, -700, -700C, -800, -900, and -900ER series airplanes. This proposed AD was prompted by a report that the necessary sealant was not applied to the side of body (SOB) slot as a result of a production drawing that provided unclear SOB slot sealant application instructions. This proposed AD would require a general visual inspection for insufficient sealant in the SOB slot, and related investigative and corrective actions. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 737-600, -700, -700C, -800, -900, and -900ER series airplanes. This proposed AD was prompted by significant changes made to the airworthiness limitations (AWLs) related to fuel tank ignition prevention and the nitrogen generation system. This proposed AD would require revising the existing maintenance or inspection program, as applicable, to incorporate the latest revision of the AWLs. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus SAS Model A330-202, -203, -223, -223F, -243, -243F, -302, -303, -323, -343, and -941 airplanes; and Model A340-313, -541, and -642 airplanes. This proposed AD was prompted by the results of laboratory tests on non-rechargeable lithium batteries installed in emergency locator transmitters (ELT), which highlighted a lack of protection against currents of 28 volts DC or 115 volts AC that could lead to thermal runaway and a battery fire. This proposed AD would require modifying a certain ELT by installing a diode between the ELT and the terminal block, as specified in a European Union Aviation Safety Agency (EASA) AD, which will be incorporated by reference. The FAA is proposing this AD to address the unsafe condition on these products.
